Decem':,er 18, 1956,
A regular meeting of the Board of Aldermen of The City of
Riverside, Missouri was held in the City Hall on December 18, 1956,
at 8:00 p.m. and upon a roll ca171, Aldermen Clark, Nelson, Scrivner,
Sawyer and. Young were present, Klamm absent and Mayor Fiber calling
said meetine; to order.

Mr. E. I. Myer, Engineer was present and due to his having;
to leave for mother meeting, a discussion was had re~ardin~ the
roads in Sev-n Oaks Addition. He recommended that since the addition
was so small a 26 foot road would probably work out okay, and that
he definitely recommended. a b" base and 2' hot mix on top and. that it
be constructed according, to the standard specifications included in
most contracts.
Mr. Newmeyer spoke regarding his wanting to get permission for
the Riverside Development Co.:.p any to have a portable rock crusher in
Riverside, along :iighway 45~ after a short diseussion, Clark moved
that permission be given the Riverside Development Company for a
period of 90 days and. for the sur:. of X25.00 to operate a portable
rock crusher in Riverside, seconded by Nelson, the roll was called
end votes were as follows: Clark-aye; Klamm-absent; Nelson-aye;
Scrivner-aye; Sawyer-aye; Young-aye;
Clark moved that w=x~x~ the City ha~~e a hearing on the
vacation of a public street in the City of Riverside at 7:30 p.m.
Janu~~ry 8, 1957, seconded by Nelson, the roll was called and
votes were as follows: Clark-aye; K~~mmsabsent; tlelson-aye;
Scrivner-aye; Sawyer-aye; and Young-aye;
Young moved that we accept Mr. 1"lyers~s recommendation for 26+
Toad in Seven Oaks Addition with the hot mix according to his Rproximate~
specifications for the reason that the road will only service
lots and. it is a dead end street, seconded by Scrivner, the roll
was called and votes were as follows Clark-ays; K~~snm-a~ae~nt;
Nelson-aye; Scrivner-aye; Sawyer-aye; and Young-aye.
After ~asxD4~ymxxs~~~s~ad Mayor Filger reported on the results
of the hearing which was had regarding the re-zoning of the
trailer parks and. the above ground. storage tanks and reading the
recomne ndation af' the Zoning Board, Scrivner moved that there be
no changes in the Zoning Ordinance since at the meeting it wss
reported that of the twentypeople present at said. meeting, two
persons ti•.ere for the re-zoning; and 18 people against cha ding
said ord._nance, seconded by Sawyer, the roll w as called and votes
were as follows: Clark-aye; Klamm-absent; Nelson-aye; Scrivner-aye;
Sawyer-aye; and Young-aye;.
Thereupon Sawyer moved that Bill No. 268 being bill appropriating
money out of the general fund. of the City of Riverside, rissouri for
the payment of certain indebtedness as follows be placed on its
first reading:

Scrivner moved that rules be suspended and Bill No. 268 be
paced on its second reading, seconded by Clark, the roll was called

Clark moved that fiti~l~s be suspended and B'1 No. 268 be placed.
on its third reading, and upon passage of same become Ord. No. 267,
seconded by Scrivner, t:e roll was called and votes were as follows:

Scrivner moved meeting adjourn, second by Clark, meeting

At Regular Meeting of Bd of Aldermn, Dec. 18, 1956, 8:00 p.m.
Mr. E. I. Ni~~Cer, Engineer for Riverside spoke regarding roads
for Mr. Pease in 70aks Addition.
Mr. Myers stated we 'tied adopted an ordinance requiring
a 30 ft.-back to back road. Pease at the time made statement that
he was willing to .~o to X6.00 a foot. If h® puts in the 30 ft.
back to back and uses hot mix, the best price he has been able to
get is X9.50 per foot. He came into the office and requested
reconsideration and on November 18rrote us a letter advising
he would go up to X6.00 and wanted to use oil penetration in the
event he could not get the price down to 6.00.
Mr. Myer stated they are building streets with midtiyay grade
and 28 ft. back to back, same specific~~tions as we have and it is
costing X7.20 per foot. He took the liberty to get a quotation from
same company f or Mr. Pease on e 26 ft. back to back concrete curbs
6" packing and 2" asphaltic concrete surf act, which would make
22ft. pavement and could park on shoulders. He ageeed (the contractor)
if Mr. Pease wouod allow him to put in a thousand feet at a time he would
do that for X6.50. I informed Mr. Pease to have his engineer
contact several contractors to have competitive bids on the project
and set out just exactly what he wants to do. He wanted to do
a small portion ~,t a time, approximately 300 ft. on first un~,
and Mr. Myers thought it would not work on the small amount he
wanted to do. Mr. Pease said he wanted to use hot mix on the
higher Fcrades and oil penetration on the flat surface. Mr. Myer
would not or could not recommend this as it would not work at all.
Mr. Pease would go along with the hot mix on the 26 ft. streets
if they would lower it to that. Theywould put in the streets
according to the specifications, submitting a copy of the specifications.
They are very similar to those Mr. Bufford had;
Young advised. the letter we had written was before they were
goin~~ aheed with it. But t~;_e y have assured I~ir. Myer at 5:00 p.m.
to go with the hot mix and that is if the streets are reduced from
30 ft. to 26 feet.
Myer stated that Mr. Pease started out the the thought of
using the oil penetration and he sold the lots on that basis.
He is willing to pay up to X6.50 if necessary.
Youngasked how long the streets would. last with the hot-mix
and PZr. Myers advised the type of traffic 7 Oaks addition would h-ve
the street should last at least 6 or 7, but possibly r..ight patch
a few holds. The contractor and/ or Mr. Pease is to guanartee the
ma_ntenance for two years.
Mr. Myers suggested we have an ordinance requiring the
minizrun of the streets width be 26 ft. and in larger additions
have a wider street, rr~ost streets are 26+, 30~ and !~0-.
