Regular Meeting
of Aldermen
Riverside, Missouri
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held at the City Hall on April 20, 1854, upon a roll
call, aldermen Clark, Klamm, Nelson, Panus, Scrivner and Young were present.
The meeting was called to order by Mayor Filger,
The minutes of regular meeting April 6, 1954 and Special
Meeting held April 7, 1954 were read. Klamm requested that the reason he
objected to permission granted to Mr. Kerns for holding a carnival on
his premises be written in the minutes of April 6. His reason being
that the motion granting permission was passed at an illegal session of the
council and aa.inst the ordinances of the City of Riverside, Missouri.
Said reason was inserted in minutes andsa.me were approved by Mayor and
council.
It was agreed upon to include the written legal advice of the
City Attorney, Ward A. Dorsey, regarding the tie for office of alderman in
the 3rd ward as result of general election held April 6, 1954, in the
April 7, 1954, special meeting minutes, and same is attached thereto,
marked Exhibit "A" and considered part thereof, this procedure being
` approved by the Mayor and council.
Florence Gussewelle wanted to turn in the collector's books,
but the cour~tl advised her that a C.P.A. should a¢iit the books and that
he turn them over to the council. Council stated they would choose a
C.P.A. and have this work done just as soon as possible.
Thereupon Young moved that Bill No. 146 being a bill regulating
the passing of school buses when bus is stopped for loading or unloading
in City of Riverside, Missouri, second by Clark, roll was called and votes
were as follows: Clark-aye; Klamm-aye; Nelson-aye; Panus-aye; Scrivner-aye;
Young-aye and Bill No. 146 was read accordingly.
Thereupon Clark moved that rules be suspended and Bill No. 146
be placed on its second reading, second by Scrivner, the roll was
called and votes were as follows: Clark-aye; Nelson-aye; Klamm-aye;
Panus-aye; Scrivner-aye; a.nd Young-aye; and Bill No. 146 was read accord-
ingly.
Thereupon Panus moved that rules be suspended and that Bill
No. 146 be placed on its third reading and upon passage of saw become
~` Ordinance No. 146, second by Clark, the roll was called and votes were
as follows: Clark-aye; Klamm-aye; Nelson-aye; Panus-aye; Scrivner-aye;'
Young-aye; and Bill No. 146 was accordingly read, approved by Mayor
Filger and became Ordinance No. 146.
Mr. German asked the council for a definite answer regarding
the widening and repairing of south road in North Wood Acres, He
was assured the council would agree on a definite answer, which was that
the road would be repaired and perhaps widened a few feet on the south,
Panus moved that Evelyn Allen's Business license for Beau
Shop be approved and passed upon; that Sam Licova.li's Building Appli ation
for house be approved and passed upon and that Wm. T. Brophy's Building
permit for remodeling be passed on and approved; and that Alfred Hutchison's
application for building permit be passed upon and approved, subject to his
correcting said application what appears thereon to be an obvious error,
that there is one family of 6 members intended as number of families to
occupy the dwelling and further that the number of feet of latterals to
be used for the septic tank is insufficient and that sufficient number of
latterals will be installed to comply with the amount required by the
City Sanatarian, second by Scrivner, all voted in favor.

A gentleman who had been with Mr. Hensley at one of our previous meetings
asked whether their business license would be issued for a nursery at
Junction of Highways 45 and 71, but he was advised since they had no
permanent building at said business location which would comply with the
city ordinances, said license could not be issued,
Panus moved that Sam and Catherine R. Licavoli's request for
25-ft. set-back for building site be considered favorable, second
by Clark, all voted in favor.
Thereupon Scrivner moved that present police committee be
abaxloned and new committee appointed, second by Clark, all voted in
favor. Mayor Filger appointed Klamm, Scrivner, and Young as police
committee.
Thereupon Mayor Filger appointed Clark, Panus and Nelson
as road committee.
Mayor Filger stated that on Tuesady, May ~P, 1954 at 7:00
P.M. the hearing on Sam Licavoli, Catherine R. Licavoli, and Loren
H. Shelleck and Indian Hills Land Company, Inc. petition for vacation
or certain street known as Hopewellian Drive in Indian Hills, a subdivision
in the City of Riverside, Platte County, Missouri, and also petition of
Indian Hills Land Co., Inc. and Pyramid Petroleum Co, for vacation of
an un-named street in Indian Hills, a subdivision in the City of
Riverside, Platte County, Missouri.
Mayor Filer announced a 10 minute recess. Metting reconveniened
a.nd upon a roll call, aldermen Clark, Klamm, Panus, Nelson, Scrivner
and Young vaere present.

was accordingly read.
Thereupon Panus moved that rules be suspended and that Bill No.
147 be placed on its second reading second by Scrivner, the roll was called
and votes were as follows: Clark-aye; Klamm-aye; Nelson-aye; Panus-aye'
Scrivner-aye a.nd Young-aye; Bill No. 147 was read accordingly.
Thereupon Panus moved that rules be suspended and that Bill
No. 147 be placed on its third reading and upon passage of same become
ordinance Nc, 147, second by Clark, the roll was called and votes were
as follows: Clark-aye; Klamm-aye; Panua.-aye; Nelson-aye; Scrivner-aye;
Yong-aye; and Bill No. 147 was accordingly read, approved by Mayor
Filger and became Ordinance No. 147.
Young read proposed letter which would go to the operat~~vs
of gasoline service stations regarding Ordinance No. 139 providing for
occupation license.

Scrivner reported on information he received regarding the two roads,
Klamm Road and road running north and south, which is west of Julia
Eskridges property south of Highway 69, whether or not these roads
were private or public, but it was still undecided and more information
was to be obtained.
Young stated a man from Liberty would cue and talk about
garbage disposal in the City of Riverside at our next meeting.
Young moved meeting adjourn, second bs Klamm, meeting adjourned.
