A regular meetinc; of the Board of Aldermen of The City of
Riverside, Missouri was held at the City ITall on YyTay 4, 1954, upon
a roll call, aldermen Clark, Klamm, Nelson Panus, Scrivner a7d Young
were present. The meeting? was called to order by Nlayor Filger.
The minutes of regular meeting of April TO were read and
approved as read.
Prior to t~.is meeting a hearing was had on the petition
filed by Sam Licavoli, Catherine R. Licavoli, and Loren Ii. °$4elleck
and Indian Bills Land C:;mpany, Inc. for the vacation of certain
street kno!ti~n as Hopewellian Drive in Indian Dills, a subdivision in
Platte County, Riverside, Missouri, aid also petition filed by
Indian Hills Land Co., Inc. and Pyramid Petroleum Co. for vacation
of an un-named street in Indian .-Tills, a subdivision in Platte County,
Riverside, Missouri. There was no opposition to the vacation of
the two above streets and permission was ;ranted for the vacation of
said streets.
Thereupon Panus moved that Bill No. 148 being a bill to vacate
an un-named street in Indian Bills First Addition in Pla tte County,
Riverside, Missouri under the provisions of Ordinance NTO. 133, second
by Clark, the roll was called and votes were as folloirs: Clark, aye;
Klamm-nay for the reason that Ordinance No. 133 and this bill hake not
peen looked over by our City Attorney; Nels~an, aye; Panus-aye;
Scrivner-aye; Young-aye and Bill No. 114.8 w~~s read accordingly.
Thereupon Panus moved that rules be suspended and that Bill
No. 148 be pl^ced on its second reeding, second by Scrivner, the roll
i.~as called and votes were as follows: Clark-aye; Kla~~-nay, reason
being that Ord:inancer`133 and this bill were not looked over by our
City Attorney; Nelson-aye; Panus-aye; Scrivner-aye; Young-aye;
and BIll RTO. 148 was read accordingly.
Panus moved that r~llcs be suspended a.nd that Bill No. 148
be placed on its ti.:ird reading; and upon passage of same become
Ord'na.nce Nio. 11L8, second by Scrivner, the roll was called a.nd votes
tirere as follows: Clark-aye; Klarrm!-nay, reason being that Ordinance
No.133 and this '0`_11 were not looked at or written by or City Attorney;

Thereupon Panus moved that Bill No. 149 being a bill to vacate
Hopewellian lirive in Indian Hills First Addition in Platte County,
Riverside, P~iissouri, under the provisions of Ordinance No. 133, second
by Scrivner, the roll wa.s called and votes were as follows: Clark-aye;
Klamm-nay, reason being that 0-rd'nance No. 133 and this bill were
not written by the City Attorney; Nelson-aye; Yanus-aye; Scrivner-aye;
Young-aye; and Bill No. X49 was accordingly read.
Thereupon Panus moved that rules be suspended and that
Bill No. 149 be ;,laced on its second r:>adinr;, second by Clark, the
roll was called and votes were a.s follows: Clark-aye; Klamm-nay
reason being that Ordinance N?o. 133 and this Bill .a ere not tirritten
by City Attorne ; Nelson-aye; Panus-aye; Scrivner-aye; Young-aye,

T=ir. Thomas of Liberty, Missouri telked to the Counc'~l about
havin~~, :~arbasre and trash pick-ups in the City of Riverside. Tae
told us what he was doing: in Liberty, T~iissouri and Excelisor Sprin`!s,
Missouri and the cost of same in said cities. It was ar;reed that
Young; would meet with Mr. Thomas, irlednesday, May 5, and tirould

show him the boundry lines of Riverside, Pf~o., and make a survey of
houses in Riverside.
Panus moved that 1-iensley~s application for nursery be approved,
second by Klamm, all voted in favor.
Thereupon Youn!inoved that Bi11 No. 150 `.eing a bill providing
report forms to be filled out and filed each ronth by holders of
occupation licenses for the ssle of gasoline, butane, benzine, naptha,
propane zas a.nd diesel fuel, be placed on its first reading, second
by Panus the roll was called and votes were as follows: C1 rk-aye;
Klamrn-aye; Nelson-aye; Panus-aye; acrivner-aye; Young, aye; and
Bill No. 15C wa.s accordingly read.
Thereupon Clark moved that rules be suspended and that
Bill IQo. 150 be placed on its second reading, second by Nelson,
the roll was called and votes were as follows: Clark-aye; Klamm-sye;
Nelson aye; Panus-aye; Scrivner-aye; YounF~-aye; and Bill No. 150
was accordingly read.

Recess vaas declared by l~iayor l~il~er. Meeting reconveniened
and uc;on a roll call, alders,.en, Clark, Klamm, Nelson, Panus; Scrivner
and young were present, Mayor Filger also being present.
After a discussion on addit_~_onal water hydrants be installed
in city of Riverside, Panusrnoved that the City of Riverside take
ch~r~e of the water hydrants now in the city, second by Nelson,
motion passed unani.raously.

in City of Riverside, P~iissouri, three in 6Ja.rd 3, approximate locations
being, vJri^gins, Uiinkleblack, r'Iarv~ring; one in ward 2, a_,proximate

Scotts Feed Store, and Race track; second by Clark, motionpassed

E. I. Pryer to help work out a :way ,for the City of Riverside,
Mi~.s:,uri to have their own water system:~r Clark moved that
Mayor Filg er and Young be auti.orized to errc~loy Mr. E. I. P~leyer
for not over "~~~250.00 salary a year, second by Panus, motion passed
unanirr,ous ly .
Thereupon Panus moved that Young contact a certified public
accountant and have the Cities books audited and set up by the next
meeting, second by Cl~.rli, rr.otion passed unanimoully.
Thereupon C k moved that Young; be the presiddent of the
council for anoth~~`~; second by Scrivner, the roll ~~; a s c alle d
and votes were as follows: Clark-aye; Klamm-aye; I~?elson-aye;
Panus-aye; Scrivner-aye; Young-nay.
Thereupon Clark moved that a stringy; of five lights be
inst^7_led in Indian Mills Addition and to install whatever lights
necess~•xy in Northwood Acres, second by Panus, motion carried
unanimously.
Thereupon Panus stated that as mem~er of the road
Comr~.ittee N;rs. Clark has been elected Chais~r-~an of said committee.
Scrivner reaorted on the repair of roac.s and stated
that the bl^ck top road in Northwood acres would re resurfaced
and wanted awti~orit~r to get a high loader. Thereupon Alelson moved
that Scrivner be given permission to ;yet a high loader, second by
Clark, motion passed unanimously.

was out to look at High Drive road, but it was sur;gesled by the
council that another company be contacted regarding the black-toy-ing
of the said road and see if there is a difference in price from

for the appropriation ofmoney out of the general fund of the City of
