A regular rneetin~r of the Board of Aldermen. of the City of
Riverside, Missouri was held at the City Hall on Niay 18, 1~L~., upon a
roll call, Aldermen Clark, Klarrun, Nelson, Panus, Scrivner and Young
were present. The meeting was ca i. led to order by Niayor Filg er.
The minutes of regular meeting of Niay iL, 1951-~- were read and
approved as re ad.
Mr. J. Y. McManus, C.P.A. spoke regard=.ng his sitting up the
accounting system for the City of Riverside. He pr sented a written
contract to the City Counc'_1 stating their fee and what work he
proposed to do, this contract was signed by Mayor Filger,&Bu~et Committee
Criairman, Young for the City of Riverside. ,
Young; moved that J. Y. McManus b e hired on the oasis of
proposed letter or contract presented by Nir. N'icrfia.nus, second by Klamm
roll was called and motion passed unanir~.ously.
Mr. Roy Renner inquired as to what had been accomplished in
regard to the water system of the City of Riverside, and t•, as assured
by the council that there would be more to report by the next meeting.
Mr. Leslie Renner asked for permission to install three m
four signs at the entrances to Riverside, with the wording "wEIGCON'lE
TO RIVERSIDE" in large lettering and at the bottom, state the location
of the Evanr;elical & Reformed Church. The council granted permission
for the installation of tY~ se sir-~:r~s and Mr. Renner would give the
council the exact size of the sirens. Nir. Renner also stated that there
would be a 70~ item which the collector would have no record of since
th'.s bras an item charged by the bank for ttiao months service.
Youn° reported on the garbage problem, a letter had been
received from Mr. Thomas as a servey of the town was made the prior
week. r3e would charge ,;'235.00 a mont7: to pick up the garbage once
a week, but the garbage has to be put on the curb. Nir. Thomas would
not sign a contr..^ct, but would do tYis on a trialbasis, and the council
agreed to hire .him for 60 days to see how this system would work.
Thereupon Youn-_-reported on the fire hydrants, he talked to Mr. Cussing
and also to Mr. Holloway w_o was to make a survey of the location of the
hydrants. Mr. Holloway wanted to know about the legal part of this
matter and was assured he would be furnished the necessary ordinances
and that the City Attorney would work on same if any were required.

contacted Nir. IIempy, C.P.A., but in his discuss on with :~r. ;Iempy,
found out his concern had no prior expe~sence with City affairs and
thou .ht it would 'oe to the City s advarta{ e to :sire Nir. NicNiar_,us.
On the Street lights, Mr. Youn;~ contacted the Power & Light
Co. three or four times and was assured they had turned it over to the
depar°tment handling this matter and would make the necessar survey.
Young reported on the fire board meeting and had quite a
ler_:thy d iscuss'.on on the possib'~lity of getting a fire trucr~ in the
City of Riverside. The fire truck ~•~ould cost between y~8,000 and
w13,000.00. There are approxim-~tely 2500 potential merr~bers of the
protective assoc3_ation and only about 600 paid m:;mbers and less than
25~ of the menoers in t~r~s area have paid which leaves approximately

1900 unpaid members.
Scrivner reported there was a tra'_ler in ~~dade Acres
and people were living-, in it.
Thereupon I"layor Fil~_;er declared a r ecess. Meeting
reconveniened an d upon a roll call, Alder~ren, Clark, Klamm, Nelson
Panus, Scrivner and Youn were present, also Playor Filger being

Panus moved that committee be appointed to do all things
necessary and make all preparations in connection with the employ;=ent
of hlr. S. A. Thomas, Jr. d~b~a Thomas Disposal Service, for once a
week ~;arba~;e pickup as proposed in is tter of said S. A. Thomas, Jr.
dated May 6, 1954 at stated of ~,~235.00 per month for at rial period
of two months to start on or about June 15, 1954, second. by Clark
all voted in favor.
ria.yor Filger appointed Nelson, Panus and Young as the
corrunittee to make all arran-e ments and necessary prep ~ ations in
connection with the employment of Nir. S, A. Thomas.
Mayor F11ger appointed Klamm as committee of one to r*et
the names of companies w:=,o have signs installed in the City of
Riverside.
Mayor Filger appointed Young to Contact Bell Telephone
Conpany to meet with T~lr. Kenney regarding Southwestern Bell Telephone
Company's franchise.
Thereupon Klamm moved that Bill No. 152 being a bill
provid ink; for the appropriation of moneJ out of the general fund
of the 6ity of Rive r•side, Pii .:_ souri for the payment of certa:;_n
indebtedness as follows:

be placed on its first reading, second by Nelson, the roll was called
and votes were as follows: Clark-aye; Klarrrn-aye; Nelson-aye;
Panus-aye; Scrivner-aye; and Young-aye; and Bill No. 152 was accordingly
read.
Clark moved that rules be suspended and b~#t ;?ill No. 152
be placed on its second reading, second by Scrivner, the roll was called
and the votes were as follows: Clark-aye; Klar;m-aye; N~~.son-aye;
Panus-aye; Scrivner-aye; Young-aye and bill No. 152 was a ccordin~ly
read.
Thereupon Klansn moved that rules be suspended and that
Bill No. 152 be placed oni_ts third reading; and upon passa_;e of
same become Ord nance No. 152, second by Nelson the roll was called
end votes were as follows: Clark-aye; Klat~m-aye; Nelson-aye; Panus-afire
Scrivner-aye; Young-aye and Bill No. 152 was accordingly read
approved by Mayor Filer and became Ordinance No. 152.

adjourned.
