A re;~.~lar meeting of the Board of ?.lderrner~ of the City of Riverside,
Missouri, was held on July 6, 195!- at the City Ball in Riverside,
Missouri. Upon a roll ca~_l, alder~r.en Clark, Klarnrn, Nelson, Panus,
Scrivner and Youn<_; were present. Mayor Filger also presiding at said
meet~..ng.
Minutes of regular meet~.ng of Jude 15, 1954, were read and
approved as read.
U-_->on motion by Panus that a one-ton air c~nditionin~~ unit oe pur-
chased for the City Hall at the best obtainable price, second by Klamm
the roll wasc alled and votes were as follows: Clark-nay; Klanun-aye;
Nelson-aye; Panus-aye; Scrivner-nay; Youn~_~-nay; and Mayor Filger-aye.
Mayor Filger appointed Panus to purchase the one-ton air
cond_`_t:ionin;; unit.
Klamm turned in the report he assei;:bled on signs in Riverside,
Missouri.
Thereupon Clark moved that Bill No. 15L~ being a bill to provide
for theprotection of public health by preventing the spread of rat borne
disease and infect~_on by elimination of unsanitary conditions associated
with such disease and in:~°ection by the e~termins.tion or' rats and by
regulating conditions affording rat harborage, second by Klamm, the
roll was called and votes were as follows: Clark-aye; Klamrn-aye;
Nelson-aye; Panus-a~Te; Scrivner-aye; and Young-aye; Bill No. 151x. was
accordingly read.
Par_us moved that rules be suspended and that Bill No. 151{. be
placed on its second reading frith the following amended: (a) That
the sentence be~nninc with "Health Officer" in quotations in Section 1
be deleted; (b) Tizat the last sentence in Sec. 3 beginning after the
word "which" being on line 8 of said section read as follows "in the
opinion of the Officer of the City designated by the Niayor to perform
the duties required in this ordnance"; and (c) That in Sec. !}. in -place
of "City Health Officer", insert "Officer of the City desi-.-Hated by the
T~.ayor to perform the duties required in this ordinance."second by Clark,
the roll was called and votes were as follows: Clark.-aye; Klasnm-ate;
Nelson-aye; Panus-aye; Scrivner-aye; Young-aye; and Bill D?o. 154 was
read accordingly.
Panus moved that rules be suspended and that Bill No. 151}. be
placer. on its th~.rd r:adin« and upon passes e of same become Ordinance
T?o. 154, second by Klarr~n, the roll was called and the votes were as
follows: Cl~.r}~-aye; Klamm-aye; Nelson-aye; Panus-aye; Scrivner-aye;
and Young;-aye; Bill D?o. 1'j1{_ arras according read, approved by T~iayor Filger
and became Ordir_as?ce No. 154.
Thereupon Scrivner moved that Bill No. 155 be'.ng a bill
prohibiting the riding, drivin , leadi n;~ or ::.herding of horses se~.od with
metal shoes on any of the black to-~ped streets in the City of Riverside,
Missouri, second by Clark, the roll was called and the votes were as follows:
Clark-aye; Klanun-aye; Nelson.-:ye; Panus-aye; Scrivner-aye; Younr~-ale;
and Bill 1`;0. 155 was accord~_n~ly read.
Clark Moved that rulss_be suspended and that Bill Iv'o. 155 be
pl~.ced on its second ~°eading, second by Nelson, the roll was called and
votes were as follows: Cla.rlr-a.ye; KlarrLreaye; Nelson-aye; Panus-aye;
Scrivner-aye; Young-aye; and Bi11 'o. 155 was accordingly read.
Scrivner moved that rules be suspended and that Bill No. 155 be
placed on its third readirnT and upon passage of same become ordinance
No. 155, second by Clark, the roll was called and tTZe votes were as
follows: Clark-aye; Klamrr~-aye; Nelson-aye; Panus-aye; Scrivner-aye;
and Young-aye; and Bill No. 155 was accordinly reed, approved by
T•ia;;ror Filger and became Ord-Hance T?o. 155.

Thereupon Scrivner r~.oved that Bill No. 156beinr a bill regulating
the T;eeping or harborin~_; of doffs, whether owned or not, in the City of
Rivers id_e, T!:i~ sours, providing; for the vaccination of all dogs to be
licensed, by providing a license tax thereon, providing for the killing
of rabid doffs, or vicious dogs runninE; at la.r~e, and providing a
penalty for violation, second by Panus, the roll was called and votes
were as follows: Clark-aye; Ylar~un-nay; Nelson-nay; Panus-aye; Scrivner-aye;
and Young-aye; and Bill Ivo. 156 was accordingly read.
Thereur~on Clark r~:oved that Bill I?o. 157 bein" a bill providing
rules and c:~ndi.t_ions .for the rene~~ial of the non-assignable non-intox-
icatin beer licenses and the issuance of netir non-intoxicetin~ beer
licenses in the C'ty of Riverside, Missouri, second by Scrivner, the
roll was called snd votes tiaere as follows: Clark-aye; Klar~rcr_-aye;
Nelson-aye; P^.rlus-aye; crivner-aye; Young-aye; and Bill Trio. 157 was
accordingly read.
Clark moved that r~•zles be suspended and that Bill No. 157 be
placed on its second reading, second by Nelson, the roll was c ailed
and votes tiaere a.s follows: Clark-aye; Yi ~_a~~nn-aye; Nelson-aye; Panus-aye;
Scr-ivner-aye; Young-aye; and Bill No. 157 was accordingly read.
Clark moved that rules be suspended and that Bill No. 157 be
placed on its t'_~ird readir_g and upon passage of same become ordinance
Pd~. 157, second by Scrivner, the roll was cal led and votes were as
follows: Clark-aye; Klarn~a-aye; Ptelson-aye; Panus-asje; Scrivner-aTe;
and Young-aye; Bill No. 157 was accordingly road, approved by i~iayor
Filger and becar:e Ordnance No.157.
Scrivner reported that the t~;eec~ on the right of ways were being
cut and that it would take at least three days and it w~~s agreed to
allow the third day for the cutting of weeds; The rate of pay being
y~3.50 per hour.
