HomeMy WebLinkAbout1954-10-05Minutes of Regular Meeting of Board of Aldermen City of Riverside, Missouri A regular meetingof the Board of Aldermen oi' the City of Riverside, Mo., was held October 5, 195L{. at the City Hall in Riverside, Missouri a_t 8;00 P.M. Upon a roll call, aldermen Clark, Klaxnm, Nelson, Panus, 4crivner, and Young were present. Mayor Filger calling said matting to order. The minputes of Septembep 21, 1951.x. meeting were read and approved as read. Thereupon Clark reported on zoning committee. It was stated that there were dust a few thin gs to be gotten together and then a meeting would be had by said committee. Thereupon Mr. John Blogin and Mr, D, B. Swetnam presented a petition which was for a gas line to be run in Northwood acres and it ~.as suggested that they present this ~e~ition to the gas company directly. Youngmoved that Bill No. lbl be placed on its first reading, Bill No. 161 being a bill prohibiting any person from stealing or carr~ring away the property of another person as defined as petit larceny by the laws of the State of Missouri within the City limitsoi' the City of Riverside, Missouri; p^oviding a penalty for ~ olation thereof, second by Clark, the roll was called and vot::s were as follows; Clark-aye; Klamm-aye; Nelson-dye; Panus-aye; Scrivner-aye; Young-aye; and Bill No, 161 was accordingly read, Thereupon Clark moved th~~t rules be suspended and that Bill No. 161 be placed on its second reading, second by Klaxnm, the roll was called and vot s were as follows: Clark-aye; Klamm-aye; Nelson-aye; Pktnus-aye; Scrivner-aye; Younp~-aye; and Bill No, 161 was read accordingly. Thereupon Clark moved that rules be suspended and that Bill No. lE~l be placed on it s third re ding and upon passage of same bee ame Ordinance No. 161, second by Nelson, the roll w~ s called and votes were as follows: Clark-a~=e; Klamm-aye; Nelson-aye; Scrivner-aye; Young-aye; PanusPaye; and Bill No. lE.l ~s~as read acc ordingly, approved by Mayor Filger and became Ordinance No, 161. Thereupon Clark moved that Bill No, 162 be pl cad on its first reading, this Bill being a bill asBking it unla.~.ful for any person to willftally trespass or go upon tr ivate prop~_:rty w$ bout any license, per- mission, emergency or other lawful right to do so within the City ~8mits of the City of Riverside, providing a penalty for violation thereof, second by Scrivner, the roll was called and votes r:ere as follows; Clark-ante; Kalmm-aT°; Nelson-aye; Panus-aye; Scr>sner;aye; Young-aye; and Bill No. 162 was read according ly, Nelson moved th-+t rules be suspended and Bill No,162 be p]_aced on its second reading, second by Clark, the roll was called and votes were as follows; Clark-aye; Klamm-aye; Nelson-aye; Scrivner°-are; Panus-a~e; Young-aye; and Bill No. 162 was accordingly re ad. Thereupon Clark moved that rules be suspended and that Bill No, 162 be pl cad on its third reading and upon pssage of same become Ordinsace No. 162, second by Klamm, the roll was called and votes were as follows; Clark-a~;e; Klamm-a~ee; Nelson-a(ye; Panus-aye; Scrivner-aye ; and Young-a;~'e, and Bill No. 162 was accordingly read, approved by M_~yor Filger and became Ordinance No. 1b2. Thereupon Clark moved that the City purchase one dozen fo lding chairs, second by Nelson, the roll was called and all voted in Savor. Thereupon Young moved that Bill No, 163 be placed on its _ first reading, this bill being a bill prescriving time limit within which construction must be started and ®mpleted under building permits issued by the City of Riverside and providing that all permits sh all lapse and be null and void if no construction thereunder has beencommenned within nicety days from the date of issuan;e of such permit oa the passage of this omdinance wh whichever period of time shall be longer, second by Scrivner, the roll was cal! ed and votes were as follows: Clark-a6e; Klamm-aye; Nelson-ale; Panus-a~e; Scrivner-a(y'e; Young-afire; and Bill No. lb3 was r-_.adaccordingly. Minutes of October 5, 1951.E Page 2 Clark moved that rules be su~ended and that Bill No. 163 be placed on its second reading, second by Nelson, the roll ~.:as called and votes ~•rere as follows; Clark-ale; Klamm-a~Fe; Nelson-ale; Panus-aye; Scrivner-aye; Young-aye; and Bill No.162 was read accordingly. Thereupon Panuseoved that Rules be suspended and that Bill No. 163 be placed on itsthird r~^ading and upon passage of s me become Ordinance ATO. 163, second by cl~irk, the roll was called and the votes were as follows; Clark-aye; Klamm-aye; Nelson-aye; Panus-aye; Scrivner-aye; Yong-aye; and Bill No. 163 was accordingly, read, approved by Mayor Filger and became Ordinance No. 163. An application of r~nery Benner was presented to the courC it this application requested that the road running in front of the Baptist Church, in a northerly direction, north of Highway 69, be named either Brenner or Homestead Road. Clark moved that Scrivner be given permission to purchase 20 loads of rock, more or less, to be placed on all the roads in RiveP- sid_e which needed rock, second by Nelson, the roll .:as called and all voted in favor. Thereupon Clark moved that D. B. Swetnam~s building application for building house be approved, but that the notation be en*ered on applicati~:on that the septic tank will meet withthe approval of the County He_:lth Sanatarian, second by Scrivner, the roll was called and all voted in favor. Thereupon Panus moved the°t the City Attorney be requested to draft an ordnance covering dust in the City of Riverside as a nuisance, such as Rock Mills, race track, manuf~cturingand pr ocessing of stone, etc., second by Clark, all voted in favor.
