A regular meeting of the Board of Aldermen of the city of Riverside was held November 2, 1951.x. at the City Hall in Riverside, Missouri, upon a roll call, aldermen Nelson, Klamm, Fanus, Scrivner and Young were present; Clark Absent. Mayor Filger calling said meeting to order. Minutes of previous meeting of October 19,1954 were read and approved as read. There~xp~3i Panus moved that Bill No. 165 being a bill regulating the creation of dust and discharge thereof into the air by any business, factory, rock quarry or racetrack within one-half mile of any residents or any building used for residential purposes be placed on its first Peading, second by Young, the roll was called and votes were as Follows, Clark-absent; Klamm-aye; Fanus-aye; Nelson-aye; Scrivner-aye; Young-aye; and Bill No. 165 was accordingly read. Klamm moved that rules be suspended and that Bill No. 165 be placed on its second reabi ng, se coed by Ne lson, the roll was called and votes were as follows: Clark-absent ; Klamm-aye; Nelsen-aye; Panus-aye; Scrivner-aye; Young-aye; and Bill No. 165 was accordingly read. Panus moved that rules be suspended and than Bill No. 165 be placed on its third reading and upon passage of same become Ordinance. No. 165,. second by Scrivner, the roll was called and votes were as follows: Clark-akirssfy Klamm-aye; Panus-aye; Nelson-aye; Scrivner-aye; Young aye; and Bill No. 165 was read accordingly, approved by Mayor Filger and beca~e ordinance No. 165. Thereupon Fanus moved that Bill No. 166 being a bill regulating the emission of smoke ch emica ls, gas, or fume s from the chimneys or smokestacks of any buildings or engines, boilers, locomotives, or edr~ter contrivances within the city limits of the City of Riverside and providing for a penalty for violation hero of, be placed on its first reading, second by Young, the roll was called and votes were as follows: Clark-absent, Klamm-sye; Panus-aye; Nelson-aye; Scrivner-aye; Young-aye; and Bill No. 166 was read accordingly. Kla.mm moved that rules be suspended and Bill No. 166 be placed on its second rc;ading, second by Scrivner, the roll was ca~.led and votes were as follows: Clark-absent; Klarrnn-aye; Nelson-age;` Panus-aye; Scrivner-aye; Young-aye; and Bill No. 166 was read accordingly. Scrivner moved that rules be suspended and that Bill No. 166 be placed on its th ird reading and upon passage of same become Ordinance No. 166, second by Nelson, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Nelson-aye; &anus-aye; Scrivner-aye; Young-aye; and Bill No. 166 was read accordingly, approved by Mayor Filger and became ordinance No.166. Thereupon, Panus moved th at Mr. and Mrs. Harry A. Sharpers business aprlic~tion Bor opeRating the Last Frontier Tavern be approved, second by Young the roll was called and all voted in favor. Mr. Atwell expressed his opinion as to accessories i'or the police car, but since it was decided at a prior meeting this was to be handled by the police committee andthe Marsh all, it was not necessary for the council to decide on this matter. Young presented a map of the City of Riverside which was iv en t by the Power and Light Company with reference to vicinities in whicYgi~~it would probably benefit the city most and a discussion was had on this matter, second by Klamm, Young moved meeting adjourn,meet adjoatrned.
