A regular meeting of the Board of Aldermen of the City of
Riverside, Mit sours ti.*as held ]~ecember 21, 195L~., atthe City Hall
in Riverside and upon a roll call, Aldermen Clark, Klemm, Plelson
Scri~rnerand Youn~* were present, Mayor Filger calling said meeting
to order.

Thereupon Flamm moved that Bill No, 170 being a bill
amending Ord. No. 26 of the City of Riverside, I~1o, by adding
tt.ereto another section by the terms of which all churches and other
chairtable institutions are exempted from the payment of any fee for
the issuance of a building permit, be placed on its first reading,
second by Nelson, the roll was called and votes were as follows:
Clark-aye; Klemm-aye; Nelson-aye; Panus-absent; Scrivner-aye;
and Young-aye; and Bill No. 170 was read accordingly.
Thereupon "nelson moved that rules be suspended and that Bill
?~:c. 170 be placed on its second reading, second by Clark, the roll
was called and votes were as follows: Clark-a~'~; Klanun-aye; Pdelson-aye;
Panus-absent; Scrivner-aye; Young-aye; and Bill No. 170 was accordingly
read,
Clark moved thatrules be suspended and that Bill No. 170
be placed on its third re~3.ing and upon passage of same beccme Ord. No. 170,
second by Klemm, the roll was called and votes were as follows: Clark-aye;
Kamm-aye; Nelson-aye; Panus-absent; Scrivnerg~aye; Young-aye; and

Ordinance No. 170.

Thereupon Panus was late and is present for remainder of
P~1r, Stewart, manager of Riverside Drive in Theatre presented
plans to improve the entrance drive~tiay to the theatre as they would
like permission to ~-~e"""r`~ the road; that it be 27 feet ~~ide and
have a 6"x18" curbing. Thereupon Scrivnermoved th~~t permission be
given Riverside Drive-in Theatre to improve the road e.LCOrding to
the architectural drawing submitted by Mr. Stewart and which is now
on file in the City Hall, at no cost to the city, second by Nelson,
the roll was called and all voted in favor.
It was suggested by Panus that Mr. Stewart try to
receive permission to extend.the width of the road to 32 feet, and
he agreed he would bring thismatter to the directors attention.
Thereupon Klemm moved that the Riverside Baptist Church Atip, for
B?~ilding Permit and Victor C. Panus Application for building p_rmit
be approved, second by Clark, the ro 11 was called anc~ ~~ voted in
f avor .
Thereu~~on Young movcdthat Bill No. 171 being a bill
repealing Ordinance rc. LEO of the City of Riverside and enacting
in lieu thereof an ordinance prescribing definitions, rubs and
reg~-.lr.tions for the operation of trailer parks in the city of river-
side; making provision for permits and applications the ref or and
providing a penalty for violation of the terms of said ordinance,
second by Clark, the roll was called and votes were as follows:
Clark-aye; Klemm-aye; Nelsen-aye; Panus-aye; Scrivner-aye; Young-aye;
and Bill No. 171 was accor dingly read.
Thereupon Klemm moved that rules be suspended and that

Thereupon Clerk moved that rules be suspended and that
Bill No. 171 be placed on its third reading and upon passage of same

Thereupon Clark moved that Bill No. 172 being a bill
setting the occupation license fees to be ch rged for the issuance
of n~-rmits for the operation of trailer parks within the City of
Riverside, Mo., be placed on its first reading, second by Scrivner,
the roll was called and votes were as follows: Clark-ayee; Klamm-aye;
PJelson-aye; Panus-aye; Scrivner-aye; Young-aye; and Bill No.172 Baas
read accordingly,
Nelson moved that rules be suspended and that bill No, 172
be placed on its second reading, second by Clark, the roll was called
and votes were as follows: Clark-a~®; Klamm-ale; Nelson-aye; Panus-aye;
Scrivner-aye; Young-aye; and Bill No. 172 ~,aas read accordingly.
Young moved that rules be suspended and that Bill No. 172
be placed on its third r-ading and upon passage of same become Ord.

and Bill No. 172 gas read accordingly, approved by Mayor Filger and
became Ord, No. 172.
Thereupon Young~novedthat Bill No, 173 being a bill
authorizing the settlement of all claims of the City of Riverside
for past due trailer park occupation license fees and seating forth
the basis for such settlement: also Jr oviding for a credit to be
allowed any licensees who shall have paid to the city trailer park
occupation license fees in Excess of the amount which would be due
under the settlement a^sis provided therein, be placed on itsfirst
readinp~, second by Nelson, the roll was called and votes were as follows:
Clark-ale; Klamm-aye; Nelson-aye; Panus--ya; Scrivner-aye; Young-aye;

Clark moved that rules be suspended and that bill No. 178
be placed on its second reading, second by Klamm, the roll was called
and votes were as follows: Clark-aye; Klamm-aye; Nelson-aye; Panus-ayes.
Scrivner-aye; Young-aye; and Bill No. 173 was read accordingly.
Scrivner movedthatrules be suspended andthat Bi11 No. 17$
be placed on its third reading and upon passage of same become Ord. No, 173
Second by Clark, the roll was called and votes were as follows; Clark-aye;
Klamm-ayo; Nelson;~aye; Panus-aye; Scrivner-aye; and Young-aye; Bill No, 173
was r ®d accordingly, approved b y Mayor Filger and became Ordinance No. 173.
Mayor Filger returned Bill No.169 and refusedto sign same
for the following objection thereto,"th at 5.00 per trailersp ace was
too mlzch~" and the Boardproceeded to consider the question ~ nding
andthe following proposition was placed before the Board of Aldermen:
"Shall the Bill pass, the objection of the Mayor thereto notwithstand-
ing?", the roll was called and votes were as follows: Clark-aye;
Klamm-aye; Nelson-aye; Panus-aye; Scrivner-aye; and Young-aye.
Thereupon Youngmoved thatBill No. 171+ being a bill
providing for the a;=propoiition of money out of the general fund
of the City oi' Riverside, Mo. for thepayment of certain indebtedness
as follows;

accordingly; read.

of same become Ord. No. 174, second by Clark, the roll was called and

Thereupon Youngmovedthat the city pur~i ase one legal
size four drawer filing cabnet with two locks and that it be fire
p roof, second by Scrivner, the roll was called and all voted in
favor.
Klemm movedmeeting adjourn, secondby Panus, m=<eting
