HomeMy WebLinkAbout1953-06-16Page 1. Minutes of Regular meeting, Board of Aldermen, City of Riverside, Missouri, June 16, 1953 at 7:30 P.M. M Ivieeting was called to order by T~~Iayor F. F. Filger. Roll was called by acting clerk, Stuart R. Biggerstaff. Ali members were present. I~iinutes of the special meeting of June 11, were read by Alderman Panus and unanimously passed as read. Alderman Panus then read a letter signed~by the Board of Adjustment addressed to the Board of Aldermen, consisting of a resolution to allow removal of zoning restrictions in particular which would allow construction of a building 25 feet from the front of lots 27 and 2$, Block 3, in Riverside, Missouri. A motion was made by Klamm and seconded by Mrs. Clark that the resolution be accepted as outlined in the Board of ~djustmentts letter. The Board was polled and the motion passed unanimously. Mayor Filger allowed a request by Pamus that various committees be given an additional period of time in which to draw up special reports on various matter. Alderman Clark made a motion that the City expend Eleven Dollars and ninety five cents (11.95) on the purchase of a small, metals lock filing case for the retention of such funds as the city shall collect from time to time and that the box, when not in use is to be kept in the safe of the Riverside Red X Super Market, and that to gain possession of this container for its authorized use the person desiring to use it must first sign a receipt for its custody. The motion was seconded by Panus and upon a poll of the Board, was passed unanimously. Mrs. Clark moved that a telephone be instal7_ed in the quarters currently set aside for the use of the city as a City Hall. The motion was seconded by Young and unanimously passed by the board. Mrs. Clark then moved that the city make arrangements to see that the quarters in use as a City Hall be properly illuminated. Motion was seconded by Scrivner and passed unanimously in a poll of the Board. Young; moved that a committee of three (3)•be ap~>ointed to examine and dispose of all matters of business, such =~s licenses, which do not re~;uire action by the council, and that said committee make recommendations at the next meeting of the Board as to dis- position of other matters which have been before the board for an excessive length of time; Motion was seconded by Beech and passed unanimously. Mayor Filger appointed aldermen Klamm, Beech and Young to the above committee. Alderman Beech moved chat the city have printed receipt boo#s having copies in triplicate for the purpose of making such receipts _ as shall be necessary in the course of the CityTS business and that Page 2. Panus be authorized to purchase such receipts upon receiving approval of the Board on the information to be included and the exact form to be used therein. The motion was seconded by Klamrn and passed unanimously by the Board. Alderman Scrivner moved that a committee be appointed to call on the City Attorney and request that an itemized accounting be made of the statement presented for the approval of the Board at this meeting. The motion was seconded by Beech and passed unanimously. Mayor Filger appointed Klamm, Clark and Young to the above Committee. NZrs. Schwartz reported on a meeting of the sanitation committee and made several comments relative to the committeets problems. Alderman Panus moved that the committee appointed to consult with City Attorney Dorsey examine trhe~eity records to ascertain the amount expended since January 1, 1952 for legal expenses and that it be determined if any charges have accumulated over and above those shown on the bill presented for the Board's action at this meeting. Motion was seconded by Beech and passed unanimously in a poll of the board. A motion was made by Young that a letter be draftea2 to I~ir. Chappelear, Sanitarian of Platte County reo~uesting that NIr. Chapp- elear investigate a report that sewage is not properly controlled from Greents Trailer Court and request that Mr. Chappelear make recommendations for correcting any improper situation which might exist. The ~t~otion was seconded by Klamm and passed unanimously by the board. Alderman Panus moved. treat Bill ,~10$ be passed creating Ordi- nance 10$ and that Ordinance 13 and Ordinance 59 be disolved. The new ordinance do be for the purpose of relocating ofi'ices of the City Hall~and meeting place of tree Board of Aldermen, City of Riverside, Missouri. The motion was placed on first reading and seconded by Klamm. All Aldermen voted in favor of the motion. The motion was placed on second reading and seconded by Panus. All Aldermen voted in favor of the motion. The motion was placed on the third reading and seconded by Kla.mm. X11 Aldermen voted in favor of the motion. It was so ordered. Alderman Beech moved that a public hearing on zoning for District I City of Riverside, Mo. be held.on Monday evening, July 13, 153 at 7:30 P. M. at the City Hall. The motion was seconded by Clark and passed .unanimously. Alderman Panus moved that the Board designate a person or persons to receive bonds and be present at the City Hall to receive such bonds durinf~~ the houssthe City Police Of:icer is on duty and that the Board exercise the right of approval ~.nd seleetion of the individual so named to receive such bonds. The motion was seconded by Young and passed unanimoltsl-~ by the board. Page 3. A motion was made by Alderman Scrivner that Hill 109 be passed to create Ordinance 109 providing; for employrnent of Tvlrs. Arthur L. Davis as Clerk of the Police Court of the City of Riverside, i~iissouri fora period of six (6) months. The motion was seconded by C1r_zrk. The motion was seconded by Klamm ::end all aldermen voted in favor. Mrs. Clark moved that Bill ;109 be placed under third reading;. The motion tiaas seconded by Klarnm, ~;nd all_ Aldermen voted in its favor. It was so ordered. Alderman Young moved that the City 't'reasurer be authorised to disburse Fifty Dollars (`50.00) to the Clerk of the Police Court to be used as petty cash in the matter of making change in sums collect- ed in Police Court. The motion was seconded by Clark and passed unanimously. The meetinf~; adjourned. =~'
