All Aldermen were present. ~~f the C 3.ty of the C_ty at I+'i lger 'Poe minutes of the meeting' of June 2, 1955, erere read and unanimously approved as written. `t'hereupon the resignation of 1i'rancis DeBovr as City Clerk ryas read and after due consideration said resignation tivas accepted and b~rancis lleBow was relieved of the duties of •"ity Clerk efr'ective immediately by unanimous vote of the =ioard of _'1ldermen. The 1-'.ayor and Board :~f Aldermen unanimously expressed their appreciation for the work of I~+'_rs. DeBor: while in office and d9_rected that a letter be sent advising oz" the acceptance of the resignation and expressing the appreciation of the P.4ayor and Board of Aldermen for the fine ~:: ork done by her. Thereupon Bill Tdo. /d ~. entitled (see attached bill) was read for the first time odd -upon motion by Panus, seconded by Klamm, .game was voted upon as read and Young, Klamm, Scrivener, Clark, Beach and Panus voted in favor of passage ~f same. There- upon Panus moved that rules be suspended and that Bill Ido. /D G be placed upon it~~+ second reading; seconded by I~lamm and Y un~;, 1$lamm, Scrivener, Clark, Beach and Panus voted for passage of same. Upon unanimous consent of the Board of Aldermen the hearing re impeachment of Vernon Armer opened I'ay 2&, 1953, ~^ras continued to June 22, 1953, at '7:50 P~I:`_. and the P'ayor was directed to notify P.`r. Armer of such action. Upon motion by ~.Loung, seconded b~T Clark, it ~~;as unanimously voted that a committee be appointed to study and.,~ecommend minimum requirements for business buildings and business installations. Thereupon. the I~layor appointed Young, Beach and Panus to act on said committee. Thereupon, on notion by Young, seconded by Clark, the Board of Aldermen unanimously approved the procuring of a safety deposit box at State Bank of Plorth Kansas City and authorized the N?ayor to make arrangements for same. Thereupon it gas moved by Panus, seconded by Beach, that Bill i?o. / 0 ~ {see attached -- C-anitation) be placed upon its first read~~. g-. Klamm, Young, Scr_we cr, Clark, Beach. and Fanus voted. in favor of passage of same. ':ihere~zpon Fanus moved that rules be suspended and that ~i17. Upon motion b;T Young, seconded by i'aniis, and unanimously carried, the 3oard of Aldermen dirocted the Mayor to appoint a committee to study and recor^riend procedures fni' ca_rryi~.~~; on mectin~cs of the ?:card of Aldermen to expedite anc facilitate the handling; of cit~T business, and to study and i~ecormend a more ex- peditious procedure for actinic <<non and issuing building; permits. `_!'ne T>°ayor :~_rur!ediately appointed ~r'oun;, 3eac'~ and ;'anus to serve on sa~.d committee. Upon motion by Young, s-..;conded by Panus and unanimously carried, the I,Tayor v+as directed to appoint a. committee to investi- gate the types of signs needed alon.~~ the streets and alleys^rays in the City of 13iverside to tabulate the number of the various types and obtain quotations~on ';he cost of such si gns. ~'he l;ayor im- mediately appointed Scr=i.vener, Beach and Klamm to act on said corrunittee. Youn o..ffered to the Ci,y of RS.verside the use of one half of the duplex building, located on the south side of 71 iightivay east of 1r ~_verside lied iC for a city hall and police court and upon motion by Clark, seconded by Par_us, the }3oard of Aldermen unanimously voted i.n favor of accepting the proposal and offer of i;;r. Young and i_n :.'avor o'_' moving the off ices of the city to that location. '~ ~ i Upoil mot o~: by Youn~~; seconded by Clark all ofr,'ne ~~oard of Aldermen voted for the proposition that Leach, 'crivener and I~=1amm be a committee ,_n charf,e of police affairs ~~' t'~-~e 0i_ty of Iiverside. Upon motion by ='anus, seconded by Clark, the; >oard of Alder- men t.znanimously voted in favor of the proposition that the Com- miti;ee i_n char~~~e o f police affairs befor°e appointing, ern login„ or hiring any police officer for the City of Riverside obtain all possible information concern~.nn the ir_dividual to be ma e such officer and that their findinf>;s aric:~. _c~ecommendations be reported to the =~oard of Aldermen ~x~yx~a.~i~ for their approval before any such ;}firing, appointing or employing be done. Upon motion by Panus, seconded bTT Klamm, it was unanimously voted by tl^~e 7-oard of 1ldermen that a committee be appointed to examine the petitions circ~.zlated in regard to possibl© an- nexatio°~ by Kansas City. The T:'ayor appointed Young and Clark to act on such committee. dpon motion by Klamm, seconded by Panus, x~aa~lx~~x~~x~x ffi~~E~~~~B$~xxtvi~aaaix~tta x~iaxiaxX~~X$~SE the following motion was carried: moved that Panus, Clark, and Striven®r being Aldermen from each of the 3 separate wards of the City of Riverside, be made a committee i.n charge of roads in the City of Riverside for the purpose of designating the needs as to necessity and tabulating the condition of all of the roads of Riverside and recommending to the -~oard of f=ldermen an extended plan fcr the repair, maintenance and upkeep of such Poads.
