Aldermen present: Young, Beach, Clark, Klemm, and Scrivner. Bill No. 98, prAviding that it shall be unlawful for any person to operate any ''eating establishment within the city limits of Riverside €er unless such person shall have passed the inspection and received the approval of the board of aldermen, was placed on first reading by Young, Sec. by Clark. Young, Beach, Clark, Klemm, and Scrivner voted yea. Panus, absent. Motion carried. Young moved that rules be suspended and that bill No. 98 be placed on second read- ing, sec. by Scrivner. Young, Beach, Clark, Klemm, and Scrivner voted yea. Panus, absent. Motion carried. Sunk moved that rules be suspended and that Bill No. 98 be placed on third read- ing and that same become Ordinance No. 98. Young, Beach, Clerk, Klemm, and Scrivner voted yes. Panus absent. Motion carried. Bill No. 99, prohibiting the operation of any barbecue business within 300' of @ik!!'Mr U.S.Highways 71, 69, and 45 within the city limits of Riverside, urea placed on its first reading by Beach, sec. b~ Scrivner. Young, Beach, Clark, Klemm, and Scrivner voted yes. Panus absent. P.4otion carried. Young moved that Bill No. 99 ~!! rules be suspended and bill be placed on its second reading, sec. by Scrivner. Young, Clark, Beach, Klemm, and Scrivner voted yea. Panus absent. notion carried. Clark moved that rules be suspended and that Bill No. 99 be placed on third read- ing and that same be passed and become Ordinance No. 99, sec. by Klemm. Young, Beach, Clark, Klemm, and Scrivner voted yes. Panus absent. Motion carried. All aldermen became present at this time. Minutes were read and approved as corrected. A letter from the zoning commission, rejecting recommendations sent to them b~ council, was read and discussed. Panus made a motion that a letter be directed to the zoning Commission acknowledging the letter of May 4, regarding a proposed District I, that the letter have inclosed a copy of the zoning ordinance, and point out to the board the particular section dealing with bounds, authority, and duties--and request that they proceed in accordance with said Ordinance--Fv'o. 34, sec. 11. Sec. by Klemm. All aldermen voted yes. L"otion carried. R.O.Paul, the policeman came before the council. Klemm, Young, Scrivner, and Beach made reports on their interview with br. Paul. Beach made a motion to hire ~,:r. Paul by the month, month to month, at $100 per month and expenses not to exceed $5 per week. Sac. by Scrivner. All aldermen voted yea. 3-iotion carried. Panus made a motion that Faul's salary stmt May 15, 1953, provided that all equipment is ready at that time. Sec. by Clark. All aldermen voted yes. t„otion carried. Collector's and Treasurer's reports were read. A letter from the Civic Club on the sanitation problems of Riverside was Read. Mrs. Dana Swartz made a report on the progress made on these problems. Mr. Joe Manning added to the discussion. Beach made a motion that the Llayor appoint a committee of interested citizens to investigate sanitary conditions in Riverside, and report back to the council with recommendations. Sec. by Klemm. All aldermen voted yes. Potion carried. Swartz, Davis, Besa Brenner, and Frances DeBow were appointed. Clark made a motion that City Clerk write a letter to Dr. Jones, inviting him to the ,next council meeting. Sec. by Scrivner. All aldermen voted yes. Carried. ~ Panus made a motion that Ordinance No. 1 be inforced by city marshall. Sec. by Clark. All aldermen voted yes. b`otion carried. Mayor appointed Renner and Panus to contact the marshal on this problem. H;r. Young withdrew his resignation until such tine that he gets a Doctors report on -2- E'ay 5, 1953--Con't physical condition. Trailer question on sanitation was discussed. Report on prices of copies of ordinances was made by Panus. X2.25 per page for 100 copies was given for one hype; $2.75 per page for 100 copies was given for another. Klemm reported that he could get some stencils free of charge from Richard &Conover if he was given enough time. Building: Hermits: Beachmade a motion to accept Joe banning application for building permit. Sec. by Scrivner. All aldermen voted yes. Pr`.otion carried. Beach made a motion to accept L.P. Brophy application for building permit. Sec. by Clark. All aldermen ~roted yea. Pr`otion carried. Recess: Roll call: Panus, Young, Beach, ~f! Clark, Klemm, Scrivner. R.O.Herman's application for a building permit was not properly filled out. Panus suggested that this application be returned to Herman by the B~arshal for more accurate information. All aldermen agreed. Mayor Filger appointed Young and Klemm to draw up new building permit applications. Clark made a motion that a letter be sent to the board of ad3ustmenta with the council's recommendptions concerning the building permit in Indian Hills. Sec. by Beach. Vote: Panus-excused, Young,yes, Beach-yes, Clark-yea, Klemm-yes, Scrivner-yea. Motion carried. Bill No. 100 as follows: Fhnua made a motion to place an amendment to Ordinance No. 28 on its first reading, to be added to section 1 and to read as follows: "or in lieu thereof shall obtain s certificate of approval from the City Building Inspector approving such structure ae a dwelling place; and Section 2 to read as follows: That said sanitary sewage dis- posal system shall and must be inspected by the building inspector before issuing certificate of approval on such structure after the complete system has been installed and laid out and before any part thereof has been burried or covered over with earth, rock, or any other material." Sec. by Clark. All aldermen voted yes. Motion carried. Young moved that rules be suspended and that bill no. 100 be placed on second reading. Sec. by Klemm. All aldermen voted yea. D.~!otion carried. Clark moved that rules be suspended and that ill ~j-100 be placed on third reading and that same be passed and become ordinance i,~100. i4#~~ Sec. by Young. All aldermen voted yes. PSOtion carried. The City Clerk was directed to add the word square after the ?00 in Ordinance 40, section D, in order to correct a typographical error. To read "700 square feet." Committee reports: Klemm made a report on the billboards that he checked signboards in reference to letters received, and made notes to the City Clerk for follow up correspondence. Young reports that a municipality may buy signs from Missouri State Prison. Riverside needs 25 mile speed limit signs. The council directed the City Clerk to write the State Prison for information in this respect. (Coat, Catalogue, what is available, how long it takes to get signs after an order is place, etc.) Davie and Clark met with Mayor Whipple of Parkville. 7Jhipple will report to his council and promisee to cooperate with the City of Riverside in regards to a survey line be- tween the two cities. Young suggests that the City of Riverside finc:a a place other than the City Hall to hold police court. Young reported that the tdarshall is to report to the I~da,yor at least 3 or 4 times a week. -3- Allay 5, 1953, con't Panus suggested that the A~arshal warn owners of state liquor licenses that if city licenses are not paid, state licenses will be taken away. `.'rl4"~am2nfS Young suggests that the collector's have more detailed information. Klemm made a motion that ASarshal notify businesses of unpaid licenses, give 5 ~aYs warning before arrest. Sec. by Young. All aldermen voted yes. A~otion carried. Clark suggested that AA.rs. Eskridge purchase stencils for copies of ordinances and start cutting stencils as soon as possible. All aldermen agreed. ~~ Mayor made motion to ad3ourn. Sec. by Kls.mm. All aldermen voted yea. Carried. Next meeting on Array 19, 1953. Authorized disbursements: Glark made a motion to place bill X101 on its first reading. Sec. by Klemm. All aldermen voted yea. kotion carried. Clark made a motion that rules be suspended and that Bill X101 be placed on its second reading. Sec. by Klemm. All aldermen noted yes. Adotion carried. Clark made a motion that rules be suspended and that bill x}101 be placed on third reading and that same be passed and become ordinance no. 101. Sec. by Flamm. All aldermen voted yes. Adoition carried.
