HomeMy WebLinkAbout1953-04-21Minutes of April 21, 1953 The regular meeting of the Riverside City Council was called to order by Mayor Filger. Aldermen present: Panus, Young, Beach, Clark, Brenner, and Scrivner. Minutes ~rf the special meeting of April 21, 1953, were read and approved. New aldermen were sworn into office. Certificates of qualification were issued. The City Clerk was asked to give collector's and treasurer's reports for the benefit of the new aldermen. Dorsey stated that Riverside Stadium should pay off within a few weeks. Committee report concerning hazards of above ground inflammable liquid storage tanks was made. Bdr. Beach reports that Ferd Filger, Jr. agrees to sell present tanks or use them in another location, and in the near future bury tanks at the station on 69 Highway adjoining Klarom Road. Dorsey reported that 4th class cities have the right to regulate filling stations in regards to safety and welfare of citizens. The Gity Clerk was directed to write and submit to the zoning commission, a letter with the following recommendations from the above named committee: District I--shall be a district in which above ground inflammable liquid storage tanks are prohibited. Beginning at the east City Limits of 71 Highway, a line 300' east of Highway 71 right-of-way and following along said right-of-way North-west to junction of Highway 45 and Highway 71, then along Highway 45, 300' north of right- of-way and following Highway 45 west to junction of Highway 69, then 300' north of right-of-way of Highway 45 and following Highv;ay 45 to the west city limits. District I shall be the area north and east of the above described line within the City limits of Riverside. Young made a motion to include west side of 71 to south bank of Line Creek. Sec. by Panus. Panus,yea; Young yes; Beach,no; Clark, no; Klemm, no; Scrivner, no. Motion did not carry. Beach made a motion to i ude 300' as described in the above recommendation by committee report. Sec. by ~:~ All aldermen voted yes. Motion carried. Report of zoning commission: Beach made a motion to have a five minute recess to discuss names in private. The names were submitted by the P,~ayor. The list was to be cut to 2 members and then to be brought to a vote in public. Sec. by Young. All aldermen voted yes. Motion carried. Recess: Roll call: Panua, Young, Beach, Clark, Klemm, 6crivsar. The 2 names submitted were Raymond Brophy to fill the unexpired term of 5 years. Motion by Yound, sec. by Klemm. All aldermen voted yes. Motion carried. Louise Davis to fill the unexpired term of 4 years. Motion by Beach, sec. by Young. All aldermen voted yea. Ivlotion carried. Building permits were approved and to be issued to: John P. Filger, II for Car salsa lot, Ferd Filger, Jr. for filling station, Curtis and 'Marren Brenner for filling station, and to Richard L'fize for a house when the building permit fee is received from Emerson. ~ Young made a motion to appoint a committee to talk to Marshal. Sec. by Scrivner. All aldermen voted yes. Motion carried. Mayor appointed Panus, Young, and Beach. Young made a motion to instruct the marah~,l to contact all building permit violators and warn them, giving 4 days, then check if applications are in before swearing out a warrant. All aldermen noted yea. Motion carried. -- Panus made a motion to instruct the marshal to contact all violators of beer and liquor licenses in same manner as above. Sec. by Klemm. All aldermen voted yea. Motion carried. Young made a motion for council members, Panne, Beach, Klemm, and Judge Swetnam to meet with the policeman, Mr. Paul. Sec. by Clark. All voted yea. Carried. Minutes of April 21, 1953--2--Con't Charles Philips sake the city to survey a road in Northwood. The Special Road District is willing to grade said road if City of Riverside will pay for rock. Swetnam made a report on the Crabtree well. Clark and Davis were appointed by the Mayor to check about the survey line be- tween Riverside and Parkville. Young made a motion to bujt 100 stencils for copies of ordinances. (t;heck on best brand to buy) Sec. by Klemm. All aldermen voted yes. Carried. Klemm to see if an easier and quicker way would be possible before stencils were purchased. Klemm volunteered to check on bill boards. Clark was appointed chairman of committees. She is to remind committees of their duties. Visitors presents Mrs. Brophy, ar.
