Sleeting called to order by Mayor ~'ilger
~:inutea of 28 November 1951 meeting read and approved.
Old business - ar.Hollaway presented i,he mater company proposition
for installing fire hydrants until such time as city could
assume the obligation from the individual guaranteers as
follows: ~p90.00 each year in advance for 3 years followed by
5 years at x;65.00 each year backed by a 8 year non-interest
bearing personal note from each guaranteer. This did not please
the council after discussion. Dr. Cagle made the proposition
of ip:77.50 per year for the first 3 years. `1'o this Mr.Hollaway
advised he would have to consider.
Pdew business - brads 3rophy visited the ::ouncil meeting and made
suggestions in reference to the house trailer situation which
is attached to these minutes.
Mayor r'ilger presented tY:e findings of the Riverside .suit club
in reference to de-in.:orporation sty of i~iveraide. voting
tabulation of the club is also included in tr_e memo. Considerable
discussion of the memo followed.`ihe matter was tabled until more
information could be obtained by the coulcil.
Ordinance Dumber 11 ~usineas and ccesidence 'Coning of .:ity of
.-liverside was read and reread followed by discussion and changes
and additions. The accomponied map was studied and approved.

~ovsment by .:ouncilman Young as stated -The next regular council
meeting be 9 January 1952.
Discussion - rressure of holiday business and yearly inventories
of private business would put undue hardship on councilmen
during the end of the year period.

Yote in favor of motion four-against nons~passed.

To the Voters of Riverside:
The ~[ayor and Alderman have sta ted in open meeting that they
want what the people want as to the way the City is operated,
and their duties carried on.
A City ~buncilman requested a voter of the City of Riverside
to approach one or more people t o formulate a plan that would
be pleasing and acceptable to everyone, including t he City
Council and Mayor.
This has been attempted as follows:
1. To write a chart er for the purpose of protecting Riverside
~~ in th e future, with Re resentatives present from Northwood,
y_ /S Brenner Ridge, a o er sect ons.
2. To limit Real Estate Taxes, until people want greater impro-
/~• ~ vements than are taking place and vote for more taxes.
3.To review all ordinances: Allow a 60 day period to re-write
~~_ 7 or do away with those now existing, in accordance with what the
majority of the people want.
p 4. To have a 11 regular meetings of the council open, so that arty
interested or concerned cit izen may be present ans listen.
7.. g 5. To limit salaries of Officials.
t~C 6. To ask reasonably what licenses and taxes business geople are
9 " willing t o pay to keep this an incorpsrated city, ( Must be
suff icient to run city and sh ow progress.)
It was also suggested that a bud get commit tee be formed that
would be in a position to give regular reports on financial
activity.
THL MA IN ISSUES OF THIS PLAN ARE BA SID ON THE ORIGINAL PROMISES
TO THE VOTERS AND SIGNERS OF THE PETITION FOR THE INCORPORATION
OF SAID CITY.
The above plan was formulated and presented to tax payers
ad ent sections of the City, The individuals approached,
