MINUTES OF R&GULAR NSETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, NISSOURS
FEBRUARY 18, 1997
A regular nesting of the 9oerd of Aldermen of the City of Rivereide,
Missouri wee held in the City Na31 in Rivereide, Missouri on February 1B,
1997, et 7:30 p.m.
Those prseont wars: Betty Burch, Nsyor Pro-Tam: Aldermen Brenda Tetere,
Kris Auet, Ray Board and George Flaws. Neyor Ed Rule was absent this portion
of meeting end Alderman Sam Aylett wee absent.
Also present ware Ann Dsniele, City Administrator, Bob Bayless, Chief of
Public Safety, Dsbbi• Polh, City Attorney and Irene Paulhe, Secretary to the
Board.

Kincaid Construc- Richard Atkins, 3710 Noland Aoad, Shawnee, KS 66216
tion-Busting requested a psrmiE for blasting for Kincaid Construction
Permit, Company. The City advised that Kincaid has agreed to
meet all the requirements and notifications of blaating
prior to any work beginning. Nr. Kincaid
was agreeable. Alderman Beard moved that the permit be
approved, seconded by Alderman Tsters, the rote was:

NydroConduit Don Deieter, 6809 Overland Drive, K.C., NO 64131, presented
Spacial Use and Special Use Permit in Flood Nezard Area, on behalf of
Building Permits HydroConduit Corp, and also Building Permit for locker
roomisho+ror facility at 4223 Nw VsnDsPopulier. All
necessary papers were preeentad and the Planning Commission
had recommended approval. Aldermen Teter moved to approve
tM Special Use Permit in Flood Hazard Area, seconded by
Beard, the vote was:

Building Perwit, presented application for building parwit for a residential
house •t 1003 !iW Indian Lane. The application was approved.
Public Works. Ann Daniels, City Adwinistrator, reported that one of the
Puwp et Lift puwpo at the lift station is not working. Bids wars taken
Station to repair the present puwp or to replace it with a new one.
There was only a differenos of X300 between purchasing a nw
SwSth and Lovelace puwp, where the original puwps cave
frow, at a cost of M~2607.19 for a nw puwp, Wliwred end
installed and repairing the old one. This aatter was
discussed.

which would construct en a new extension street to reduce
the traffic and iwprow the safety of the curve on high

Oeage,Woodland Plans for Oeags, Woodland, and Cherokee are being revised
Cherokee and will bs rssubwitted on Nsrch 14, 1997, end s westing
will ba held with the property owners.

Riverside St. invited to cows to the City Nall on Thursday, February 20,
1997, 1:00 p.w. to 3:00 p.w, to review plans and offer

Roweetesd Arse Ken Ysughn, City Engineer, subwitted a report on resurfacing
Street repair the streets on Nowestead Roed and Roweetesd Terreae.
Aldsrwan Beard suggested that the City should hors

be properly constructed end felt this project should haw
priority. The Mayor amt Board sgreed. Ann Daniels was
directed to aecuro s cost eetiwate for engineering design
and construction costs.
Klsww Roed & Residents along Klsww Road end Belton Street have solved the
Belton Street City to perforw a weintensnce project involving spreading a
gravel base and then a layer of asphalt on both streets.
Both roads have been in existence for wsny years. Each road
to narrow, epproxiwsteiy 20 feet wide, end hs• houses
fronting directly on each side of the sosd. It dwa not
wppsar that widening of the rood ie possible.
The City has not iorwally excepted either road. Klsww Road
ha• been platted. Both roods ere used by residents of
Riverside. An issue exists oe to the City's responsibility
for these roads.
City staff hove had several weetinge regarding these
wafters. To cowprowise with the residents and to avoid e
finding that the roads hwe been accepted by the City, it i•
proposed that the City perforw this worA as a wsintenance
pro~sot only.
Alderwan Beard wooed that three bids be secured on the

Insurance Cov- Ann Deniele researched the insurance coverage for voluntesss
srago for Vol- end gave the llsyor and Board of Aldermen a copy of has
untewre, findings, which is attached hereto and made a part hereof.
The research shows that voiunteer firefighters ere covered
by the City's liability insurance but not WosAers'
Compensation because they do not receive s sslery.

improwmsnt of Hillside. The Board thought that s
temporary curb may correct the direction of the water flow
until High Driw improvement ie oompleted. Ann Deniols was
directed to notify Mre. Swetnam end obtain bids for the work
from an esphslt contractor.
Bill No.97-20 Aldermen Flaws coved that Bill No. 97-20 placed on its first

Alderman Burch'e Aldermen Burch reported on her meeting with Bob Williams
Remsrke on with the Kan•se City Missouri Wetsr Department end Terry
Meeting with Satterlee, our attorney. Alderman Burch said Kansas City,
KC Wster Dept. Missouri would litre to take over ell the Riverside,
Miesouri'• sewer lines, however, they did not went to have
anything to do with the bonds, They would do the
maintenance, monitoring e~ would also do the billing on the
sewers. KC has enierged its treatment plant end will be
able to hsndle any new developments, There were several
things to be worked out before en agreement with KC could bs
approved, It was decided there should be further meeting to
discuss this mstter,
