A spacial meeting of the Board of Aldermen of the City of Riverside,
Missouri, vas held at City Hall is Riverside, 1fi.eeouri, on March 25, 1996, at
7:30 p.m.
The following members ware present: Aldermen Sam Aylatt, Breads Tetera,
Ray Beard sad Sharon Owan and Mayor Betty Burch. Aldermen Kris Auat sad John
Marshall were absent.
Also present were: Ann Daniels, City Administrator, and Irene Pauhle,
Secretary to the Board.
Miautea It vas decided to dispense with the reading of the 1liautea of
3-19-96 March 19, 1996, for the present time.
Mayor Burch introduced Mr. Dan Hathaway, John F. Lutjia A
Associates, sad Pate Loughlin with 1Cansaa City, 1[iesouri
Parke and Recreation were present to discuss a resolution
to the cloaiag of NN Platte Road with regard to the Briarcliff
Parkway improvements.
Hathaway apologised for the fact that the City had sot
received a set of pleas for the project prior to the March 14,
notification. He new has final cost estimates for the proposed
detour which totals $77,050 sad thin includes a 12• asphalt
street. 8e said if the 9^ asphalt is used, the coat would
decrease by approximately $7,000. He also said there would be
same rebate oa the sigaage sad that would be credited to the
coat reduction.
Nhea asked about financial contributions, Hathaway stated that
(iarney Construction Company could sot contribute anything
toward the coat of the detour.
Mr. Loughlin also said the Parks sad Recreation Department did
sot have say mosey which they could contribute toward this
detour. He also apologised that the City did sot receive the
plans for the construction of the intersection until just
recently.
MHTD Mr. Norman Beaman, Missouri Highways sad Transportation
Casaieata Department, stated they would approve a 9• asphalt base
if Lutjia and Associated believed it would ba adequate.
He stated ao permits would be issued for the project until
all the parties were is agreameat sad the City of Riverside
would be required to aiga off prior to iasuaace.
The subject was discussed further. It was brought out that
there would be large trucks hauling to sad frog the Ciaraey site
and Chia part of the detour should be constructed with 12• of
asphalt sad perhaps the other parts could be 9•. Tha
construction cosipaay would be required to repair all pot holes
which appear. Mr. Hathaway said he would check oa the type of
foundation material for the detour before the asphalt is
placed.
Alderman Alderman Aylatt said that if we had had more time we could
Aylatt probably have gotten a better price on the cost of the detour.

Alderman Alderman OMan said she felt this project vas designed without
Oven any concern for the City, that the City did not have the design
until very later. The original detour would have bean very
iacoavenient for the City sad she felt the City vas backed into
a corner.
Alderman Alderman Beard inquired with regard to the entrance to the
Beard mine sad it vas brought out that Yr. 6araey has plane to
reconstruct the current entrance. Alderman Beard also said
that the bottom line is that Briarcliff Heat and Kansas City
Parks and Racreatioa are the ones who will benefit moat from
this intersection.
Alderman Alde~~~ Tatars thought that va should go ahead and approve
Teters the detour and pay for it because if the parties cannot get
together, more m~ey will be spent oa attorney's fees sad it
will take longer to complete the project. She felt that this
entrance will enhance the entrance to Riverside.
1[otion Alde++~~~ Tatars moved that the City enter into the contract to
to pay build the temporary detour for the sum of $77,050= however, if
for detour it is determined that cost reductions can be made the price
will reflect those reductions, seconded by Alderman Aylett.
The vote was:

Adjourn Aldermen Teters moved that the meeting adjourn, seconded by
Alda++~~~ Aylett, sad the meeting adjourned at 8:30 p.m.
