MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI
JUNE 18, 1996
A regular westing of the Board of Alderwen of the City of Riverside,
Missouri was held in the City Nall in Riversids, Missouri on June 18, 1996 et
7:30 p.w.
Ths following wswbess were present: Alderwen Saw Aylett, Brenda Tetess.
Kris Aust, Betty Burch, Ray Beard end George Flaws. Mayor Ed Rul• celled said
westing to order. Also preNnt were Ann Danieis, City Adwinietrstor, Bob
Bayless, Chief of Public Safety and Irene Paulhe, Secretary to the Board of
Alderwan.

perwit for parking on owner's property for its
firework stand. Sevin' Ssw'a has not bNn issued e

Platte Purohese Bridge A discussion wee had with the Platte County
Bonds Retirewent CowwiNioners, Norwan BNwan of the Missouri Highway
Departwent and the City of Riverside with regard to
the paywent of the Bonds on the Platte Purchase
Bridge.

Hr. Beeman reported that tM deck on the Platte
Purchase Bridge was in wry bed condition thst if it
i• not resurfaced, the bridge will haw to be closed.
He reported further that the State Highway Depastwent
could not repair tM bridge so Song as there ere
unpaid bonds on the Bridge. If they were paid off,
then the Highway Departwent would proceed to resurface
the bridge. He said they would close the bridge for
approxiwately one year if it i• resurfaced.
Mayor Ruls said they had a westing with Argosy and it
appeared that Argwy would contribute 1300,000.00,
however, a final answer would be forth cowing in a few
days. Msyor Rule uked,tM Board of Alderwen:.if they
would consider tM City contributing 1100,000.00 end
then the County Cowwiesloners would contribute-the
rewaining awount which is approxiwately 1200,000.

Alderwsn Burch wooed thst pursuant to a Resolution
received Prow tM County Cowwissioners, tM City of
Riverside will contribute 1100,000.00 to defray the
cost of paying off the principle of the bonds on tM
Platte Purchase Bridge, provided that Argwy will
contribute 1100,000.00 and tM County to contributo
the rewainder. seconded by Alderwsn Aust, the vote
was:

Past Property ttpdete Alderwan Aylstt reported that after hie people took a
site reading on the Past property, it sppesrad there
was no way poesibl• to get any drainage in that ores.
Me felt the only way thi• could be correatsd i• to put
a drainage under-the road and then-into the creek west
of thi• property or to drain it into the existing
wanhol• at the northwest of the Past property. M~
felt the beat would be to drain the water into the
exiating wanhole on the northwst of the Paet

date wsnhole, however, since the rains, wore dirt will be
needed.
Mettox Road 8pdate it wu reported that Mattox Rosd will bs bleak topped
with three inahss esphsit at a coat of !"28,983.00. To
date a letter hs• not been reaeivsd !rove Plswing and
Babcock that they will. after the bleak top is put in
pleas, keep the road in repair in front of their
property.
Exterwinetor Service The following two bide were received on Exterwinator
Bide - City Msll Service in the City Mell Building:

the City employ the services of Augustine Exterminator
for the sow of 1284.00 ss initial psywent and •83.00

Whittlesey Update Kenneth Whittlessy was present end talked to the Board
on Proposed Dawages. of Aldermen regarding his property at Hillside snd
Nigh Driw, wherein the driveway to the lot owned by
hiw, was closed es rewlt of the iwprowwent of
Sillside Street. i!e said he would settle for M~2900.00
as of this time. This wetter was discussed. Alderman
Aylett moved that with the appropriate paper work that
the City enter into en egrsewent with Kr. Whittlesey
to pay him /2900 in settlement of hi• proposed
daweges, seconded by Aldermen Beard, the rots was:

The position of finance officer was discussed. It was
felt thst if the City decides to employ a finance
officer, thi• has-been budgeted-
Chiet Bob Bayless spoke to the Board regas~ding the
replacewent of the Public Safety whiclee snd tM
budget shows replacewent of three rehiciee instead of
four. He said he would still like to replace the
vehicles which hew the highest mileage. Chief
Bayless also spoke to the Bwrd regarding the 4x pay
salary inoresse~ Hs said he was speaking only on hi•
behalf. He would like to Mw -wore of an inareaa for
the ewployeee. Thi• watter-was discussed. It wu
brought out that the coat of living increase for the
last yeas was 3x. Jiwwy Kerr, a resident, also asked
if the City could not giw wore increase to the
ewployees. Thi• watter was discussed.
