June 16, 2009
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the Ciry Hall of
Riverside, Missouri, on June 16, 2009 at 6:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Hurt, Thatcher, Bruns and Super.
Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community
Development, Jane Henry, Executive Administration Assistant, Louise Rusick, City Clerk, Chief Greg Milts, Public
Safety, Meredith Hauck, Coordinator of Communications and External Affairs and John McClelland, City Attorney.
Budget Workshop Donna presented the Vehicular Equipment budget as follows:
• Public Works (3) F-550 Tmcks & Equipment $135,000
• Administration-Large SUV-Minivan 36,000
• Public Safety-2009 Ford Expedition 45,000
• 2009 F-350 Truck 40,000
It was decided not to purchase one 2009 F-550 truck and share usage with Public Works.
Alderman Super said a big SUV for administration is not the best application for the
usage and it's hard to justify $36,000 for no more than it would be used. It was decided
to leave the $36,000 in the budget and suggested doing a good comprehensive search. It
was stated the 2009 Expedition would be replacing the old command vehicle in Public
Safety.
The Personnel budget was presented as follows:
Public Safety- 2 Dispatchers $105,572
2 Firefighters $148,746
Community Development
1 Capital Projects Engineer $105,258
The new dispatchers are needed because of more staffmg and the consultant that did
the organizational study advised to hire more dispatchers because of the vazious duties.
Mayor Rose said in hiring an Engineer, a very well defined job description is needed.
Alderman Bruns doesn't think there's an urgency at this fime and they need to take time
to seazch out the right person.
The balance of the budget presented for Administration was:
• Platte County EDC-$10,000- membership (already approved)
• Partnership Fund- $15,000 for 3 years.
Adjournment of Alderman Hurt moved that the meeting adjourn at 6:45 p.m., seconded by Alderman

Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience joining in.
Minutes of June 2nd Alderman Hurt moved to approve the minutes for June 2, 2009, seconded by
Approved Alderman Thatcher, [he vote was:

Minutes of June 9"' Alderman Super moved to approve the minutes for June 9, 2009 with a correction on
Approved page 1 paragraph 6 `turning left off West Platte onto Riverway', seconded by
Alderman Thatcher, the vote was:
Aye: Aldermen Thatcher, Cope, Fuller, Hurt, Bruns and Super.
Motion carries.
Public Hearing Opened Mayor Rose opened the Public Hearing at 7:04 p.m. that was continued at the May
19`s meeting for a request for a Special Use Permit To Allow Outdoor Storage at 3339
and 3220 NW Vivion Road for Eiken Tracking Company.
Mike said this is an existing hauling business, grading or filling, and associated
equipment. The Planning and Zoning Commission recommended approval of the Speciat
Use Permit with conditions. Mrs. Eiken was present and said she agrees with the
conditions.
Public Heazing Closed As there were no other comments, Mayor Rose closed the Public Hearing at 7:12 p.m.
Ciry Administrator David summarized the report as follows:
The May report from the Platte County Community Center/YMCA shows Riverside
membership at 202 units.
On May 14`" reverse 911 notification took place. Six messages have been delivered to
the community ranging from emergency road closures, detours, and heat emergencies.
In May, there were 7,008 unique visitors to the Web Site, resulting in a 52.9% increase
from May 2009. Public Safety has 3 new firefighters. In May the fire division reported
121 EMS calls, 9 fire, 4 false alarms and 12 other for a total of 146 calls for service.
There were 43 fire safety inspections completed, 114 violations and 85 violations
corrected. There were 10 public relations events, 616 adults attended and 103 children.
Public Works spent 216 hours mowing in May. The plumbing was fixed at the pool,
but another leak was found.
Tourism Commission Meredith explained the Tourism Commission FY2010 Guidelines changes and Alderman
Guidelines Discussion Super said [here is no oversight in place fot funds being provided. Meredith said invoices
come to the City with the final report. Alderman Super said we have been atlowing `not
for profit' organizations and now going to allow `for profit' organizations to apply for
grants . Alderman Super asked if there was any type of language if the City wanted to do
audits on people doing the event. John McClelland said it would cost a lot and these are
mostly small groups. Alderman Super asked how many other cities with Tourism give
the park for free. Meredith said she didn't know, but we still require a deposit. John
McClelland said we cannot charge a transparent rental fee because we cannot take grant

money. The tourism commission guidelines will be amended to read "City of Riverside
Facility Use" and will be placed under "Ineligible Expenses".
Smoking Ordinance Alderman Fuller would like feedback from the residents. Alderman Thatcher moved to
Changes, Postponed postpone the smoking ordinance changes, seconded by Alderman Cope, the vote was:
Aye: Aldermen Super, Cope, Hurt and Thatcher.
No: Aldermen Fuller and Bruns.

Special Use Permit Alderman Hurt moved to approve the Special Use Pernut for the request to Allow
Outdoor Storage at 3339 and 3220 NW Vivion Road For Eiken Trucking Company with
these special conditions: Permit reviewed in 4 months, any outstanding violations
corrected, no hazardous waste storage outside, not to exceed 20 vehicles on the site,
remove the existing truck frame, no equipment maintenance at the site, complete
some building maintenance, storage of associated materials shall be limited to an area
of 50'x50' and may only be clean fill dirt or rock and silt fencing or other sediment and
erosion control measures shall be installed and maintained, seconded by Alderman
Thatcher, the vote was:
Aye: Aldermen Thatcher, Cope, Bruns, Super and Hurt.
No: Alderman Super.

Engineer Comments Travis said the poles have been placed in the ground and the signals could be running
Temporary signals next week. Travis said he met with the state and McAnich (the contractor) for the Horizons
For Vivion Rd. Project Phase 2/Highway 9 project and MoDot is geffing a lot of comments. A rail is still needed
on the pedestrian bridge.

Joe Bednar's comments Joe said he is now with Spencer, Fane & Britt law firm and is doing the same thing for
them as he did for Armstrong, Teasdale. Toe said he has worked 8 years for the City
doing supplemental tax increment fmancing, department development, best and final
offer with Horizons project and at Jefferson City building bridges of communications.
He said if his proposal is accepted, capping fees is the board's call. He will have a
separate number on each project and there are tremendous opportunities on economic
development here with the same fees.

Mayor's comments Mayor Rose thanked Meredith far the social media presentation at the Riverside
Chamber meeting. Mayor Rose sand she will be attending the third leg of the
Leadership Missouri at St. Louis. She thanked Donna and the staff for all the budget
work and appreciates all being good stewards. She said the barbecue event is Saturday,
June 20`".
Board of Aldermen Alderman Fuller said a dumpster has floated downstream. Someone on the staff
Comments will investigate.
Alderman Fuller thanked Mike Westblade with the Sun Gazette for the article on the
`Smoking Ban'.
Alderman Thatcher said the newly elected official's conference he attended was valuable
information. He and Alderman Cope were well prepared to be there and thanked the

Alderman Thatcher recently visited the new dentist's office here in the City.
Alderman Cope also said the newly elected official's conference was valuable
information and thanked the staff for prepazing him ahead of time.
Alderman Hurt asked if the T.E. Woods problem had been resolved. Mike said Missouri
American Water Company has modified the plans and now the developer will modify the
plans then the project should be ready to go.
Mike Duffy said the emergency prepazedness plan is alt in place for the City.
Mayor Rose called a recess at 8:30 p.m.
