July 21, 2009
A regulaz meeting of the Boazd of Aldermen for the City of Riverside, Missouri, was held in the City Hall
of Riverside, Missouri at 6:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Hurt, Thatcher, Bmns and Super.
Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community
Development, Jane Henry, Executive Administration Assistant, Louise Rusick, City Clerk, Chief Greg Mills, Public
Safety, Meredith Hauck, Community Relations Director and John McClelland, City Attorney.
Motion for Alderman Thatcher moved that the meeting go into closed session, pursuant to RSMo
Closed Session 610.021(1) for discussion of Legal, RSMo (2) Real Estate and RSMo 610.021(3)
at 6:00 p.m. Personnel Issues, seconded by Alderman Fuller, the vote was:

Roll Call All board members answered to roll call.
Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience
joining in.
Public Comments Michael Fuller, resident of St. Louis, Mo. and Professor of Anthropology and Archeology
at St. Louis Community College said the Renner Brenner Park (historical Hopewell
Indian site) is a significant piece of American History. Professor Fuller said he actually
examined some of the artifacts that were taken from this site in 1937 and that aze stored
at the Smithsonian Institution. Professor Fuller encourages the City officials to abandon
the plan to build playground equipment on this site.
Mrs. Fuller, Instmctor of Anthropology at St. Louis Community College also asked the
City officials to abandon the plan to build playground equipment at this site as she feels
this would be an inappropriate use of this site.
Chris Brenner, 3009 NW Vivion Road asked the board to stop all excavation at the
Renner-Brenner Park. Chris asked that the skateboard park to be eliminated and build the
children's playground elsewhere. Chris feels this is an educational pazk and says national
attention is on its way if the plan to move the playground equipment on the upper area of
the park isn't stopped.
Jim Feagins, President of the Missouri azcheological Society said once the site is
disturbed by heavy equipment such as a bulldozer, the site is essentially gone. It is
mandatory what is disturbed is studied appropriately, properly and thoroughly. The
President of the American Archeological Society is very concerned what happens to the
site and the artifacts to be properly stored, cataloged and published. All kinds of analysis

should be done including flotation on seeds studied and recorded. It's a tremendous
opportunity to have this site for families to walk through, read the signs and visualize
how these people lived.
Mike Smith, 3009 NW Vivion Road said he fmds it unbelievable that the kids at the
skateboard park are doing things they shouldn't be and Public Safety doesn't respond to
the calls a lot or it takes them 30 minutes to an hour because something more important is
taken care of Mr. Smith thinks the playground equipment is being moved to the upper
area of the park to get the children away from the skateboarders. Mr. Smith thinks the
park should be closed now with the constmction going on because the only ones using it
now are the skateboarders. He also believes the skateboazd park should be removed from
the park.
Mary Smith, 3009 NW Vivion Road said she "echoes" all that Mr. Smith said and
believes the skateboarders are the problem and would like everything left as it is only
move the skateboard park moved to the other side of Vivion Road where Public Safety
can watch the skateboarders.
Proclamation, Mayor Rose read and then presented the proclamation "Responsible Gaming Education
Approved Week" to representatives from Argosy.
Alderman Bruns moved to approve the proclamation "Responsible Gaming Education

Minutes of June 16`" Alderman Thatcher moved to approve the minutes for June 16, 2009 as corrected,

Minutes of July 7'" Aldemtan Hurt moved to approve the minutes for July 7, 2009, seconded by Alderman

Engineering Comments Matt with Shafer, Kline & Warren said the arch is in place on the Vivion Road project
and rock is being replaced on the trail, putting wing walls on the north side and August
14`" is the finish date.
Sabin with Cook, Flatt & Strobel said the temporary signal placed at Vivion Road West
has been effective and there are new traffic counts to plan for the future. A signal maybe
needed to coordinate with Riverway and West Platte.
The mast arms for the signal are to be done today and paving on 9 Highway. Bridge
fencing had some fabrication problems and some will have to be redone. Shoulder work
is lefr to be done. There is no updated schedule from MoDot, but as of now the finish
date was July 22nd, but weather may change this date.
Backfilling structures is going on at the lifr station and buildings will be put in place on
top of the wet wells in the next week or two. Sabin will verify the schedule for us.
Interim Public Works The list of vehicles being disposed of in Public Works was given to the boazd for review.
Director
Mike Duffy's comments The Archeologist at the Renner-Brenner Park will finish his work by the end of the week.
A brief report will be prepared on generalized findings collected on substantial artifacts.
Proposals will be asked for to continue on the work for material collected.
"Branding" Presentation John Ratliff, Vice president of Trozzolo Communications spoke to the board about the
company saying it is about 20 years old with 45 employees offering public relations and
marketing for city, county and state government. They helped launch the 311 action
center for Kansas City, Missouri and have vast experience in marketing and branding
plans.
Laura Lynch, Vice President and Creative Director spoke to the board sating she works
with 10 people that are writers, art directors and designers to set the personality and tone
to come up with the best strategic and creafive direction to achieve their client's goals
and theirs for the sole purpose of promoting the client. She serves the chief inspiration
officer and is the `shaper and keeper' of the client's brand, determining how the city
should look, feel, personality and tone reaching out to residents, other communities,
tourism and economic development. Something has to be created and be effective in all
those markets. We will have a dedicated team, but also supported by others.
Erin Curtin, Senior Account Executive works as the day to day contact and has started
with the research phase of the Ciry, touring. Once the research phase is finished, a
marketing plan will be done.
Mayor Rose said this is an opportunity for the City since we aze updating the City's
Master Plan, Horizons, thinking of new visions and to preserve our history and work with
Argosy.
Alderman Thatcher asked, from a marketing expert's standpoint, what we can do to keep
this "fresh" for a City in motion that could change the process. Ms. Curtin said the look,
pieces, part and elements and the basics will hold tme even though different decisions aze
made or changes. The essence won't change, but color may.

Comments on Bill No. Alderman Super asked what the dates were that checks were written to the American
2009-98 Red Crass, Miles of Smiles, Metropolitan Organization to Counter Sexual Assault,
Synergy Services, Platte Senior Services, Northland Healthcaze Access and Untied
Services Community Action Agency for 2008 and 2009. Meredith said all throughout the
year and the majority of the contracts were approved before the fall of last yeaz.
The idea was to write checks for the above listed organizations services so the contracts
would all come due at the same time and to bring the annual reports to the board at
budget time. Next year, after the contracts have gone through the budget process the first
or second meeting in July, all of the contracts will be approved to pay at the same time.
Alderman Super said we paid someone three months ago and they are going to receive a
check now; two checks could be given in a fifteen month period and our generosity
knows no bounds. Alderman Super asked why we aren't pro-rating the amounts and
Mayor Rose said these contracts were approved in the budget process to pay x number of
dollazs in 2009-2010 and stating whether it is paid today or later, this is all the above
listed organizations will receive.

Mayor's Discussion Mayor Rose thanked the board members for attending the Missouri Municipal League
Civic Leadership Awards Banquet and honoring business owner, Richard Wilson as he
was very elated for the project he completed with Public Safety. This is an annual event
and if anyone comes across anyone to honor she is open for suggestions.
Mayor Rose thanked the board for allowing her to attend the Leadership trip and this
"leg"of it was agricultural and the next meeting is in Kansas City.
Mike Duffy will bring a timeline for the City annex and the contract is now being
generated. The Chamber of Commerce will move to the Judges' office and pay rent as
usual.
Board of Aldermen Alderman Fuller said some of his neighbors would like to know the strategy on tree
Comments trimming in Indian Hills and other neighborhoods. Mike Duffy said we are getting the
dead limbs and trees removed that we can. He will have a discussion with KCP&L and
get a program initiated.
Alderman Bruns said he was the representative at the Municipal League Civic Leadership
Awazds Banquet.
Alderman Thatcher said he respects the opinions of the people that spoke tonight on the
Renner Brenner Park and he does value the history of the City and preservation.
Alderman Hurt said the Levee District is doing the finishing touches on their building.
Alderman Super doesn't think the Chamber should have their office in the Judges' office
and wondered why we were allowing it. John McClelland, City Attorney said reasonable
rent can be chazged and it doesn't matter what City building they're in. Chief Mills said
there are no records kept in the Judges' office. Also, Alderman Super said the work on
West Platte Road is being very well done and has heard positive comments from visitors
and residents.
