HomeMy WebLinkAbout1996-08-20MINUTES REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI AUGUST 20, 1996 A regular meeting of the Board of Alderman of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on August 20, 1996, at 7:30 p.m. Those present were Aldermen Aylett, Teters, Burch, Beard and Flaws; Aldermen Aust was absent. Also present were Ann Daniels, City Administrator and Irene Paulhe, Secretary to the Board. Minutes 7-19-96 Approved. Alderman Teters moved to approve the minutes of the Special Meeting of July 19, 1996, seconded by Alderman Aylett, the vote was: Aye: Aldermen Aylett, Teters, Beard end Flews. Abstained: Aldermen Burch Abeant: Aldermen Aust. Notion Carried. Minutes 8-13-96 Approved. Aldermen Burch moved to approve the minutes of August 13, 1996 as corrected, seconded by Aldermen Aylett, the vote was: Aye: Aldermen Aylett, Teters, Burch, Beard, Flaws. Absent: Aldermen Aust. Notion Carried. Connie Strunk, Resident/visitor Connie Strunk, 4556 NW Nigh Drive, inquired with regard to the improvement of High Drive, wanting to know if changes would be made concerning the sewer line. She was advised that there would be no chengee in front of her property, except for scarifying and resurfacing High Drive. John Curttright, Resident/visitor John Curttright, 4536 N Merrimac, inquired about several residents in hie neighborhood which he thought were in violation of the City's ordinances and would like these situations to be corrected. He was told that the City was aware of some of these violations and was in the process of correcting same. Feet Vending, Inc. Cheryl A. Peterson, Occupation License. Cheryl A. Peterson, 8509 N Serene Avenue, K.C., MO 64153-1794 submitted Application for Occupation License at the said address. These are flower vending machines, placed in various public business buildings. Minutes of Reg. Meeting, 8-20-96 Page 2 The Occupation License was approved subject to the payment of the fee. Report on Public Works Dept.-Cone Property and Gateway Sewer project. Ann Daniels reported that Public Works Director, Larry Meyer, and City Engineer, Ken Vaughn, looked at the erosion at the Cone property on Hillside Street. Larry Meyer thought that he could correct this situation, however, it would take more than two people. The cost of the rook for the rip-rap would be approximately $200.00. The Board was in favor of correcting the erosion project in this manner. Ann Daniels reported that all the easements on the Gateway Sewer protect had been secured and wanted to know if the City wanted to proceed on this sewer. It was the consensus of the Board to go out for bids on the Gateway Sewer protect. Garage Sale Ord. A discussion was had on the Garage Sale Ordinance. Bill No. 96-89 Appropriate Money to pay bills. Alderman Burch moved to place Bill No. 96-89 on its first reading, said bill provides for the appropriation of money out of the General Funds for the payment of indebtedness as listed therein, seconded by Alderman Beard, the vote was: Aye: Aldermen Aylett, Tatars, Burch, Beard, Flews. Absent: Alderman Aust. Motion Carried. Ord. 96-89-A Approved. Alderman Aylett moved to place Bill No. 96-89 on its second reading and upon passage of same become Ordinance No. 96-89, seconded by Alderman Beard, the vote was: Aye: Aldermen Aylett, Teters, Burch, Beard, Flaws. Absent: Aust. Bill No. 96-90 Regulate Garage Sales. Alderwen Aylett moved to place Bill No. 96-90 on its first reading, said Bill provides for the regulations on Garage Sales, seconded by Alderwen Beard, the vote was: Aye: Aldermen Burch, Beard, Flaws, Aylett, Tstera. Absent: Alderman Aust. Ord.96-90 Approved. Alderwen Beard moved to place Bili No. 96-90 on its Minutes of Reg. Meeting, 8-20-96 page 3 second reading and upon passage of same become Ordinance No. 96-90, seconded by Alderman Aylett, the vote was: Aye: Alderwen Burch, Beard, Flaws, Aylett, Teters. Absent: Alderwan Aust. Bill No. 96-91 Detailing Standards Tellecommunications Antennas and Towers. Alderman Aylett moved to place Bill No. 96-91 on its first reading, said Bill provides for detailing for Standards for Telecommunications Antennas and Towers, seconded by Alderman Burch, the vote was: Aye: Alderman Aylett, Burch, Beard, Flaws, Teters. Absent: Alderman Aust. Motion Carried. Ord. 96-91 Approved. Alderman Flaws moved to place Bill No. 96-91 on its second reeding, and upon passage of same becowe Ordinance No. 96-91 seconded by Alderman Aylett, the vote was: Aye: Aiderwen Aylett, Burch, Beard, Flaws, Teters. Absent: Alderman Aust. Motion Carried. Bill No. 96-92 Regulation of Billboard Signs. Alderman Teters moved to place Bill No. 96-92 on its first reading, said bill provides for the regulation of Billboard Signs, seconded by Aldorwan Flaws, the vote was: Aye: Alderwen Flaws, Beard, Burch, Teters, Aylett. Absent: Alderwan Aust. Ord.96-92 Approved. Alderman Aylett moved to place Bill No. 96-92 on lts second reading, and upon passage of same become Ordinance No. 96-92, seconded by Alderman Flaws, the vote was: Aye: Alderman Flaws, Beard, Burch, Teters, Aylett. Absent: Alderwan Aust. Motion Carried. Bill llo. 96-98 Alderman Teters moved to place Bill Bo. 96-98 on its F Minutes of Reg. Meeting, 8-20-96 Page 4 Regulation of Dangerous Buildings. first reading, said Bill provides for the regulation of Dangerous Buildings, seconded by Alderman Aylett, the vote was: Aye: Aldermen Aylett, Teters, Busch, Beard, Flaws. Absent: Aldermen Aust. Motion Carried. Ord.96-93 Approved. Alderman Burch moved to place Bill No. 96-93 on its second reading and upon passage of same, become Ordinance Mo. 96-93, seconded by Alderman Aylett, the vote was: Aye: Aldermen Aylett, Teters, Burch, Beard, Flaws. Absent: Alderman Aust. Motion Carried. Recess/Reconvened. A recess was called. Meeting reconvened. Those present were Aldermen Aylett, Teters, Burch, Beard and Flaws. Alderman Aust was absent. Also present were Ann Daniels, City Administrator and Irene Paulhe, Secretary to the Board. Closed Meeting-RSMO 610.020(1) Alderman Aylett moved that the meeting go into closed session pursuant to RSMO 610.020(1) for legal issues, seconded by Alderman Flaws, the vote was: Aye: Aldermen Aylett, Teters, Burch, Beard and Flaws. Absent: Alderman Aust. Motion Carried. Regular Session. Alderman Flaws moved that the meeting go into regular session, seconded by Alderman Burch, the vote was: Aye: Aldermen Aylett, Teters, Burch, Beard, Flaws. Absent: Aldermen Aust. Motion Carried. Fall Festival A meeting with Riverside Chamber of Commerce and Price and Progress will be Monday, August 26, 1996 to discuss the Fall Festival. The budget for the Minutes of Reg. Meeting, 8-20-96 Page 5 Festival will be presented at the next meeting. Final Master Plan. The final Master Plan for the City of Riverside, Missouri will be presented for review on August 27, 1996 at 7:30 p.m. Alderman Beard's Comments. Alderman Beard suggested that Steven Crystal advise the process to be followed by the residents on Klamm Road and Belton Street in order for the City to proceed on the improvement of the said streets, i.e. application before the BZA, approval of the land owners, etc. Aldermen Beard also suggested to go out for bids on scarifying and black-topping Homestead Lane, Homestead Terrace and Homestead Road. Public Building/Maintenance Bldg. Will have information et the next meeting on the maintenance and public buildings. Adjournment.
