RIVSRBIDS BOARD O1P ALD8RI~H OCTOB~ 21, 1996 The Soard of Aldermen of the City of Riverside, lfissouri, met is a Special Session oa October 21, 1996, at 7:30 p.m. at City Hall, 4500 lilt Sigh Drive, Riverside. Tha follairiag were present: liayor 8d Rule, Alderman Sam Aylatt, Alderman Ray Beard, Alderman Betty Burch, Alderman George Flora, sad Alderman Steads Teters. Abaeat: Alderman IIria Auat. Also preaeat: Ana Daniels, City 1-dmialatrator. Discussion of Discussion ras held with Homer Nilliama and Chris Heins, changes is pleas Architects, NRS, Inc., concerning proposed changes to the for Cammuaity plane for the C~~~aty Center. Center l[ayor Rule reminded the Board that their members controlled the decisions concerning rhather there would ba a srimoiag pool complex added to the Caamunity Center sad that one board is not bound by the actiana of a previous board. Ha stated that he had heard from several residents saying they were not opposed to building a srimmiag pool but they did not rant it built until the streets had been built sad a aer City Hall completed. Ana Daaiela addressed her concern rith not having adequate information oa the oparatioa sad maintenance costs prior to agreeing to build a pool. Homer Nilliama Hosier Nilliams informed the board members that they rare comments still on track rich the design for the building but rare not certain they could have all the specifications is place for bidding the pool at the same time as the building ras bid. He further stated he did not believe it could have an adverse effect if the pool ras bid separately for construction. Aldermen Comments Alderman Beard stated ha could like to see the pleas dram up for the pool nor but could agree to having it bid separately if it meant a time difference is getting bide in to meet the deadline. Aldermen Burch stated she had received calls from several residents is her card saying they rare not opposed to building a pool but they ranted the streets completed first. Alderman Teters stated she did not have a problem rich the contracts being tro separate packages but aha ranted a guarantee that the pool could be built nor. Bill No. 96-119 A motion vas made by Alderman Teters, seconded by Alderman Beard that Bill No. 96-119, being a bill authoriaiag the I[ayor to enter into a contract with 11RB Architects to design and engineer a C++*~++*+a ty Center, including a swi~i*+g pool, ba placed on first reading. Tha vote vas as follows: Aye: Aldermen Aylett, Beard, Flaws, sad Teters Nay: Alderman Burch Absent: Alderman Aust Ord. No. 96-119 A motion vas made by Alderman Beard, seconded by Alderman adopted Aylett, that 8111 NO. 96-119 be placed an second reading and become Ordinance 96-119 upon its adoption. The vote vas as follows: Aye: Alderman Beard, Flaws, Teters, sad Aylett Nay: Alderman Burch Absent: Alderman Auat The motion carried. It was agreed that the pool will be listed ae an Alternate bid for the Cammuaity Center package and could be awarded after the ~~++*+a ty Center is under construction. Changes in plena Suggested changes to the preliminary plena prepared for for Comm. Center C~^+*+a ty Center were discussed which included adding 10 feet to the multipurpose roam to allow for telescoping bleachara. Purchase truck A motion was made by Alderman Flaws, seconded by Alderman bed, sanders, etc. Burch, that the bid of $16,885 from Scharr Company be accepted for the purchase of a truck bed, sander, sad pre-wetting systems for both the new truck sad the existing one. The vote was as follows: Aye: Aldermen Flaws, Teters, Aylett, Beard, and Burch Absent: Alderman Auat The motion carried. Christmas is The date of Thursday, December 5, 1996, was set for the the Park date lighting ceremony in the Renner-Brenner Park. It will begin at 6:30 p.m.. City Christmas The City Christmas dinner will be held on Sunday, dinner date December S, 1996 at the Dlnioa Hall sad the Senior Citiaens diaper will ba 1[onday, December 9, 1996. 1[aster Plaa to The 1[aater Plan will be forwarded to the Planning sad be reviewed Zoning Cammissioa for their review sad then will caste back to the Board of Aldermen for adoption.
