RIVERSIDE PARK BOARD MEETING
MINUTES
July l, 2009
6:00 p.m.
The Riverside Park Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road,
Riverside Missouri 64150, on Wednesday, July l, 2009. Those in attendance were: Julie Rule, Deborah Leader, Norma
Parrot, Terri Dwyer, Alderman Mike Fuller, Mayor Kathy Rose, Mike Duffy, Director of Community Development, and
Meredith Hauck, Director of Community Relations.

Platte County Brian Nowotny, director of Platte County Parks and Recreation department, made a
Parks Master presentation to the Park Board about the Platte County Parks Master Plan, which was recently
Plan approved and adopted. The County last adopted a parks master plan in 2000, when the parks
and recreation sales tax was also implemented. The master plan was updated this year and
voters will have the opportunity to reapprove the parks and recreation sales tax, which sunsets
in 2010, on August 4. Nowotny said the highest priority for the half cent sales tax is
maintenance of the projects the department has completed over the past ten years. Those
projects include the addition of 15 miles of trails, 5 parks, and 2 community centers. Riverside
has benefited from the sales tax and partnerships with the Platte County Parks Department on
projects such as the Missouri Riverfront Trail. Riverside has also received $55,000 in outreach
grants from the department. Future projects in close proximity to Riverside are expanding the
Missouri Riverfront Trail so that it connects with the great trail system in the area, including
Parkville, and creating a plan for the piece of land owned by the county at 52nd and
Northwood. Nowotny indicated this would be a good opportunity for a partnership with the
City and invited the Park Board to be part of the process as a vision for the site was developed.
Endowments Norma Parrot asked if the City had considered endowments for park maintenance in the future
since the Park Board budget reset yearly. Mike Duffy, Director of Community Development,
indicated the City has looked into endowments for long term maintenance for parks
infrastructure. North Kansas City has a similar program. Duffy said the City would take a
closer look at this issue in the future as more parks infrastructure projects, like the fountains
and waterfall in the Briarcliff project, are completed.
Public Works Mike Duffy updated the Park Board on the progress of Valerie McCaw, the consultant hired by
Consultant the City to conduct an analysis on the Public Works Department. Members of the
Update management team had reviewed a draft copy of Valerie's report and provided feedback. Duffy
said the goal of the report was to get everyone on the same page regarding the department so
staff and the Board of Aldermen were operating under the same set of expectations for Public
Works. Duffy expects the final report to be presented to the Board of Aldermen on July 21. It
will be also be shared with the Park Board once its complete.
Renner Mike Duffy gave the Park Board an update on Renner Brenner Park. On July 7, an ordinance
Brenner Park will be presented to the Board of Aldermen to enter into a contract with SCI Engineering to
Update provide archeological services to the City. SCI will excavate the area where the new
playground is expected to be installed and provide a report to the City on their findings.
Although Renner Brenner Park is located on site that is listed on the National Register of
Historic Places, the City is not legally prohibited from making any changes to the park. After
reviewing SCI's findings, if the Board of Aldermen decides to move forward with the
playground project, it will be able be installed before Vivion Road re-opens on August 14.
The parking lot will also be replaced as part of the road project.
General Terri Dwyer asked if the Public Works Department could drop the water level of the pool

Hauck said she would follow up on this issue with the Public Works Department.
