MINUTES OF REGULAR MEETING OF
REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
MARCH 21, 1995
A regular meeting of the Board of Aldermen of the City
of Riverside, Miaaourl was held in the City Hall in
Riverside, Missouri on March 21, 1995, et 7:30 p.m. Those
present were Aldermen Wedua, Tetera, Auat, Marshall, Rule end
Owen. Mayor Betty Burch called said meeting to order.
It waa decided to dispense with the reading of the
minutes of March 7, 1995 for the present time.
Robert Hall, 5100 NW Gateway, Apt. 141, representing
Bi-State Construction, 4435 NW Gateway presented buaineaa
licena• application. This is for office use only. H• acid
he has general contractor's license. This was approved
subject to th• payment of the fee.
Bill Traylor, 1232 E. 24th Avenue, North Kansas City, MO
64116 wanted approval of buaineaa and Special Ua• Permit for
Motor Sports at 4433 NW Gateway. Mr. Traylor said he has
been in buaineaa at the used car lot at Car Bright and was
moving across the street. It appeared he did not hav• a
buaineaa license application and completed a form. Thies is
for used car lot.
Alderman Rule moved that th• Special Use Permit for
Motor Sports, 4433 NW Gateway be approved, seconded by
Alderman Wedua, the vot• waa Aldermen Wedua, Tetera, Owen,
Rule and Marshall, yes; Alderman Auat, no.
The Business License Application waa approved aub~ect to
the payment of the fees and getting a salsa tax number.
Pete Tezon, 511 Cherokee complained about the drainage
in the back of his property after th• sewer installation.
The Board had directed Mayor Burch to check into th• matter.
Beamer and C1ty Engineer looked it over and said it was not
because of installation of the sewer. Mayor Burch will take
th• City Engineer to look it over again and will report back
to the Board.
Verlin Boea appeared before the Board concerning his
proposed businesses in the City. Mayor Burch gave him
a list of the appropriate applications to b• completed
by him and then h• said that he should appear before
the Planning Commission.
Alderman Rule moved to place Bill No. 95-14 on its first
reading, seconded by Alderman Wedua, said Bill amends section
3.31 of the City Code to extend the hours for the sale of
alcoholic beverages on certain Sundays during the year. The

vote was Alderman Wedua, aye; Alderman Merahall, aye;
Alderman Tetera, aye; Alderman Rule, aye; Alderman Auat, aye;
and Alderman Owen, aye.
Aldermen Rul• moved to place Bill No. 95-14 on its
second reeding, seconded by Alderman Wedua, the vote waa
Alderman Wedua, aye; Aldermen Narahall, eye; Alderman
Tetera, aye; Alderman rule, aye; Alderman Auat, aye; and
Alderman Owen, aye. Upon the Bill having been made for
public inspection prior to consideration of the Board of
Alderman, Bill No. 95-14 waa passed.
Mayor Burch said that the Mid America Region Council hae
new aerial maps to provide to each of the cities. Thea• show
all the new developments. Some ere on the 200 scale and some
on 400 scale. The coat is 8107.00 each on the 200 scale and
8147 on the 400 scale. Mayor Burch would liks to order seta
for the Public Safety department; Fire Department end C1ty
Hall.
Alderman Rule moved approval of purchasing several seta
of the aerial maps provided by MARC, seconded by Alderman
Wedua, the vote wee Aldermen Wedua, Tetera, Aust, Narahall,
Rule and Owan, ysa.
Mayor Burch anid that she and Louise Ruaick have looked
at postage meters.
The Pitney Bowes postage meter machine 1a 81495, with
the first three months rental free and thereafter 838.25 per
month rental and a cell in fee of 89.50 for the
postage. This hea 10 pound scale and all classes of moil.
There is a 90-day warranty and a time limit of one year to
decide whether or not to get the service policy.
The Adcom Hasler postage machine is 81006.25 plus 833.00
per month for first year and then 836.75 per month, with 2
pounds scale and first and third class only.
Aldermen Merahall moved to get the Pitney Bowes postage
meter at 81495, first three months rental free and thereafter
838.25 per month rental and a call in fee for postage coat of
89.50, seconded by Alderman Tetera, the vote waa Aldermen
Auat, Tetera, Owen, Rule, Narahall end Wedua, yea.
Mayor Burch said that Larry Reece said the tires on the
Kuboda Tractor need replacing. At Firestone the coat is
5131.92 each end at O'Dell Tractor they are #275.00 each.
Alderman Narahall moved to purchase two tractor tires
for the Kuboda tractor from Firestone for the sum of 8131.92
each, seconded by Alderman Auat, the vote was Aldermen

Marshall, Wedua, Rule, Owen, Tetera and Auat, yea.
Linda Jones, Execultive Director of Light House Pre-
school and has as asked the City to proclaim Awareness Month
1995 for children with special needs.
Alderman Marshall moved that the City Proclaim Awareness
Month 1995 for children with special needs, seconded by
Alderman Rule, th• vote was Aldermen Tstera, Wedua, Owen,
Aust, Marshall and Rule, yea.
Mayor Burch said she received a letter from Michael
Gunn, attorney for Mika Purcell, stating that Michael Purcell
had to have emergency out patient surgery and asked to hold
off anything on the annexation of Mr. Pursell'a property
until April 18, 1993. Mayor Burch aeid that she has received
no information from either Meaara. Gunn or Purcell regarding
th• road or annexation.
It was the consensus of th• Board of Alderman that Mayor
Burch write a letter to Mr. Purcell, telling him what the
City requires with regard to construction of the
road.

Th• minutes of March 7, 1995 wer• read and approved ea
corrected.
Mayor Burch said that the City has been negotiating with
Miaaouri America Water Company regarding th• sewer from Ridge
Wood discharging into the Riveraid• Sewer ayatem. It appears
that Kanaaa City, Miaaouri has told Miaaouri American Water
Company that Riveraid• does not have a reciprocal agreement
and cannot accept any more sewerage until th• reciprocal
agreement is executed.
Mayor Burch aeid it may be more practical to have Kansas
City monitor our sewer ayatem, if they will tell Riverside
now much they will charge for the monitoring.
Th• matter of type of road Northwood Road was diacuaaed.
A recess was called. Meeting reconvened. Th• roll was
called and Aldermen Wedua, Teters, Auat, Marshall, Rul• and
Owen were prsasnt. Mayor Burch presided over the remainder
of the meeting.
Northwood Road was again diacuaaed and it was thought
that there should be en 80' right of way with a 42' paved
area.

Mayor Burch said she received a letter from Jeremiah
Finnigan regarding the Missouri America Water rate cane,
wherein he has intervened for Riverside, Parkville, Platte
Woods, Lake Waukomis end Houston Lake. Sh• said from her
talking to other Mayors, they ar• of th• opinion to proceed
with the intervention.
Mayor Burch read a letter ah• received from Ivan Ubbon
regarding the Rogers tree.
Mayor Burch read a letter from Court Clerk Kathy Roads
requesting that ah• and Police Court Judg• attend a seminar
at Lodge of the Four Seasons May 26, 1995 for th• sum of
around #650 to #700 for th• two.

Northland National Bank - CD #500,000, 5x for 6 months.
Alderman Marshall moved to place Bill No. 95-15 on its
first reading, seconded by Alderman Aust, this Bill ratifies
the acceptance of bids on #1,400,000. #397,989.89, T-Bill
through Mercantile Bank, maturing 9-14-95, yield of 6.046x;
#500,000 in CD with National Bank of Platte County for 182
days with yield of 6.OOx and #500,000 in CD with. Northland
National Bank for 6 months with yield of 5.00x. Th• vote was
Alderman Wadua, aye; Alderman Teters, aye; Alderman Owen,
aye; Alderman Rule, aye; Alderman Marshall, aye; Alderman
Auat, aye.
Alderman Marshall moved to place Bill No. 95-15 on its
second reading, seconded by Alderman Aust, the vote was
Alderman Wadua, aye; Alderman Teters, aye; Alderman Owen,
eye; Aldermen Rule, aye; Alderman Marshall aye; and Aldermen
Auat, aye. Upon the Bill having been made for public
inspection prior to consideration of the Board of Aldermen,
bill No. 95-15 was passed.
Mayor Burch, Chief Bayless and Ken Vaughn met with
regard to updating the 911 Emergency System. Southwestern
Bell is asking that w• get new equipment. Platte County
Sheriff's Department and Riverside are the only places that

have 911 in Platte County. The City Engineer has checked to
see where it could be placed because new lines will have to
be brought in also a generator line. This would ~uat be e
wooden panel.
The following bids were received:

Alderman Rul• moved that bid from EPIQ Electronic
Service Corp. in th` sum of 81300.00 be acciapted, seconded
by Alderman Tetera, the vote was Aldermen Owen, Rule,
Marshall, Auat, Tetera and Wedua, yea.
Mayor Burch said that Argosy la ~uat about to complete
the fill on their site and hav some extra dirt and wants to
know if they can place the extra dirt on the Riverside Park
property, West of Lin• Creek on the property donated to the
City by Phil Snowden.
Alderman Auat moved that the extra dirt from Argosy's
project can be placed on the City's park property, west of
Lin• Creek (property donated to the City by Phil Snowden>,
seconded by Alderman Wedua, the vote was Aldermen Wedua,
Teters, Auat, Marshall and Owen, yea; Alderman Rule abstained
because of conflict of interest.
Mayor Burch said that Argosy will have ground breaking
ceremony on Marsh 18, 1995 at 10:00 p.m.
Chief Bob Bayless had a talk with Tom Samples who
represented the 51st Militia regarding their meeting in the
City Hall. He said he will write a letter to the 31st
Militia, setting out what is expected of them when they use
the City Hall for a meeting.
Chief Bob Bayleaa said that Waah Tub, 2904 HW Vivion,
hav• taken out several of the wash machines and have put in
arcade machines and have instructed them that they have to
get license for the ercad• machines. Chief Bayleaa said that
h• will hav• to go to the other buaineaaea.that have ercad•
machines and explain to them that they have to comply with
the City Ordinance.
Mayor Burch said she had met with Keith Hickland,
City Attorney and they hav• come up with an investment policy
for the City. She gave each alderman a copy of the
investment policy. Mayor Burch said ah• will contact George

K. Baum to see if they can give the City a better rate on its
money.
Mayor Burch said they have to work on a long rang•
improvement plan for the City.
With regard to animal control, Mayor Burch said the
first thing to do is get an ordinance in place and a fob
description for the animal enforcement officer and asked
Alderman Owen to get the fob description.
Alderman Owen said she was at a Coffee for Sam Aylett
and some of the residents asked her about improvement of
streets and she told them that work is starting to be done
for the improvement of South and Hillaid• Street. Alderman
Owen also brought up the dumping on Northwood Road.
Alderman Marshall wanted to know if Mr. Young had e
dumping permit and wanted to know if,he had a plan.
Mayor Burch said it is very important to get started on
a committee regarding the long rang• planning.
Mayor Burch said the next meeting will be April 12,
1995.
Alderman Auat aakad when the clean-up days will be and
it was decided to designate the week ends of April 22 and
April 29, 1995 for clean up.
With regard to Larry Reece using his private vehicle for
City buaineas it was decided to pay .20 per mile.
Alderman Auat moved to place Bill No. 95-16 be placed on
its first reading, seconded by Alderman Tetera, said Bill
provides for the payment of certain indebtedness as listed
therein. Th• vote was Alderman Wedua, aye; Alderman
Tetera, aye; Alderman Aust, aye; Alderman Marshall, aye;
Alderman Rule, aye; and Alderman Owen, eye.

second reading, seconded by Alderman Aust, the vote wee
Alderman Wedua, aye; Alderman Tetera, aye; Alderman Aust,
aye; Alderman Marshall, aye; Alderman Rule, aye; and Alderman
Owen, aye. Upon the bill having been made for public
inspection prior to consideration of the Board of Aldermen,
Bill No. 95-16 wee passed.
Mayor Burch said that the City is ready to get bide on
improvement on South and Hillaid• Streets.
