He said their staff has lc+oked a•t •F.his intersectic+n and many cc+mplaints from the industr^ial par^4c busir•+esses saying they cane+.+t get o+_rt and diffic~_rlt in getting ire, as well as a few r^esidents cc+rnplained that they c+.+~_ild nc.t get in and o+_rt at this intersection. He said they know that they^e have been many trucks frcrrn Northwc+c+d Rc+ad hai_rling dirt and turning at this intersection. He said i:he nor^th bound left turn lane was built by the developer and this was fc+r^ the big trucks. Mr^. Searnar+ said they had lc+c+ked at this ir+tersectic+r+ last year, and traffic figures did not warrant tr^affic ~ 1 fights. Mr. Seaman said they have na objection to the City annexatic+n c+f Mr. P+_rrsell's pr^+_+perty west r_+f Nr_+rthwc+od Rc+ad. Sho+_ild it get annexed is the City's business. Mr^. Seaman said he would asl~ that before the development starts that the develc+per^ get a traffic study, a study that is acceptable by the City as well as the state and what the recomrner+datic+ns are and agreed upc+r+ and if the agreement be signals and these are requested, they are tc+ be prr_+vided by the developer. Mr. Seaman said the way their^ funds are, we are always behir+d the c~_ire c+r+ solving the pr..+blerns. We consistently ask the clevelc+per^ tc+ dc+ this. Mr. Searnar+ said they were asked tc+ cr_,rrie tr_+ the meeting by the Mayc+r. Maycn^ Surch said the City recc+gni~es that Northwood Road is the or+1y thr^augh street to No. 9 Highway from I-~9 ire F+la•tte County and we know that if this is improved the traffic will be great. Mayc+r Surch said that the City has asFced fc.r^ sc+rne i^oad restr^ict ic+r+s and maybe Messrs. Seaman and Wyr^ick. we+uld liFce tc+ stay to hear what the City req~_lests r_,f Mr. F+ur^sell. City Attc+rney Dc+r+ Witt said it seems to him that this a ~.aniq+ae sit+_ration and this is when tr^+_~cks are traveling and when the tr^i_rcks are not me+ving. Mr. Seaman said we should gc+ c+i_~t and take actual count. We ignored the trucks, because we knc+w they are curly tempc+rar^y. We +_+nly co+s»t the r_ar^s« He said that signals cause accidents. Mayc+r Rurch said at one time when Sutherlar+d Lumber^ was in b+_~siness in Riverside, people complained of nc.t having signals at that intersection. L I Page .3, Min. of Reg. F't.rrsell and Gunn spoke to the Mayor and E+oard. Mr^. Gunn said about ten days ago he sent an agreement to Mr. Witt and felt these were distributed to each of the F~oard rnernbers. He said that in eight years the street will be c~_~mpleted ar~d he hoped that the City could approve this agreement t~_~night. City Attorney Don Witt said he wanted the Mayor and E+oard tc~ be aware of the amount of the perfcmrnance bond for the street. He said the City Engineer quoted hirn a price of ~4t30,0Q!0 as the cost of eonstr~_rcting the street. Mr, pursell said carne of the cost of the str^eet should be deducted heca~_tse he is dc~natir~g the land. Mr. Witt said he felt that to his knowledge that the str^eet was to be built ire accordance with City's specs. Mr^. pursell said that the grade of the street is now 1E,:4 and they will make it a 1~!~ grade. Another item is the 1Q~' easement or building set back from the 60' right of way. The agreement should set aut that the street will be built according tc~ the AF'WA specifications which are in existence at the time of the construction of the s•t r^eet . A recess was called. Meeting r^econvened and those present were Aldermen Aylett, Teters, Aust, Marshall, Esearri and Owen. Mayor Purch pr^esided over the remainder c.f the meeting. it was decided to change the amount of the canstructicm band to +b4iZ!0, ~Z!!Z!0, the 1Q!-foot setback is to he referred to as par^k way and the street is to be built in accordance with the APWA sper..s in existence at the time of the construction r_, •F the street. Mayor Bur^ch spoke to Mr. Beaman about Borne per_,ple r^eca~_testing traffic co~_tnts at different places in the City and asked if the State could do this and Mr. Beaman said he would be glad to get this done. The Maycm will write Mr. Wyrick a letter setting out the locations where traffic co~_ints would be desired and they will go from there. Mayor Burch also asked Mr^. Beaman if they had the traffic counts before the 199._, flood and wr_~uld like to compar^e it to the traffic counts to be dr_,ne. Mr. Beaman said he could pr^c~vide the 199.; traffic counts or whatever that had before the 199?, flor_,d. Mr^. Beaman wanted to point out that under the State's c~_mrent regulations they enter into an agreement with the gaming casinos telling people how to get there. Under^ their^ cttr^r^ent r^egulations the State can r_,n1y show the dir^ectic~ns on ore highway. The casino selects the highway. The State also controls the size of the signs. On interstates car main highways the sign is lar^ger, however^, on secondar^y tr^affic ways, they are the smaller signs. The minutes c.f Rpril 11, 1995, were r^ead. Alderman Aylett nr~_~ved that the Min~_ttes cif Apri 1 11, 199..°, be approved as read with the rninc~r ec,rrecticm~s made, seconded by Beard, the vote wale Aldermen Aylett, Teters, A~_rst, Marshall, Beard and Owen, yes. The Mint.ttes c,f Apri 1 18, 1995, were read and approved as ror^rected. Mr. Br^uce Colley, the City Auditor spoke to the Mayor and Board regarding his a~_tdit of the City's books, ending June 3Q~, 1994. The Mayor^ and Board were furnished with a book setting cut the a~_tdit. Mr. Colley said that the Use Tax is still in a separate account; ther^e is a considerable investment amount in the savings account; the flood had only a minimal impact on the finance. Mr. C~_t11ey said that he has done everything r~ecessar^y to cornp7.y with the Single Audit Act ar~d everything seams to be looking gr_,od. Alderman Marshall moved to place Bill No. 95-27 on its fir^st reading, seconded by Alderman Rust. This Bill provides fr_,r^ the authorizat ion to take bids on ~6, 4~D0, 0~~. 0~ and a~_rthorize the creation of an additional City depositor for the highest and best bids. The vote was: Alderman Aylett, aye; Alder^rnan Owen, aye; Alderman Teters, aye; Alderman Beard, aye; Alderman Aust, aye; and Alderman Marshall, aye. Chief Bob Bayless gave a copy of his annual report tc. the Mayor and Board c.f Aldermen and also the information requested by Alderman Beard which he s~_irnrnarized the items therein. Chief Bayless alsr_~ gave a copy of the residents living in the apartrner~t complexes which totalled 2,611 people. Alder^rnar~ Beard asked what needed to be done to get the Beard of police Cornrnission ar_tive. Chief Bayless said that he would like to have the meeting once a month. Chief Bayless said that he can get a grant far ~1504~ for^ over^tirne for the public Safety Department, if the Board wanted to do this. It was the consensus of the Mayor and Boar^d not tc, accept the grant. Chief Bayless said that he would like permission to purchase a drum for the printer, costing X225.00; Cr_~le p~_~blications Cross-Reference Directory, costing X222.50; and Officer^s Janes and Archibald tc~ r~_tn ire the Missouri Special Olympics, costing X200 for the two. Mayor Burch said the garage roof is leaking and two request for bids were sent out and only one reply was received as follows: G?uality Roofing Co. ~ 17, 958 Sr_rnlife Roofing did not want to bid on the pra~ect. The Fear^k Hoard recommended to the Maycm and Hoard cif Aldermen to employ a park employee to work on week-ends, i. e. Friday, Saturday, Sunday and Monday. This would be a part-tune employee. This employee would work at the parks and other miscellaneous City work. Mayor H~_rrch said she has pulled the applications on thr^ee people for Rr,irnal Control Officer. She and Alderman Owen will get together tc~ chosee one of the applicants, this would be or, the weekends and other days chosen at random. The reviewing of the Master plar, for Riverside was tabled. Mayor Hur^ch requested perrnissian to ,;oin the AF~WA and asked if anyr_,ne could gc~ to their meetings. Mayc~r^ Hurch said that there are thr^ee applicants chosen for City Manager and would like to interview two of them or, Saturday afternoon, x:30 and 3:30.
