ThGSe present were Aldermen Aylett, Teters, Aust, Bear^d and
Owen; Alderman Marshall, absent. Mayer B~_irch called said
meeting to c,r^der.
It was decided to dispense with the reading of the

presented business license application for the sale of

Mike Manning, Route #1, Box 106 Kidder, MO, presented
two business license applications to sell fireworks at 2601
NW Platte Road and ;300 NW Platte Raad. They will provide
the Division of Safety Certificate, and sales tax number and
clean up deposit when they pay the fee to the City Clerk.
Ken Farris, 2406 Alabama #13A, Lawrence, KS presented
application for business license to sell fireworks at 2506 NW
Platte road under the Warne of Savin Sams, along with Division
of Safety Certificate, Sales Tax number, clean up deposit and
parking plan. He said he will not use the building. This
was appr^oved subject to the payment cif the fee.
Harry Lee Boggess, III, 1901 East H Highway, Liberty, MO
54068, presented business license application far the sale of
fir^ewc~rks at 4609 NW Gateway, along with Certificate of
Safety, Sales Tax Number, clean up deposit, and parking
plan. This was approved subject to the payment of the fee.
Dan Griggs, 8622 N Over^land, Kansas City, MO 64154
presented applir_atir_~n for business license far the sale of
fir^eworks under the Warne of Pierce Fir^eworks, along with
Division r_,f Safety Certificate, Cer^tificate of Insurance,
Sales tax n~_unber^ and parking plan. Mr. Griggs said that on
the 3rd and 4th c.f J~_rly, the cars will be moved from that
ai^ea of the fireworks sales so that there will be enough
parking for^ the fir^eworks' custc~rner^s. This was approved
s~_ib~ect to the payment of the fee.
Mr. and Mrs. Rogers, 5004 NW Merr^irnac, spoke tc~ the
Mayor^ and Board of Aldermen concerning the racks, north of
their driveway, which were left there by the people who
irnpr^oved Merrimac. She said that they were going to do carne
weed mowing and wanted to knew who would be liable if someone
got inured from the racks. Mayor Burch said Vision
Ccrostructic~n wo~_~ld be. The Rogers also wanted to know about
the Oak tree and what was going to be done about it. Mayor
P~~~r^ch said that this was up Vision Ccm~struction.
Harry Lee Boggess, III said he wanted to bring up the
drainage problem he has at 4609 NW Gateway, where it comes
fr^orn the area above him and cr^osses his place and then
goes to Homestead Road, where it seems to be washing out
and Filling the drainage ditch. Mr. Goggess would like to
correct this situation, but it appear^s that the area above
shoulci be corrected. Mayor Burch said this will be looked
into and will get back to Mr. Boggess,
A letter^ fr^orn Dc~n Coleman, dated May 18, 199, regarding
Vandepapulier Road was read. This matter was discussed and
i.t was brought out that irnprovernent of this road has been on
the agenda for r~uite a while, but the weather does not permit

Chief Bob Bayless said that River^side Public Safety
Department will again sponsr_~r the Bicycle Bash on June 10,
1995. He said this was very successful last year and felt it
wo~_ild tie the same this year.
Chief Bob Bayless mentioned that he had written an
article ir~, the Missouri Polir_e Chiefs' Magazine, regarding
the River^boat Gambling and compared it with the other
ar^t i c 1 es frr_,m severa 1 of her^ cities.
Chief Bayless said that Dispatcher Sean Ripper has
resigned as of May 30, 1995.

first reading, seconded by Alderman Beard, said Bi11 provides
fc~r^ the acceptance of Sean Ripper's resignation as Dispatcher
fr_~r the City of Riverside, May 30, 1995. The vote was
Alderman Aylett, aye; Alderman Teters, aye; Alderman Aust,
aye; Alderman Beard, aye; Alderman gwen, aye; and Alderman
Marshall, absent.
Alderman Aust moved to place Bill No. 95-30 or, its
second reading, secr_,nded by Alderman Aylett, the vote was
Alderman Rylett, aye; Alderman Teters, aye; Alderman Aust,
aye; Alderman Beard, aye; Alderman (7wen, aye; and Alderman
Marshall, absent. Upcrr, the bill having been made available

Chief Bayless said he r^eceived a thank you letter^ fr°orn
Chief Bill Hardin of Parkville, MD for helping with their
Bir_ycl.e Bash.
Chief Bayless said when an Alder^rnan makes a request, he
fc~llc~ws through with it. He said he had a r^equest to check
or, We11s Fargo tr^~_rcks pulling out on Highway 9
sr_,rnetirnes jeopardizing the on-corning traffic. He said he
c~_~r,tacted Wells Fargo ar,d r^eceived a reply saying Wells
Fargo will do everything they can to car^rect this situation.
Chief Bayless said that he has given Mayor E{urch his
1995-1996 budget figures.
Chief Bayless said that he would like to use some of the
Officers Training Fund to purchase fire ar^rn for practice, in
fact 145 cases at a costs of ~174Q~.00. He said two cases
w~~~~_~1d be sold to Weatherby Lake.
Alderman Teters moved to approve the purchase of 145
cases of fire arrn for the s~_irn of X1740.00, selling two cases

The Minutes of May 30, 1995 were read and approved as
corrected.
Alder^rnan Beard moved to place Bill No. 95-31 on its
first reading, ser_r_,nded by Alderman Teters, this Bill
repeals Section 16.7 of the code cif ordinances of the City of
Riverside, Missouri and enacting a new Section 16.7 regarding
public sewers, and the rates to be charged for the use and
servir_es they^eof (pursuant to a reciprocal agreement with the
City of Kansas City, Missouri). The vote was Alderman
Aylett:, aye; Alderman Teters, aye; Alderman A~_rst, aye;
Alderrnarr Bear^d, aye; Rlderrnar~ Owen, aye; and Alder^rnan
Marshall, absent.
Alderman Aust moved to place Bill No. 95-31 on its
second reading, seconded by Alderman Beard, the vote was
Alderman Aylett, aye; Alderman Teters, Rye; Alderman Rust,
aye; Alder^rnan Beard, aye; Alderman Owen, aye; and Alderman
Marshall absent. Upon the Bill having been made available
for public inspection prier to consideration of the Board of
Aldermen, Bi1]. No. 95-31 was passed.

Depar^tmer,t° s aver^time for the month of May, 1995, as
presented by Chief Bayless, seconded by Alderman Marshall,
the vote was Rldermer, Owen, Beard, Marshall, Aust, Teters ar,d
Aylett, yes.
A letter from Michael Short, Platte County Ccanrnissior,er,
was read, which pertained tc~ bicycle trails in Platte
Cr_,ur,ty and would like for^ this to be completed and would
like donation to help with this project.
This was discussed.

A note of thanks was read from Valerie Adorns, who was
interviewed fc~r the position of City Manager.
The City decided to Warne that par^t of the str^eet from
Tullisor,l_ar,e to West Platte Road "River Way Boulevard".
Mayor Burch said that the City has 99~G of the right of
ways easements on Hillside and South Roads. One party will
r,c~t agr^ee t c. an easerner,t . This matter was discussed ar,d i t
was decided to try again to get the easement.
A letter from the City of Fountains was received
per^taining to the Children's Fountain in North Kansas City
request ir,g dor,at ions fc~r the up-keep cif the fc~ur,tair,. This
matter was discussed.
Alder^rnar, Marshall moved that the City donate 'S1.~,0Qi to
the ~_~p-keep cif the Children's Fountair, for this year and
do gnat ions for futur^e year^s will have to be requested,
seconded by Alder^mar, Aust, the vote was Rldermer, Marshall,

Alder^rnar, Aylett r,toved to accept the change order^ or, the
VanDeF~opul ier Street to ~_,se F'SI, Inc. for the concrete,
asphalt and soil test borings under the supervision of Larkin
Associates, seconded by Alderrnar, Pear^d, the vote was Aldermen
Teters, Rylett, Owen, Aust, Peard and Marshall, yes.
Mayor Purch said that Ken Vaughn knows of a person whc~
is retired from the Missouri State Highway Department and
would be inter^ested in doing inspection on Hillside
and South Rnads at the cost of ffi16.50, per hour, plus
rnil.eage and will charge curly or, the hours actually on the
inspection ,]ob.
I~t was decided to get this per^sor,'s resume befor^e
employing him.
Mayor^ Purch said that Larr^y Reece has sent out
approximately 35 letters regar^ding violatior, of ordinances.
Mayer Purch said that with r^egar^d to capital
inter^overnerts in the budget that there should be ~~75, 00~ for^
overlay and dr^airage of str^eets ir, Ir,diar, Hills.
Mayor Purch said she wr_,uld like to get traffic counts
at six different places in the City and will ask the Highway
Department for these. She saicl these need to be done withir,
a few weeks, if at all possible. If the Highway people
canr,r_~t dc. the count, this would probably have tr_. be done by
ar,other^ party. However, it was thought that the Highway
people will be able tc~ provide us with figures from past
traffic cr_~ur,ts. The si.x ar^eas are: Vivior, and Gateway by the
Library; Gateway by the Pank; T~.~llisan and 9 Highway;
T~_i.l 1 i son ar,d 9 highway's exit r^arnp; Gateway and 5th Street
and West Platte by the Frost Office.

Alderrnar Teters moved to place Pill No. 95-33 or its
first r^eadirg, seconded by Rlderrnar, Rylett, this Pill
provides far the ernplcryrnent of Robir Cook, as park Department

Mayor' Burch said that next Tuesday, June 13, 1995,
they^e will be a meeting of the Board of Aldermen on the
Annexation hearing and budget.
Mayer Bur^ch said that on June 12, 1995, at 7:00 p, rn.
David War^ren would like to be here for an inter^view as
City Manager.
