MIND"fE5 OF REGULAR MEETING OF
THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI
JUNE c7, 1995
A reg~_ilar meeting of the Board of Aldermen of the City
of River^side, Missouri was held in the City Hall in
Riverside, Missouri on June ~7, 1995, at 8: 10 p. rn. Those
pi^esent were Aldermen Aylett, Teters, Aust, Beard, Marshall
and Owen. Mayor Betty Li~_rr^ch ca 1 1 ed said meet i rig t o order.
It was decided to dispense with the r^eading cif the
mir~~_~tes cif ,June 13, and 2~, 1995 for^ the present time.
Ihayor Bur^ch said r^egarding the Annexation r_,f the F'ursell
property, there has been a change beca~.ase a pet itic~n with 43
signatures was filed opposing the annexation. This does nc~t
have to be acted upon tonight.
City Rttor^ney Dori Witt said that if action is to be
taken on the annexation, the names on the petition will have
to be verified by the County Court and the court gives the
apprr_wal cif an election can be held.
Ed R~_rle spoke to the Mayor and Board cif Aldermen
concerning the annexation and Nr_,r^thwood Read. He said when
he was on the Beard this matter was discussed and that
Nort hwc god Road was t o become a Secondary Ar•t er i a 1 Street fr^orn
E4•th Street to No. 9 Highway. He said he felt that a 36-foot
r^oad was not wide eno~_~gh and that they^e should be an 80-foot
r^ight of way. He said it is up to the Mayer and Board to
decide what type of street it wants.
Mayor Bur^ch suggested that the matter of annexation be
dropped.
The other^ item Mr. Rule spoke to the Mayor^ ar~d Beard
about was Gateway, North Platte Read and NW Vivian. He
wanted to know what happened to the camrnittee which was
studying ways to irnprave the locks of Riverside. He said
that if they irnpr^oved the streets it would dr^ess ~_ip the City.
Mr. R~_ile tho~_ight the businesses along the above streets wo~~~id
cor~•tribute tc~ this project.
Mayor Burch said that they wer^e war^king on a master plan
and it is still active.
Alderman Beard brought up the Charnber^ of Carnmerce and
thought they should try to prarnote businesses in the City.
Alder^rnan Mar^shall said that the City plans to build a
new r_ity hall and a cornnn_inity b~_iilding and roost cif the funds
wi 11 be corning from FEMR.

Alderman Teters moved to place Pill No. '35-42 can its
first reading, seconded by Rlderrnan Aust, this Pill
author^i~es the condemnation of a temporary construction
easement ~.~pan a certain tract of land in the City (owned
by Mr. and Mrs. Er^nest Cone, 4811 NW Hillside Street>, the
vote was Alder^rnan Aylett, aye; Alderman Teters, aye; Alderman
Mar^shall, aye; Alderman Peard, aye; Alderman Owen, aye; and
Alderman Aust, aye.
Alderman A~_rst moved to place Pill No. 95-42 on its
second reading, seconded by Alderman Teters, the vr_,te was
Alderman Aylett, aye; Alderman Teters, aye; Alder^rnan
Marshall, aye; Alderrnari Peard, aye; Alderman Owen, aye; and
Alderman Aust, aye. Upon the Pill having been made available
for^ public inspectis~n prior to consideration by the Poard of
alder^men, Pi 11 No. '35-4:? was passed.
Mr. Witt is to check with the Cories Attorney to see if
the Canes will give a temporary construction easement without
having to condernr~ the pr^operty, other^wise Mr. Witt is to
proceed with the condemnation.
It was bro~_~ght up that several of the bills were not on
the last disbursement ordinance, i. e. Deffenbaugh - X520;
.Jer^erniah Finnigan - ~laSQ~; and Safe Haven - X775. ~Q~.
Alderman Teter^s moved to place Pill No. 95-43 on its
first reading, seconded by Alderman Rust; this Pill provides
for the payment cif cer^tain indebtedness as listed there in,
the vote was Alderman Aylett, aye; Alderman Aust, aye;
Alderman Owen, aye; Alderman Teters, aye; Alderman Peard,
aye; and Rlder^man Marshall, aye.
Rlder^rnan R~_rst moved to place Pi 11 No. 55-43 on its
second reading, seconded by Alderman Peard, the vote was
Alder^rnan Rylett, aye; Alderman Aust, aye; Alderman Owen, aye;
Alderman Teters, aye; Alder^rnan Peard, aye; and Alderman
Marshall, aye. Upon the Pi 11 having made for^ public
inspection prior to cr_,nsideratir_~n by the Poard of Aldermen,
Pill No. 95-43 was passed.
Alderman Marshall moved to place Pill No. 95-44 on its
first reading, seconded by Alderman Peard, this Pill
author^i~es the taking ...f bids for ~~,.=70,347.23 and
a~.~thari~ing the r_reation of an additional City depositor for
the highest and best bids, the vote was Alder^rnan Teters, aye;
Alderman Owen, aye; Alderman A~_ist, aye; alderman Marshall,

Rlder^rnan Marshall moved tc~ place Pill No. 95-44 can its
second reading, seconded by Alderman Beard, the vote was

aye; Alder^rnan Marshall, aye; Alderman Aylett, aye; and
Alderman Beard, aye. Upon the Pill having been available for
public inspection prig to consideraticrr~ by the Poard of
Alder^men, Pi 11 N~~. 95-44 was passed.
Alderman Marshall moved to place Pill No. 95-45 on its
first reading, said Pill provides far the payment of certain
indebtedness as listed therein (Liberty Mutual - ~26,1E,9.~0;
Cowell Insurance Group ~1, 2'SE,. QUO; Hartford Ins.
~1,iD7.~0 and postage by Mail, 'b1,~0~.00) seconded by
Rlder^rnan Aust, the vote was Alderman Marshall, aye; Rlderman
Beard, aye; Alderman Owen, aye; Alder^rnan Aylett, aye;
Rlderrnar~ Teters, aye; and Alderman Aust, aye.
Alderman Marshall moved to place Bill No. 95-45 on its
second reading, seconded by Alderman Teters, the vote was
Alder^rnan Mar^shall, aye; Alderman Beard, aye; Alderman Owen,
aye; Alderman Aylett, aye; Alderman Teters, aye; and
Alderman Aust, aye. Upon the Bill having been made available
for public inspection prior^ to consider^ation by the Poard of
Aldermen, Pill No. 95-45 was passed.
R recess was called, meeting reconvened. Those present
were Aldermen Aylett, Teters, Aust, Marshall, Peard and Owen.
Mayer Purch pr^esided over the remainder of the meeting.
Alderman Teters moved that the meeting go into closed
session, seconded by Alderman Aust, the vote was Aldermen
Aylett, Teters, Aust, Marshall, Beard and Owen, yes.
Alderman Mar^shall moved that the meeting go into regular
session, seccmded by Alderman Aust, the vote was Alder^rnen
Aylett, Teters, Aust, Marshall, Pear^d ar~d Dwen, yes.
Alderman Teters moved tr_~ adopt the 1995-1996 P~.~dget as
presented, seconded by Alderman Aust, the vote was Aldermen
Aylett, Owen, Peard, Mar^shall, Teters and A~_~st, yes,
The Minutes of June 13, 1995 were read and approved as
corrected.
Mayer^ Bur^ch said that Joseph Gr^ace, the person employed
to do the inspection on Hillside and Sc~~_~th Roads resigned,
and Tr^oy Deppersrnith is now doing the inspection fc~r ~44.D0
per hour.
Mayor Burch wanted to let the Beard know that the new
budget covers a lot of money arrd that when twn more gambling

baa•ts carne in the area, the City's revenue will go down. She

said the ernplayees should be away^e of this and not expect
this increase every year^.
It was br^ought up that the hales in Valley S•tr~eet
have not been patched.
Alderman Heard said that St. Joseph Boulevard was missed
on the mosquito spraying.
Alderman Heard also requested that a cul-de-sac be made
at the end of Cerrito Street beca~.ise it appears the traffic
that comes down the stn^eet has to turn around in the people's
driveways who live at the end of the street and is
destr^oying the driveways. This will be looked into and Ken
Va~_~ghn's, opinion will be gotten.
The residents, which still have prablerns an Merrimac,
was discussed. Most ...f these are in the process r,f being
worked out and corrected.
It was announced that there will be a meeting of the
Mayan and Board of Alder^rnen on J~_~ly 1 i, 1995, at 7:30 p, rn.
There being no further^ business to carne before the

adjourned at 10:00 p.rn.
