MINUTES OF REGULAR MEETING
OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, NISSOURI
AUGUST 29, 1995
A regular meeting of the Board of Aldermen of the City
of Riverside, Missouri was held in the City Hell in
Riverside, Missouri on August 29, 1995, et 7:30 p.m, on
August 29, 1995. Those present were Aldermen Tetera, Auat,
Marshall, Beard end Owen, Aldermen Aylett was absent. Mayor
Betty Burch celled acid meeting to order.
It was decided to dispense with the reading of the
Minutes of July 11 end 18, August 1, 8 end 15, 1995 for the
present time.
Mr. M. M. Sass Rouaevic, 76 View Crest, Kansas City, KS
66101, presented a Special Uaa Permit for Ueed Car Sales and
Business License for Payless Uaed Cara et 2701 NorthWeat
Vivion Street. Mr. Rouaevic had been to the Planning
Commission on July 27, 1995 and the Special Uee Permit had
been approved.
Aldermen Tetera, moved to approve the Special Uae Permit
for Peylesa Uaed Cera, seconded by Aldermen Owen, the vote
was Aldermen Teterm, Owen, Auat, end Beard, yea, Aldermen
Marshall, no and Alderman Aylett, absent.
Mr. Rouaevic's Business License for Peylesa Used Cera
wee approved aub~ect to the payment of the fees.
Mr. Dich King of the law firm King, Burke Hershey &
Ferchmin, representing Trillium, Inc. made a presentation to
the Mayor and Board of Aldermen regarding Trilliam's property
ea wall ae other property in the bottoms. Ne said their
proposal im a painless way to allow for the construction of
infra-highway end levee by using the Tex Increment Financing.
He suggested that salsa tax end the one percent which the
City will get when Argosy gets the final word that it does
not have to cruise be contributed toward this project. Ne
suggested that VenDePopulier Street also be completed with
storm sewers, curbm, etc., that sanitation sewers be
installed end the exit end entrance ramps to I-635 be
constructed. He eeid they had talked to the County School
Soerd end they had no problems with using the salsa tax end
eeid that Argosy was in agreement of the one percent, if the
City approved. Nothing was planned for the levee east of
line creak. TIF could be for a period from 15 to 23 years.
This project would be built in phases. Mr. King maid that
Trilliem would put up its property as collateral which, at
the present time. is approximately five hundred <500) ecrem.
Dimcuasiona were had concerning thin project. Mr. King

plea. Others present am reprementativea of Trillium were

A recces wee called. The casting reconvened. Those
present were Aldermen Teters, Auat, Hershall, Beard end Auat.
Aldermen Aylett wes absent. Nayor Burch presided over the
remainder of the casting.
Jim Davis, 2404 Osegs Circle spoke to the Nayor and
Board concerning the sidewalk in Indies Hilla. Mayor Burch
said that they hove decided on a 48•' sidewalk with a greenwey
between the street end the sidewalk of 12".
City Attorney Don Witt spoke to the Mayor end Board
concerning the adoption of the TIF plan. Hs said there is e
lot of paperwork and et Chia time the City is not eteffsd to
handle this project.
It appsers that core information ie Headed before
anything definite answer can be cede, namely exactly how ouch
money would the City contribute, including how much aeles tax
would be projected to go into this project.
Nayor Burch said that Mr. Young wes having top soil put
on his pro,7ect east of Red-X, grading and will plant grass
seed.
Aldermen Teters moved to place Bill No 95-63 on its
first. reeding, avid Bilt pravi.fse5 l.ac the payment of the
following bills:
Fall Festival Expenses ti3,000.00
Disability Insurance 551.74
Seal-O-Netic 68,771.62
Ken Vaughn 12,384.10
seconded by Alderman Narshell, the vote wee Aldermen Owen,
aye; Aldermen Beard, eye; Alderman Marshall, eye; Aldermen
Auet, aye; Alderman Tetera, eye; and Aldermen Aylett, absent.
Aldermen Merahell moved to pleca Bill No. 95-63 on its
second reading, seconded by Aldermen Auat, the vote wee
Aldermen Owen, eya; Aldermen Beard, eye; Aldermen Marshall,
aye; Alderman Aust, aye; Alderman Tatars, aye; and Aldermen
Aylett, absent. Upon the Bill having been made for public
inspection prior to consideration by the Board of Alderman,
Sill No. 95-63 wes passed.
Nayor Burch said that with regard to South Street,
Muehlaburgar said they hove come across two soft places end
they have two alternatives, one to process the two soft by
letting it dry for three days and they proceed with the
curbing and paving, however, if it rains during the three
days, then it will have to wait another three days, whereas
if they use flyaah, they could put it down one day and they

curb end pave the next day. The Flyamh will coat an extra
614,500.
It wee the consensus of the Board to proceed with the
flyaah.
Mayor Burch maid that a lot of the Mimmouri Highway
Departaent's equipment hem been stolen, neaaly that which
aonitore th• traffic. It will take quits a while before the
Highway Depertaent can get our traffic count as requested end
Mayor Burch wanted to know if she could check other places to
sae what it would court to get the traffic count. It was the
consensus of the Board for Mayor Burch to check the coat of a
private company getting the traffic count.
It was the conmanmua of the Board of Aldermen to have
everyone on sewers and Chet bidet should be obtained for thim
project.
The following two bidet were received on the sit• work
for the City'm aaintenance building:
Strickland Construction 6119,476.00
J. C. Construction 79,100.00
Alderaan Aust moved to accept the bid of J. C.
Construction for the preparation of the mite work for the
aeintenence building, macondad by Alderaan Marmhell, the vote
was Alderaan Tatera, Owen, Aust, Beard end Marshall, yae;
Alderman Aylett, absent.
Alderaan Marmhell aovad that Ken Vaughn write up the
mpecm on iaproveaent of West Platte Roed end Riverwey
Boulevard, seconded by Alderman Beard, the vote wee Aldermen
Mermhall, Begird, Owen, Tetere end Auat, yes; Aldermen Aylett,
absent.
Alderaan Marshall would like to incraame the Alderaen's
and Meyor'm melery. It wem the consensus of the Mayor and
Board to increame the malery for the eldaraen to 6100.00 per
seating end the Meyor'e melery to 6225.00 per meeting.
It wee the Alderaen'm consensus to look into the
eaployaant of Kenneth Vaughn es full ties engineer.
The Board wanted to know where the City is on the escrow
aoney regarding the sewer bonds.

The purchame of a video guide in the work place for
6195.00 was approved.

resignation frog the Board of Zoning Ad~uatwent because she
hea coved out of the City.
The Chewber of Cowwerce will have a luncheon on
Septawber 11, 1995, et the Union Nell and the topic will b®
about "Riverside Tomorrow".

regarding whether or not they wanted a sidewalk im:

Alderwnn Aylett presented a latter weworenduw to the
Neyor end Soerd of Alderwen, dated August 28, 199 regarding
wiacellaneoua pro~ecte in the City, which was reed, and is
attached hereto and made a pert hereof.

Board, upon wotion duly weds, seconded and pnseed, meeting
