SEFTEMBER 12, 1995
A regular casting of the Board of Alderaen of the City
of Rivereide, Missouri wee held in the City Nell in
Rivereide, Missouri on Septsaber 12, 1995 at 7:30 p.a. Those
present were Aldermen Aylatt, Tatars, Auet, Marshall end
Beard; Alderaan Owen, absent. Mayor Betty Burch celled said
resting to order.
It was decided to dispense with th• reeding of the
ainutas of July 11, July 18,~August 1, August 8, August 15,
end Septsaber 5, 1995 for the present ties.

City Attorney Don Witt said that the ordinance craetea
the TIF Cowwiswion under Missouri Statutes. Six wewbars are
appointed by th• City, and they then consult with th• Board
of Aldarwen. The School Board has a right to hav two
wawbars on th• TIF Cowwiaaion. Nr. Witt also said by
creating the TIF Cowwittaa by passing the Ordinance, it does
not cowwit the City to any taxes or paywant of any wonay.
Mr. Witt said that Nr. Dick King has paesad a wawo to the
Neyor and each Board of Aldarwen which shows what a tight
tiwe schedule this is on in order to cowplata several things
before the first of the year.

Chief Bayless eeid that they have received very many
compliments on the video camera on the new vehicle.

Chief Beylesa said that Cer No. 95 is the marked vehicle
which will be turned over to the Detective. The decal will
have to be removed at a covet of fC1S0 to f1~i7S, end other
minor repairs for a total of approximately *332. The grey
car will be used ea a "Pool Cer•'. Cer No. 92 needs repair
and two bids were secured, for Ac328 and ~k478, respectively.
Alderman Marshall moved to approve approximately fC352.00
to put Car No. 9S in order for the Detective to use, seconded
by Aldermen Beard, the vote waa Alderman Aylett, Beard,
Teters, Nerahall and Aust, yea; Aldermen Owen absent.
Aldermen Nerahall moved to take the bid in the sum of
tC325 to repair car No. 92, seconded by Aylett, the vote waa

cleaned for a coat of M~12S.00, seconded by Aldermen Bserd,

Chief Bayless recommended to the Nayor and Board that it
is time to ranegotiete the pager agreement and he recommends
that it be for one year, because of the discount received for
this length of time, the sum would be 101018.00 for one year.
Aldermen Marshall moved to renew the pager agreement for
one year at the coat of 101018.00, seconded by Alderman Aust,
the vote waa Aldermen Teterm, Auat, Marshall, Aylett end
Beard, yes; Alderman Owsn, ebaent.
Chief Bayless received a letter from Argomy, dated
September 6, 1995, wherein they will pay for four Riverside
Public Safety Officers to receive Coast Guard Training, this
could be done during the months of September, October and
November, 1998. Mayor Burch suggested that Chief Saylesa
secure the cost of this training course for the Public Safety
Officers end bring it bath to the next meeting, when the
matter will be discussed.
Chief Bayless said that when the Public Safety
Department started their fire arm-training they went to the
Glock Guns end the officers cannot take these guns home. Ne
said there are several officers that would like to take a gun
home with them end they now mek• a smaller Glock gun, which
the officer would like to purchase. However the cost is
ouch that they cannot pay the price at one time end would
like to see if they could purchase them through pay-roll
deduction, like over a period of four to five pay periods.
Nayor Burch said she would talk to City Clerk Grace Kemerling
to see what extra work this would entail end

It was announced by Mayor Burch that the Fall Festival

Alderson Aust said that there needs to be "No Parking"

Mayor Burch suggested that a cowwittee be appointed to
talk to Ken Vaughn regarding the position of full time City
Engineer. Neyor Burch doem not went to be on the cowwittee.
It was thought that a description of this position should be
wade and also the salary.
Aldermen Aust wooed to approve the overtiwe for the
Public Safety Department for the Month of August, 1995,
seconded by Alderman Marshall, the vote was Aldermen Aylett,
