MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
JANUARY 4, 1994
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on January 4, 1994, at 7:30 p.m. Those present were
Aldermen Wedua, Tetera, Karr, Marshall, Rule and Aust.
Said meeting was called to order by Mayor Betty Burch.
It waa decided to dispense with the reading of the
minutes of December 7 and December 21, 1993 for the present
time.
Rick Zelfer, 1303 NE 80th Street, Kansas City, MO 64118
presented business license applications for E Z Enterprise,
Inc., at two locations 2627 Weat Platte Road and 2527 West
Platte Road, this is for greenhouse, sod and landscaping.
He said he plans to put up a rail fence on the business,
north of West Platte Road. He also has his certificate of
insurance for Workmen's Comp. With regard to the fence, he
was asked to present plans to the City before installing any
fence. These applications were approved aub~ect to the
payment of the fee.
Rick Simon, 608 White Oak Lane, Gladstone, MO 64116,
presented business license application for Industrial
Hardware Distribution, 400 NW Business Park Lane. This is
for the wholesale of parts, mostly for trucks. A Certificate
of Insurance for Workmen's Compensation was attached. This
business license waa approved aub~ect to the payment of the
fee.
Jay Patterson, 10704 W. 65th Street, Shawnee, KS 66203
presented business license application for Clo-Play at 515 NW
Parkway. This is for distribution of items to retail stores
such as Pay-Less, Sutherland, etc. This was approved aub~ect
to their getting a Certificate of Insurance for Workmen's
Compensation and payment of the fee.
Richard Lanning, 8407 E. High, Smithville, MO 64089
presented a "Tenant Finish" building permit at 515 NW
Parkway. This was approved aub~ect to the payment of the
fee.
Winston Peeler, 4600 NW Pawnee, presented a renewal for
grading permit east of 3406 Tullison Lane and correction to
the drainage to the road. The State and Sam Aylett is
working with Peeler to install the culvert correctly to get
the proper drainage.
Alderman Karr moved to approve Winston Peeler's renewal
for grading permit, seconded by Alderman Rule, the vote waa
Aldermen Aust, Wedua, Rule, Tetera, Marshall and Karr, yes.

Jim Davis, 2404 Osage Circle, weer present to request
that the City accept the sanitation and storm sewers as well
as the streets and curbs in Phaae 2 and 3 of Indian Hiller
Eatatea. It appeared that the design and construction of the
aewera were satisfactory according to the City Engineer and
there appeared to be no reason for not accepting the design
as constructed.
Mr. Davies has presented to the City a maintenance bond
on the streets and curbs for a period of one year from this
dote, in the sum of 550,000.
Alderman Karr moved to put Bill No. 94-1 on its first
reading, seconded by Alderman Marshall. Thies Bill authorizes
the City of Riverside to accept the Sanitation and Storm
aewera in Indian Hills Eatatea, Phaae 2 and 3. The vote was:
Aldermen Karr, aye; Alderman Marshall, aye; Aldermen Rule,
aye; Alderman Tetera, aye; Alderman Wedua, aye; and
Alderman Auat, aye.
Alderman Karr moved to put Bill No. 94-1 on its second
reading, seconded by Alderman Rule, the vote was: Alderman
Karr, aye; Alderman Marshall, aye; Alderman Rule, aye;
Alderman Tetera, aye; Alderman Wedua, aye; and Alderman Auat,
aye. Upon the Bill having been read two times and copies of
the Bill having been made available for public inspection
prior to consideration of the Board of Aldermen, Bill No.
94-1 was passed.
Alderman Rule moved the overtime for the Public Safety
Department as presented by Chief Bob Bayleaa for the month of
December, 1993, be approved, seconded by Alderman Marshall,
the vote was Aldermen Wedua, Aust, Tetera, Rule, Karr and
Marshall, yes.
Mayor Burch reported that Kathy Rose, Clerk of the
Municipal Court presented the November and December, 1993
Court reports this date.
Alderman Karr moved to plnce Bill No. 94-3 on its first
reading, seconded by Alderman Marshall. This Bill provides
for the one percent longevity pay increase for Chief Bob
Bayless. The vote was: Alderman Marshall, aye; Alderman
Rule, aye; Alderman Auat, aye; Alderman Wedua, eye; Alderman
Tetera, aye; and Alderman Karr, aye.
Alderman Wedua moved to put Bill No. 94-3 on its second
reading, seconded by alderman Marshall, the vote was:
Alderman Marshall, aye; Alderman Rule, aye; Alderman Auat,
aye; Alderman Wedua, aye; Alderman Tetera, aye; and Alderman
Karr, aye. Upon the bill hewing been read two times and

copies of the bill having been made available for public
inspection prior to consideration of the Board of aldermen,
Bill No. 94-3 was passed.
The minutes of December 7, 1993 were read and approved
as corrected.
The minutes of December 21, 1993 were read and approved
as corrected.
A recess was called. Meeting reconvened. The roll wsa
called and Aldermen Wedua, Tetera, Karr, Marshall, Rule and
Auat were present. Mayor Burch presided over the remainder
of the meeting.
A discussion was had with regard to the lift station in
Platte Valley Industrial Park on whether or not the City had
accepted it. It appeared the City's records were searched
and nothing could be found where the City had accepted the
Platte Valley Industrial Park lift station. The lift station
appears to be Inoperative at the present time and it is
unknown how long it has been since any maintenance has been
made on the lift station. Thies is on private property. This
will be discussed further with John Brown.
Alderman Karr has requested that he have a radio because
of his being a volunteer fireman and Chief Bayless said that
KCI Communications has a radio for 5650.00 which appears to
be a good price.
Alderman Marshall moved that the City purchase one radio
for Alderman Karr'a use as volunteer fireman from KCI
Communications for the sum of 5650.00, seconded by Auat, the
vote was: Aldermen Wedua, Auat, Tetera, Rule, Karr and
Marshall, aye.
Chief Bob Bayless said that he has sent out "Thank You"
letters to all who participated in the fire and rescue
program they had.
Chief Bob Bayless said that FEMA is going to do lots to
help with the City's Public Safety Department lose during the
1993 Flood and Mike Shelton has been doing the coordinating.
Chief Bob Bayless said he plane to evaluate the Public
Safety Department's equipment and will report on same later.
Mayor Burch said she wrote a letter to FEMA asking where
we were on the DSR and the answer was that Riverside was on
the next go around in about 15 to 30 days.
Chief Bob Bayless presented an evaluation on the fire

Equipment which was received by Mike Shelton. There were
eight items on the list and Chief Bayless said he would
appreciate the first six and the last two items would be
requested at a later date. Thies matter was discussed and the
Mayor and Board agreed that the City should purchase all the
items at this time.
Alderman Knrr moved that the City purchase items one
through eight on the list Cdated January 3, 1993) presented
by Chief Beyleas for the fire department as attached hereto,
seconded by Alderman Tetera, the vote was: Aldermen
Marshall, Karr, Wedua, Auat, Rule and Tetera, yea.
Mayor Burch said she asked Chief Bayleaa to evaluate the
Public Safety Department vehicles. It appears two vehicles
need replacing, care Nos. 92 and 94. Chief Bayless has
gotten bids on vehicles end the best bid was on two Ford
Crown Victories from Chuck Anderson Motors, Excelsior
Springs, MO for 515,564.56 each. Chief Bayless said that
this price is good if the two care are ordered now, however,
they need not be delivered until the City requests delivery.
It was thought one could be out of the present budget and the
second one could come out of the next-year's budget.
Alderman Karr moved that the City order two Public
Safety Department vehicles CFord Crown Victories), one is to
be paid for out of the present budget and the second one is
to be paid for out of next year's budget, the sum being
515,564.56, each, seconded by Alderman Marshall, the vote
was: Aldermen Wedue, Auat, Tetera, Karr, Rule and Marshall,
sye.
Chief Beyleas said that the Public Safety Department
w111 be able to do range practice at Lee's Summit Missouri
Highway Department's range.
It was decided to discuss the City Manager's position at
the next meeting.
Mayor Burch said she will have to postpone the meeting
with Michael Purcell and other property owners with regard to
annexation matter for a few days. Aldermen Karr inquired
whether the drainage tubes were installed by Fleming and
Babcock. They were not as of this date.
With regard to problems on Merrimac Street, the Public
Safety Department will lsaue tickets now and will go ahead
and site the people on the nuisance violations. Larry Reece
is to go ahead with the nuisance violations on Florence Road
and 50th Street.
With regard to Kenny's Service Station and Beat

Batteries, Larry Reece will talk to these people.
Alderman Wedua inquired with regard to the levee. This
matter was discussed. It appeared that a CDBG grant has been
applied for.
A letter from Kansas City Power & Light Company was
received regarding the reduction in the rate January 1994 and
refunds to be given.
A letter was received requesting that the City proclaim
the week of February 20, 1994 as National Engineers Week.
Alderman Marshall moved that the City proclaim the week
of February 20, 1994 as National Engineers Week, seconded by
Alderman Karr, the vote was: Aldermen Auat, Rule, Marshall,
Karr, Tetera and Wedua, yea.
There being no further business to come before the
Board, upon motion duly made, seconded and passed, meeting
adjourned at 10:05 p.m.
