These pr^esent were Aldermen Wed~_ia, Teters, Karr^, Rule and A~.ist; Alderman Marshall, absent. Mayor E+etty Burch called said meeting to order. It was decided to dispense with the reading cif the minutes of January 4, 1994 for the present tune. s Lucille Weyer^, 5011 NW Gateway, owner of East 51r~pe Memorial Garden Cemetery, applied for Business License for the Cemetery. She said she is the sole pr^opr^ietor. She has Workmen's Compensation Insurance and Sales Tax Number. This was approved subject to the payment of the fee. .Jeff Watson, 98E6 NW Redoak Lane, F'ar^kv i 1 1 e, M i ssc~~_ir^ i presented a Special Use Permit for a satellite dish on top of the ABF' Building, X01 NW Parkway. Alderman Karr moved to appr^ove the Special Use Permit for^ satellite dish on top c~ ABP Building, 501 NW Par^kway, sec~_mded by Alderman Wedua, the vote was: Aldermen Wedua, Teters, Karr, R~.ile and Aust, yes; Alderman Marshall, absent. A 1 derrnan Karr^ moved t o p 1 ace Bi 11 No. 94-5 on its first reading, seconded by Alderman Wedua. "this Bi11 Authorizes the taking of bids for ~1,E00,000 and authorizing the creation of an additional City Depositlr^ for the highest and best bids. The vote was: Alderman Aust, aye; Alderman Wedua, aye; Alderman Teter^s, aye; Alderman Kar^r, aye; and Alderman Marshall, absent. Alderman Karr moved to put Bill No. 94-5 on its second reading, seconded by Alderman Wedua, the vote was: Alder^man A~_ist, aye; alder^rnan Wedua, aye; Alderman Rule, aye; Alderman Teters, aye; Alderman Karr, aye; and Alderman Marshall, absent. Upon the Bi11 having been read two times and copies of the Bill having been made available for p~_iblic inspection prior to consideratior, r,f the Board of Aldermen, Bill No. 94-5 was passed. Alderman Kar^r moved to place Bill No. 94-4 on its first reading, seconded by Alderman Wedua. 'this Bill appr^r_,ves an agreement between Missouri Darning Company, Argosy Darning Company and City of Riverside, Missouri far connection to the Riverside Sewer Main. The vote was: Alderman Marshall, absent; Alderman Karr, aye; Alderman Rule, abstained; Alderman Aust, aye; Alderman Teters, aye; and Alderman Wed~_ia, i ~ p. 2, 1-18-94, Min. of Reg. Meet. aye. Upon the Bi11 having been made available for public ir,spectic,n prier to consider^ati~_~n of the Beard of Alderrner,, Bi 11 No. 94-4 was passed, Alderrnar, Wedua brought up the matter that Rrgosy does not have their per^for^mar,ce bond ar,d wanted to know what the City is going to do about this, This matter^ was discussed. It was the consensus of the Mayor and Board to have City Attorney Don Witt to act on this irnr,rediately, Argosy has asked far a str^eet address they should use, and this will be checked cut. It was also reported that Ar^gosy has expanded their' offices to Love Faint Cornpar,y. It was brought out that many of the things which Rrgosy plan to req~_iest per^rnits far' are toc~ vague. It was also brought up that they planned tr_, put a 5,~@~D sq. ft. building ir, the fl~~od planes. Writter, plans and r^equest have not been received from Argosy for any b~_~ildir,gs, special use permits, var i ar,ce, etc. Rlderrnan Rule was ~~pposed to the fact that Argosy wants a permit to build a building in the Flood Way. He is 10~X against the building in the flood way ar,d that FEMA does not allow this. Rlderrnan Rule also said he was opposed to the City Attorney meeting with Ar^gosy and the City pay legal fees. It was explained that this meeting was held to try tc~ get Argosy's engineers and ar^chitects on the right track and to save everyone time. The following bids were received or, the surveying of the center' line of Mattc~x, DeCc~r,ick and Var,Depr_~pulier^: Aylett Surveyors X1800. R. L. B~_rford X2850. Kaw Valley Engineering ffi3500. Alderrnar Teters m.=~ved to accept Aylett Surveyors bid for X1800.00 to sur^vey the center line of Mattax, DeConick and VanDepopulier Streets, seconded by Alderrnar Rule, the vote was Alder^rner, Aust, Wedua, Teter^s, Rule, and Karr^, yes; Alder'mar, Marshall absent. With regar^d to getting bids for the repair' of the east end of Line Creek Bridge, only r_,ne was received and it was s~_rggested that the City should tr^y to get more bids. T I F~. 3, 1-18-94, Min. of Reg, Meet. With regard to bids received r_~n the dernalition ar~d clean up of the David Theatre, the fallowing two bids were received: Ar^nold Excavating X17, 080. Gary Wahl, X70 per hour far track loader (estimates four^ days) 'b~240; City rental tr^ack loader^, approximately ~TS~D, plus ~~50 to get to site; all fatal approximately X3778.40. Mayer Burch said she talked to Ed Young fur^ther^ with r^egard to taking dawn the David Theatr^e b~_~i lding. He st i 11 wanted to keep the building, at least the front part. Mayor b~_rrch said she wcarld talk with Mr. Yr_~tmg again and take hirn over^ to see the building to show hirn that its condition is very bad and not safe far keeping. Alder^man Rule rnaved that after^ the Mayor talks to Mr^. Young and he sees the building is not worth keeping that the bid of Gary Wahl be accepted, seconded by Alderman Karr, the vote was Aldermen Wedua, Karr, Rule, Aust and 1"eters, yes; Marshall, absent. N~~tice was given to William and Elva Clark with regard to the nuisance on 50th street, however, no answer was received. It was decided to service a notice to the Clarks to appear before the boar^d cif Aldermen on February i, 1994 at 7:30 p. m. with r^egard to the nuisances at ~80~ NW 50th Street. Larry Reece said that the back Hae is at Deans Caterpillar for there to check o~_it the problem. Larry Reece said he will eat know what is wrong with the machine until they check into it fur^ther and will not know what it will cast. After he finds out the cost of the repair, he would like to call the aldermen to get their permission to have it repaired. Rlderman Karr rnr_,ved that Larry Reece go ahead and have Deans Caterpillar^ check out the back hoe to see what it will take to repair it, then he will cant act all the aldermen far theirs-per^rnissian to have it repaired, seconded by Rlderman Aust, the vote was Aldermen Wedua, Aust, Rule, Karr^, and Teter^s, yes; Marshall absent. A recess was called, Meeting r^econvened and those present were Aldermen Wedua, Teters, Karr^, Rule and Aust; Alderman Marshall, absent. Mayor Burch presided aver the remainder of the meeting. Alderrnan Rule rnaved that the meeting go into regular^ session, seconded by Alderrnan Aust, the vote was Alder^men Wedua, Teters, Karr, Rule a»d Aust, yes; Alderrnan Marshall absent. Alderrnan Rule moved to place Pill Nc~. 94-E on its first reading, seconded by Alderman Kar^r^. -Phis Eill authori<es the City r_,f Riverside, Missouri to increase the pay of Richard Peters, ending his one-year pr^obationary per^iod. The vote was Alderman Wedua, aye; Alderman Teters, aye; Alderman Karr, aye; Alderman Rule, aye; Alderrnan Aust, aye; Alderman Marshall, absent. Rlderrnan Karr moved to place Pill No. 94-6 an its second r^eading, seconded by Alderman Wedua, the vote was: Alderman Wedua, aye; Alder^rnan Teter^s, aye; Alderrnan Karr, aye; Alderrnan Rule, aye; Alderman Aust, aye; Alderrnan Marshall, absent. Upon the Pill having been read two times and copies of the Pill having been made available for public inspection prier to ccrr~sideration of the Poard of Alderrnan, Pi 11 N~~~. 94-6 was passed. Mayor P~_rr^ch said she would like to have a table of ten be r^eser^ved for the Mayor and Paard of Alderrnan or whoever wants to go. The cost is 'b3~.0Q~ per person - sF35~ for the table. Alder^ntan Rule said he would like to pay for the table. Alder^man R~_ile moved to put Pill No. 94-7 on its first reading, seconded by Alder^rnan R~_rst. This Pill provides for^ the appropr^iation of rnaney out of the general f~_rnds of the City fur the payment of certain indebtedness as listed therein. The vote was: Alderman Aust, aye; Alderman Kar^r, aye; Alderman Rule, aye; Alderman Wedua, aye; Alderman Teters, aye; and Alderman Marshall, absent. Alderrnan Teter^s, rnGVe to place Pi 11 N~_~. 94-7 on its seconded by Alderrnan Karr, the vote was: Alder^rnan Aust, aye; Alderman Karr, aye; Alderman Rule, aye; Alderrnan Wedua, aye; Alderman 'Teters, aye; and Alderman Marshall, absent. Larry Reece has gotten in touch with Kenny's Service - i ~ F'. ~, 1-18-94, Min. of Reg. Meet. asking biro to cleanup the tires, etc. and it appeared that it has tur^ned into a used car sales place. If so, he wo~_ild need a business license and special use permit. With regard to the levee, it appeared that the CDEG grand has been applied for^ and that Mike McGinnis is helping with this. Mayor Lurch said she met with Mike Gunn and Mike F'ur^cell and also Fred Sanchez. Mr^. Trimble has promised to bring some drawings, but they have not been presented to date. She said that the meeting seemed to be very constr^~.ictive and there are a few things to be worked out. Mayor Eur^ch said that Ed Rule has been wor^king on plans to build a new Corner Cafe and they are ab~_~ut complete. This together with Ed Yaung's plans, which ar^e both cr,,rnmercial pr^oJects, means that we should be coming closer^ to getting a roaster plan for the City. Mayor Lurch said Mr. Carney has approached her^ and asked what she thought of his building professional buildings in the pr^nper^ty partly in Riverside and adJacent to i•t. She said it wr_n_ild take rezc,ning of the proper^ty and thought it best if he would talk tr_~ John Marshall. Mayor L~_irch said Ed Young is trying to purchase the Lucille Edwards proper^ty. Alderman R~.ile thought the City needs a roaster plan and that they^e should be curbs and storm sewers. All the curbs should be of the same type. Alderman Wed~.ia said that the street in fr^ont of Red X is badly in need of repair^. The minutes of January 4, 1954 were r^ead and approved as cr_,rr^ect ed.
