MINUTES OF SPECIAL MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
FEBRUARY 3, 1994
A special meeting of the Boar^d of Aldermen ...f the City
of River^side, Missouri was held in the City Hall in
River^side, Missa~_rri at 7:~~ p. m. on February 3, 1994. Those
pr^eser,t were Alder^rner, Wedua, Teter^s, Kar^r^, Marshall, Rule and
A~_ist absent, Mayor Betty B~_rr^ch cal led said meeting to crr^der.
This special meeting is called far the purpose of
whether or not the r^esidents of the City of River^side,
Missouri will have to vote or, garnblir,g as set cut ir, the
Missouri Supreme Court, and if so, it wo~_ild have tc~ be
submitted by Tuesday, Febr^uary 8, 1994 by law to appear an
the April ballot.
Another matter to discuss at this special meeting is the
agreement bet weer, Argosy ar,d the City of Riverside, Missour^i,
pending ar, the outcome of the eaters of Missouri on approving
gambling by skill and chance.
After' a discussior, on whether' or not this matter should
be put an the City's ballot in April, it was decided to ga
ahead and pass an ordinance ~_isir,g the language apprr_,ved by
the Missouri Supreme Court as it is interpreted r,ow, ar,d if
this is nc~t the cor^rect language, Mayor Bur^ch said she is
announcing that there will be a special meeting on Monday,
February 7, 1994, at 7:0Q~ p. rn. ir, case there wi 11 be a change
ir, the language to be placed an the April ballot and an
Ordinance to that effect car, be passed.
Aldermar, Karr moved t~~~ place Bill No. 94-10 or, its first
reading, seconded by Alderman Rule, the vote was: Aldermar,
Rule, aye; alderman Wedua, aye; Alderman Marshall, aye;
Alderman Teter^s, aye; Aldermar, Karr^, aye; Aldermar, Aust,
absent. This bill pr^ovides far subrnittir,g to the eaters the
iss~_re of Riverboat Gambling - "Shall the City of Riverside
allow the licensing of excur^siar, gambling boats in the City?"
Alderman Kar^r rnr,ved to place Bi 11 No. 94-1~ or, its
seccrr,d reading, seconded by Alderman Marshall, the vote was:
Alderman Wed~_ia, Aye; Rlder^rnar, Marshall, aye; Alderman
Teters, aye; Alderman Karr, aye; Alderman Aust, absent. Upon
the Bill having beer, r^ead two tunes and copies of the Bill
having ber, made available far p~_rblic inspection prior' to
consider^atic,r, of the Beard ~~~f Aldermen, Bill No. 94-1~ was
passed.
Joe Ur^arn of Argosy spoke to the Mayor ar,d Board
concerning the Misso~_~ri Supreme Court on its decision
regarding river'boat gambling whether it is by chance or
skill.

He proposes that in order far the City to be helped
financially which would also help Argosy, that Argosy pay the
City s6fr00, 000 out of the ~E, E00, 000 in escrow, upon opening
the casing and when the slot machines ar'e legal, then the
City will receive the remaining money. However, there is a
.?,0-day cure per^ic~d. He also said that the Gity would r^eceive
the ten million dollar perfcmmance bond ~0 days after the
s1c~t machine are rendered legal. All of this, of course,
depends on Argosy getting a gaming license. Argosy will ga
ahead and work. on getting a license to open the casino for
playing blackjack only.
City Attar^ney Witt said that the Gity could agree to
this, however, it will have to be in writing before it could
be accepted. Attorney Witt suggested that the City could
approve this sub,lect to it being dare in formal legal
doc~_iment approved by the City Attorney and Argosy and its
officer's. If the City recommends accepting this proposal,
then City Attorney Witt will work up the agr'eernent with
Argosy.
The Mayor^ and E~oard were in agreement to City Attorney
Dan Witt pr^aceeding with the amendment to the Contract with
Argosy.
There being na further^ business to come before the
Esaard, upon rnatian duly made, seconded and passed, meeting
