HomeMy WebLinkAbout1994-03-01MINUTES OF REGULAR MEETING OF BOARD OF' ALDERMEN OF CITY OF RIVERSIDE, MISSOURI MARCH 1, 1994 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on March 1, 1994, at 7:3~ p.rn. "those present were Aldermen Wedua, Teters, Rule, Marshall and Aust; Karr abser•~t. Mayor Betty Burch called said meeting to car^der. It was decided to dispense with the reading of the min~_ites of Februar^y 15, 1994 for^ the present t ime. Mike Karr, of Argosy said he was here regarding business license far the floating barge, Borne food, gifts and liquor. However, at this tune, more information is to be obtained. E~ruce C~_i11ey, CpA, 300G Brook. Tree Lane, Gladstr_,ne, MO spoke to the Mayor and Board regarding the 199-93 City A~_idit. Everyone had r^eceived a copy of the audit at the previous meeting. Mr. Culley said that there is a double accounting system, one manual and the ~~,ther^ on the computer. He recommended that a soft-ware package could be obtained and this wr_,uld elirnir~ate the double system. He said that the City of Kearney has this system. Another matter discussed was the purchase of the Tr^easur^y Bi11s. There were no other questions. Alderman Rule moved that the City accept the 199B-93 a~_idit as presented by Mr. Culley, seconded by Alderman Marshall, the vote was Aldermen Wedua, Aust, Teters, Rule and Marshall, yes; Karr absent. Alderman Marshall moved that the overtime far the month of February, 1994 be approved as presented by Chief Bob Bayless, seconded by Alderman A~_ist, the vote was: Aldermen Aust, Wedua, Rule, Teters, Marshall, yes; Karr absent. The Minutes of Februar^y 15, 1994, were read and approved as corrected. Chief Bob Bayless said he had r^eceived notice that Missour^i Cities Water Company will be flushing out the water lines starting in March and perhaps into April, 1994. Chief Bob Bayless said that when Sony gave the public Safety Department the 'b 1, 000 award, they purchased a fax machine for the City and out of the money remaining, he would like permission to purchase a Television for ~~70 to ~28~ and a stand for the Television for the Burn of ~515~D, plus shipping fc~r a total not to exceed $180. These are badly needed for the public Safety Department. Alderman Rule moved that the City approve the public r page ~, Min. of Reg. Meet., 3-1-94 Safety Department request for p~_rrchasing a Television ar~d Television Stand far a sum not to exceed X180, seconded by Alderman 'feters, the vote was Aldermen Marshall, Rule, Aust, Teters, Wedua, yes; Karr absent. Chief bob Erayless said there are two other items he would like authority to purchase. Since cane dollar is taken Erato every traffic ticket written and is held for the public Safety Department to use in training and equipment, he would like permission to spend Borne of this rnaney. If the Burn goes over X10,000, the City does not get the money over X10,000. The amount is getting close to X10,000 and he would like to use some of the money for training and equipment. They would like to p~_irchase the pR24 type of baton, with holder, which is what the Missouri Highway patrol uses and also the Pepper- Mace and holder which the Missouri Highway Patrol uses. He said that MU at Columbia does the training on both items and it wauid c~~+st $185.00 per person for the pepper Mace and X75.00 per person on the baton. However, the Missouri Highway patrol has agreed to carne to the City and provide the training free. The City dust has to pay for the eq~_~ipment. The cast of the Pepper Mace and holders waulcl be approximately `552J.~Q~ and the pR24 Baton and holder would be appr^axirnately X1300. After the training the public Safety people will be certified. The cast of the amm~_rnition would be appraxirnately 51200. This would be for the training as well as the ammunition. Alderman Marshall moved that the City author^ize the Rublic Safety Department to spend appr~~ximately X1200 far arnmunitian far target practice, as well as training far same, seconded by Alderman Teters, the vote was Alder-men Wedua, Teters, Marshall, R~_~le and Wust, yes; Karr^ absent. Chief Bayless said he would like to attend the Law Enfarcernent Seminar at Tan Tar^a an May 22 to 25 at a cost not to exceed X450.00. p Page 3, Min. of Reg. Chief Lob Layless said the last time the City p~.it ~_~p the Public Safety Department car for bids, it appear^d t~ be expensive and time cc~nsurning with little r^esults. He said he would like the Loar^d of Alder^rnen to apprr_,ve trading in the old car on the new car, which is less paper wor^k and it appears the r^esults are better. This was approved by the Lc~ard of Alder^rnen. Mayor Lurch said that they^e was an accident with the City's small tr~_ick. The other party could not stop and ran intc~ the tr~_ick. A letter was r^eceived from Erin McGill of Feder^al Sign Company advising that they have changed the size of the lettering on the sign for Argosy, row the main sign will have an advertising space of ~=97.7 square feet and the two panels wi 11 have 57 squar^e feet for^ a total of ..;,55.7 square feet, therefore they will have to go to the LZA. Mayor Lurch said that on December 2, 1993, the City appr^oved the sanitation and storm sewers for Indian Hills Estate. Prior to this letters wer^e wr^it•ten fr^~~nr the City Engineer and Surveyor^ Sam Alyett to the Mayor setting oi_~t the situation of the sewer system. It appeared these sewers complied with he City ordinances. Mayor Lur^ch said that on February 17, 1994 approximately 9:00 a. m. she received a call fr^orn Lar^ry Reece stat ing that all the Planning Commission Meeting Minutes far the years 1991, 1992, 1993 and to date in 1994 were missing from the book. She said that Letty Johnson had these minutes on her^ computer and made copies of the missing minutes. She said that they are putting a copy in the safe and copy in the City Hall. Mayor Lurch said that with regard to the Clar^k's property at 2805 NW 50th Str^eet, that the Clarks has given P I Page 4, Min. of Reg. Meet. , 3-1-94 the tenant notice to move and that the Clar^ks have gone tc~ Flor^ida for^ a while. That if the Poard wants to have papers served are the Clarks that the building will have tc~ be taken down, this will have to be done when the Clarks return from Florida. Vicki Richardson, 1903 NW 45th Ter^r^ace was present to r_,bser^ve and see what cornrnunity project her 4-H member^s co~.~ld help with. She said their 4-H gr~~~up is the Show Me and meet at Graders Elementary School. They have 14 members ranging in age from 11 tc~ 13. At the present time the c,n1y pr^o,7ect brought up was the fall festival. Alderman Marshall thanked the people for getting all the lights on, and that when the Riverboat is going well, he would like seriously to r^ecornrnend the purchase of a fir^e truck. A recess was called. Meeting reconvened. Those present were Aldermen Wedua, Teters, Marshall, R~.ile and A~_ist; Karr absent. Mayor Porch pr^esided over the remainder of the meeting. Alderman Rule moved that the Mayor and Pear^d gc~ into executive session to discuss possible litigation, seconded by Alderman Marshall, the vote was: Aldermen Wedua, Teters, Marshall, Rule and Aust, yes; Karr absent. Alderman Marshall moved that the meeting go into regular session, seconded by Alderman Aust, the vote was: Aldermen Wedua, Teter^s, Marshall, Rule and Aust, yes; Karr absent.
