HomeMy WebLinkAbout1994-05-17 MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI MAY 17, 1994 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall in Riverside, Missouri on May 17, 1994, at 7:30 p.m. Those present were Aldermen Wedua, Tetera, Marshall, Rule and Owen; Aust, absent and Mayor B®tty Burch called said meeting to order. It wea decided to dispense with the reading of the minutes of May 3, and May 10, 1994 for the present time. Gary Brenner, 3009 NW Vivion Road wee present for e Fireworks Licenaa at Northwest Gat®way end Northwest Vivion. He presented the Certificate for Tex, Temporary License from the State, Parking plan, liability insurance; the Bond money will be paid May 18, 1994. (Sign permit to b® paid.) The license application was approved aub~ect to the payment of the fees. Mika Johnson, 17713 Talon Drive, Holt, M0, presented business license for selling Fire Worker et Bubba's Used Car Lot, Northwest Getewey. Ha has Missouri State Temporary Lic®nse, Missouri Division of Saf®ty , Parking Plan, Tex Number, Bond posted. CSign permit to be paid.) Thia wea approved aub~ect to the payment of the fees. Jim Martin, 11716 E. 40th Street, Independence, Mo. presented Business Lic®nse application for Fire Worker Stand at 1920 Northwest Platte Road <Karra Uaed Cara); He has parking plan, Safety permit from State, certificate of insurance and bond money, sign permit paid for. Thia wea approved aub~ect to fees being paid. Janice Thom, 3620 NW 50th Street spoke to the Mayor end Board asking the City to form a task force to control animals in the City. She had en ordinance from San Mateo, CA. Thia is something where you get the residents to take care of the animals. The apartment people should get involved. She avid this is connected with the Humane Society of the United States. Carol Thom of Platte county has n teak force. They are trying to get Platte C1ty, Perkville and Platte Woods involved. Mora information will be furnished. The City felt this wea something the City should look into. The partial easement release of Young Easement was brought up and City Attorney Don Witt recommended to check with the City Engineer to see whether this involves any property releasing easements. Chief Bob Bnylsaa reported on the Public Safety Department having a Bicycle Bnah on June S, 1994, at 1:00 P Page 2, Min. of Rsg. Meet., 5-17-94 p.m. Thies will involves children up to the nge of 15 years and the bikes can have training wheels. They will have a video on safety, refreshments, games, contests and prizes. Daryl Karr will be in charge. Chief Bob Bayleaa said that Riverside Public Safety Department is joining the Greater Kanaaa Citizens on Strike Back et Crime Expo '94. Thies will be at H. Roe Bartle Hnll on May 21 and 22, 1994. Hs said Riverside Public Safety will have their display locnted in front at the Hall. Thies will be advertised on TV. Chief Bayleaa said they nre in the process of employing a reserve officer and they had approximately 40 applicants. They are down to the four finalist and ere doing the final check on these. Chief Bayleaa said that have a fill tlms and a part time vacancy in the Communication Department. He said he would like to recommend Charley Ralph Lanning as communication Specinliyt. Aldermen Ruls moved to place Bill No. 94-29 on its first rending, seconded by Aldermen Marshall, the vote was: Alderman Wedua, aye; Alderman Owen, aye; Alderman Tetera, eye; Alderman Rule, eye; Alderman Auat, absent; Alderman Marshall, eye; Thies 8111 provides for the employment of Charles Ralph Lanning as Communication Specinliyt. Alderman Rule moved to place Bill No. 94-29 on ity second reading, seconded by Alderman Marshall, the vote was: Aldermen Wedua, aye; Alderman Owen, aye; Alderman Tetera, aye; Aldermen Rule, eye; Alderman Auat, absent; Alderman Marshall, sys. Upon the B111 hewing been read two times and copies of the bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill Mo. 94-29 was passed. Chief Bayleaa said that we hews never picked up the second Public Safety Department car which was ordered last year. This vehicle is now ready and will be picked up during this budget. He said there two vehicles which need replacing. He would like permission to go ahead and pick up the vehicle ordered in the 1993-94 budget and order one vehicle in the 1994-95 budget, this is to include the necessary equipment and will include the trade-in of the old vehicle. Alderman Marshall moved that th• City take delivery on one new Public Safety Department vehicle in the 1993-94 budget and order a new vehicle for the 1994-95 budget, seconded by Alderman Rule, the vote wee Alderman Tetera, P I Page 3, Min. of Reg. Mayor Burch said that she was told the lest election costa were up and this waa due to the publications in two Wawa papers and Dories Garner, County Clerk has issued notice that publication will be in only one paper. There were three bide on repairing the air conditioner in the City Hall, however, since it appenred that these bids ware not on the same type of repair, that new bide should be received on the same type of repair. Aldsrman Marshall moved to place Bill No. 94-30 on its first rending, seconded by Alderman Tstera, the vote waa: Aldermen Wsdua, ayes; Alderman Owen, aye; Alderman Ruls, aye; Alderman Tstera, eye; Aldsrman Marshall, aye; and Alderman Auat, nbaent. Thies Bill provides for the appropriation of money out of the regular fund of the City of Riverside, Mlaaouri for the payment of certain indebtedness as listed therein. Alderman Marshall moved to place bill No. 94-30 on its second reading, seconded by Alderman Wsdua, the vote was: Alderman Wedus, aye; Aldermen Owsn, eye; Aldsrman Rule, aye; Alderman Tetsra, eye; Aldsrman marahall, aye; Alderman Aust, absent. Upon the Bill having been read two times and copies of the bill having been made available for public inspection prior to consideration of the Board of Aldermen, Bill No. 94- 30 waa pnaasd. Notice hea been received from Delta Dental that there is an increase X1.04 par month in their rates starting June 1, 1994. Alderman Rule moved to accept the increase in Delta Dental Rates, seconded by Alderman Marahell, the vote was Aldermen Rule, Marahell, Tetera, Wedue and Owen, yes; Alderman Aust, absent. The work on the vacant property where the David Theatre waa will be done by Gary Wahl. He will remove the rock and smooth the ground. A fence will be installed. Bides on improving Merrimac will be received. It was thought that there should be a meeting with the people on Merrimac concerning the improvement of the street. Alderman Marahell moved to go out for bide on improvement of Merrimac Street, seconded by Alderman Tetere, the vote waa Aldermen Tetsra, Marahell, Wedus, Owen, and Rule, yea; Aldermen Auat, nbaent. __ Y I Page 4, Min. of Reg. Meet., 5-17-94 Alderman Marshall moved to go into executive session 1n accordance with MO State Statute Section 610.210 Subsection C1> for hiring, firing or disciplining or promoting an employee or other personnel matters, seconded by Alderman Rule, the vote was Aldermen Tetera, Wedua, Rule, Marshall, and Owen, yes; Aldermen Auat, absent. Alderman Rule moved to go into regular session, seconded by Aldsrmnn Marahell, the vote wee: Aldermen Wedua, Tetera, Mnrahall, Rule and Owen, yes; Alderman Aust absent. Red-X Nursery hea a business license and has had one every year on a yearly bnals, since they have been there. Chuck McKson's sewer was discussed. Mnyor Burch avid that the Gambling Boat for Riverside w111 bs ready for christening in Alabama on June 3 or 4, 1994 and Argosy has requested Mayor Burch to participate. Thies was approved by the Board. Concerning the highway property along Csrreto Lans to divert back to the property owners, it was suggested that the description of the property be obtained, as wall as a survey. Mnyor Burch said that Jimmy Karr would like to be on the Planning Commlaaion. Alderman Ruls moved that Jimmy Karr be appointed to the Planning Commission, seconded by Alderman Marahell, the vote was: Aldermen Wedua, Tetera, Marahell, Rule and Owen, yea; Aldermen Aust, absent. The minutes of Mny 3, 1994 were read and epprovsd as corrected. The minutes of May 10, 1994 were read and epprovsd ea corrected. It was brought out that the gear box on the Kubota needs repairing for the sum of B200.00. It was agreed to have this repair done. It was announced that there would be a meeting on May 24, 1994 for discussion of the 1994-95 Budget.
