MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
JUNE 21, 1994
A reg~.~lar meeting of the Board of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missouri an June 21, 1994 at 7:30 p. m. Those
present were Aldermen Teters, Aust, Marshall, Rule and Owen;
Wedua, absent. Mayor Burch called said meeting to order.
It was decided to dispense with the reading of the
minutes of May 24, June 7, June 14 and June 21, 1994 far the
present time.
Joe Uram, Chief Financial Officer far Argosy, spoke to
the Mayor and Board, stating that some 14 err 15 months ago
Argosy came to Riverside saying that it wanted to be the
first to start riverboat gambling in this area and today they
had its shake-down cruise. He felt everything went very well
and by noon tomorrow he will know if they will be approved
for its license. If sa, they will make their first cruise
June 22, 1994 at 4:00 p. m. and invited everyone here to came.
He said there were some hurdles and those were overcome.
Whitney Blacksher, 8427 N. Carson Avenue, Kansas City,
MO 64153 representing Blacksher Trash Service at same address
far Business License. This was approved subject to payment
of fee.
Kelly Caldwell, 4700 NW 67th Street, K. C. , MO,
representing Nation Wide Engine Supply, Inc. at 636 NW Platte
Valley Raad far Business License. This was approved subject
to the payment of the fee.
Tirn Haverder, 4906 NW 60th Street, Kansas City, MO,
representing U S Dlating at 4112 NW Riverside Street far
Business License, Change of Use and Special Use. He was
present on June 7, 1994 and since there were several
questions the City needed answered due to Mr. Haverder
cant acting the Kansas City Water Pollution Department. At
the present time the testing and monitoring of the discharge
water from certain businesses is being worked out. Since
this could be quite expensive, the Berard asked Mr. Haverder
if he would be willing to pay the entire expense far this
work and Mr. Haverder said he would not obJect to paying far
the entire cast of lthe praJect.
Alderman Marshall moved that the Change of Use permit be
approved for Tim Haverder, seconded by Alderman Teters, the
vote was Aldermen Teters, Aust, marshals, Rule and Aust,
yes; Wedua absent.
Alderman Marshall moved to approve the Special Use,
seconded by Alderman Teters, the vote was Aldermen Teters,

The bU51ne55 license for U S Plating was approved
subject to the payment of the fees.
Clif Watharn, 5113 NW High Drive, spoke to the Mayor and
Board of Aldermen concerning Argosy having a guard and guard
house at the entrance to the park area where Argosy is
leasing from the City. He said that he and his wife were
driving around last Sunday and they were not allowed to enter
the area. He also said that to his knowledge there has never
been a permit for the Guard House from the Planning
Commission.
Mr. Joe Uram of Argosy said that the reason far the
guard is that they had lots of construction going an and also
they have to be very careful of their employees so that other
potential riverboat gambling people could not take them away
frarn Argosy, because they have much involved in these
employees.
Mayor Burch said that the City of Riverside has received
a sample resolution to adopt from the Solid Waste Management.
Alderman Marshall moved that the City adapt the
resolution pertaining to Solid Waste, seconded by Alderman
Rule, the vote was: Aldermen Owen, Rule, Marshall, Aust and
Teters, yes; Wedua absent.
Alderman Aust rnoved to place Bill No. 94-34 on its first
reading, said Bill authorizes the taking of bids far X30@,0@0
and authorizing the creation of an additional City Depositor
for the Highest and Best Bid, seconded by Alderman Rule, the
vote was: Alderman Marshall, aye; Alderman Rule, aye;
Alderman Aust, aye; Alderman Teters, aye; Alderman Owen, aye;
Alderman Wedua absent.
Alderman Rule moved that place bill Na. 94-34 an its
second reading, seconded by Alderman Aust, the vote was:
Alderman Marshall, aye; Alderman Rule, aye; Alderman Aust,
aye; Alderman Teters, aye; Alderman Owen, aye; Alderman
Wedua, absent. Upon the bill having been read two times and
copies of the Bill having been made available far public
inspection prior to consideration of the Board of Aldermen,
Bill Na. 94-34 was passed.
Mayor Burch said that it has been brought to the City's
attention that Argosy wants to have a fire works display, and
perhaps mare than one. Chief Bob Bayless has done a little
research on the matter and said there are two options far the
people who are going to do the display, i. e. They can go
through the Fire Marshall's Department and the City will not

be involved ar they can ga through the City of Riverside
which will involve the City. In any event the person or'
persons putting on the display has to have a Class B license
to purchase and shoat the fire works. In the course of
discussion, Kurt Eckard and Gary Brenner were present and
advised the Mayor and Board that they have the license to
purchase and display the Class B fire works.
The Board chose to have Kurt Eckard and Gary Hrenner to
shoat the fire works under the ,jurisdiction of the Fire
Marshalls rules.
Mayor Burch said she now has a copy of the law suit
against the Special Raad District and would like to take it
under advisement.
Chief Bayless said there will be two people training and
riding in the Public Safety vehicles, namely Carl Drowns and
Kelly Harter, they are students at Maplewood College and are
training for the FBI.
Chief Bayless said that the papers have now been served
an the Clarks to vacate and clean up the property an 50th
Street, date of service was June 20, 1994 and they have 30
days in which to clean it up.
Chief Bayless would like to invite the new reserves to
the Hoard of Aldermen meeting on July 5, 1994 to meet
everyone and to have a swearing-in ceremony.
Chief Bayless said that Mike Shelton would like to
attend a fire sprinkler system seminar in either August ar
October. This ICBO Training Seminar will cast approximately
~ 190. 00.
Alderman Rule moved that Mike Shelton attend the ICBO
Training seminar in August ar October, 1994 at the cast of
approximately X190.00, seconded by Alderman Marshall, the
vote was Aldermen Owen, Rule, Teters, Rust and Marshall, yes;
Alderman Wedua, absent.
Alderman Rule moved to place Bill Na. 94-35 an its first
reading, this Bill provides far the appropriation of
X13,284.50 out of the general funds far the payment of a
Public Safety Department Vehicle, seconded by Alderman
Marshall, the vats was: Alderman Owen, aye; Alderman Teters,
aye; Alderman Rule, aye; Alderman Aust, aye; Alderman
Marshall, aye; and Alderman Wedua, absent.
Alderman Marshall moved to place Bill No. 94-35 an its
second reading, seconded by Alderman Rule, the vote was:

Wedua, absent. Upon the bill having been read two times and
copies of the bill having been made available far public
inspection prior to consideration of the Board of Aldermen,
Bill No. 94-35 was passed.
Information an the parking of RV's, Taw Trucks, etc. in
the residential areas of Riverside will be given to the
Planning Cammissian along with copies of ordinances from the
surrounding cities on the subject. The Planning Cammissian
is to study this matter and give the Board of Alderman their
thoughts.
It was announced that Cablevisian lowered their rates by
57 cent s.
A recess was called. Meeting reconvened. Those present
were Aldermen Teters, Aust, Marshall, Rule and Owen; Wedua,
absent.
Alderman Aust moved to place Bill Na. 94-36 on its first
reading, seconded by Alderman Teters. This Bill provides far
the appropriation of money out of the general fund of the
City of Riverside, Missouri for the payment of certain
indebtedness as listed therein. The vats was Alderman
Teters, aye; Alderman Owen, aye; Alderman Aust, aye; Alderman
Rule, aye; Alderman Marshall, aye; and Alderman Wedua,
absent.
Alderman Aust moved to place Bill Na.. 94-36 on its
second reading, seconded by Alderman Teters, the vote was
Alderman Teters, aye; alderman Owen, aye; Alderman Aust, aye;
Alderman Rule, aye; Alderman Marshall, aye; and Alderman
Wedua, absent. Upon the Bill having been read two times and
copies of the Bill having been made available far public
inspection prior to consideration of the board of Aldermen,
bill Na. 94-36 was passed.
Alderman Marshall moved to ga into executive session in
accordance with State Statute Section 610-21 and subsections
regarding hiring, firing ar disciplining or promoting
employees, seconded by Alderman Aust, the vote was Aldermen
Marshall, Rule, Owen, Aust and Teter^s, aye; Wedua absent.
Alderman Aust moved that the meeting ga into regular
session, seconded by Alderman Marshall, the vote was Aldermen
Teters, Mar^shall, Owen, Rule, and Aust, yes; Wedua absent.
Alder^man Rule relayed a message from Alderman Wedua
wanting to know when VanDePapulier is going to be sealed and
chipped.

Alderman Marshall wanted to know if someone has asked Ed
Young when is going to start building and quit filling.
It was announced that there will be a meeting of the
board of Aldermen an Tuesday, June 28, 1994 at 7:30 p.rn.
There being na further business to came before the
board, upon motion duly made, seconded and passed, meeting
