MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
JULY 5, 1994
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on July 5, 1994, et 7:30 p.m. Those present were
Aldermen Tetera, Auat, Marshall, Rule and Owen; Wedua absent.
Mayor Burch celled said meeting to order.
It was decided to diapena® with the rending of the
minutes of June 28, 1994 for the present time.
Ralph Schumde, Route #2, Box 287, Holt, MO 64048, spoke
to the Mayor and Board of Aldermen regarding Homestead
Terrace and Homestead Road possibly being dedicated and
accepted by the City and also there is a piece of vacant
property which they could possibly give to the City for a
park. Thies mutter was discussed and it wea decided to table
the mutter until further information could be obtained.
Steve Brettell, 4101 Weat 72nd Ter., Prairie Village,
said h® spoke to the Planning Commission regarding some
property between Bob Gieaeke and BFI (approximately 18
acres) which would be used four to six days a season for a
music festival end they would expect approximately four
thousand people each day. Mr. Brettell was given information
regarding improvements to be made end also was told that this
area was not zoned for this type of business.
The following bide ware received on an area in Indian
Hills and NW Platte road:

Alderman Tetera moved that the City accept the bid of
McConnel'a Aaaoc. in the sum of 83100.00, seconded by
Alderman Auat, the vote wea Aldermen Tetera, Owen end Auat,
yea; Aldermen Rule and Marshall, no; and Alderman Wedua,
absent.
The following bide were received on enlarging the
parking facilities in Renner-Brenner Park and also the walk
area:

Alderman Auat moved that the City accept the bid of

Action Asphalt Paving Co. in the sum of X10,925, seconded by
Alderman Rule, the vote waa Aldermen Owen, Tetera, marahall,
Auat and rule, yea; Wedua, absent.
Alderman Rule moved to place Bill No. 94-37 on its first
reeding, seconded by Aldsrmnn Marshall, the vote waa Aldermen
Tetera, aye; Alderman Marshall, aye; Alderman Auat, aye;
Alderman Rule, aye; and Aldsrmnn Owen, aye; Alderman Wedua
absent. This Bill authorizes the longevity pay increase for
Daryl L. Karr.
Alderman Ruls moved to piece Bill no. 94-37 on its
second reading, seconded by Alderman Marshall, the vote was:
Alderman Tetera, aye; Alderman Marshall, aye; Alderman Auat,
aye; Alderman Ruls, aye; Alderman Owen, aye; and Aldermen
Wedua, absent. Upon the Bill having been read two times and
copies of the bill having been made available for public
inspection prior to consideration of the Board of aldermen,
Bill No. 94-37 waa passed.
Aldermen Rule moved to place Bill No. 94-38 on its first
reading, seconded by Alderman Marshall, the vote was;
Aldermen Marshall, aye; Aldermen Owen, aye; Alderman Aust,
eye; Alderman Tsters, aye; Alderman Ruls, aye and Alderman
Wedua, absent. Thies Bill provides for the appropriation of
money out of the general fund of the City of Riverside,
Missouri as listed therein.
Aldermen Marshall moved to place bill No. 94-38 on its
second reading, seconded by Alderman Ruls, the vote wee na
follows: Alderman Ruls, aye; Alderman Marshall, aye;
Aldermen Owen, eye; Alderman, Tetera, aye; Alderman Auat,
aye; and Alderman Wedua, absent. Upon the bill having been
read two times and copies of the bill having been made
available for public inspection prior to consideration of
the Board of Aldermen, Bill No. 94-38 was passed.
Chief Bob Bayless said that in May 1994, the LETSAC
requested information for the Officer of the Year Award and
he nominated Tom Archibald who was chosen for the Officer of
the Yeer Award. Tom Archibald and his wife will be able to
attend the ceremony of his acceptance of the award and
expenses will bs paid by the State of Missouri. Chief
Bayless said that he also plane to attend.
Chief Bnyleas thanked the Mayor and Board of Alderman on
behalf of the Public Safety Department for the increase in
pay and all the other things the City has done for his
department.
With regard to Ed Young's permit for filling end
grading, Larry Reece said he has spoken to Mr. Young and he

said they are through filling and ere ~uat capping it off.
Mayor Burch is preparing a list of buainea8ea and
property owners who appear to be in violation of the City
Ordinances to come to the next meeting for a discussion on
same.
Chief Bob Bayleaa reported on the Clark's property on
50th Street. He said they went to court and the occupant has
until July 19 to move and remove all his things from the
property.
Alderman Tetera excused from meeting at 8:30 p.m.
Mayor Burch said that at the next meeting of the
Planning Commission she will have information for it to
discuss the parking of RV's, boats, tow trucks, etc.
Ordinances from several cities will be studied and its
conclusion will be brought to the Board of Aldermen.
Alderman Marahell moved that the City bar the uas of
fireworks in the City of Riverside, seconded by Alderman
Auat, the vote was Alderman Auat, yea; Alderman Owen, no;
Alderman Marshall, yea; Aldermen Rule, no; and Aldermen Wedue
and Tstsrs absent.
Mayor Burch said she would like for ell the Aldermen to
be present to discuss the discontinuance of use of fireworks
in the City end will hold her vote until then.
Alderman Ruls said that he would like further
discussion about certain businesses coming into the City,
wherein plena should be required before proceeding with
necessary permits.
Alderman Marahell concurred with Aldermen Ruls and
suggest that Larry Reece check the businesses to see that
they are living up to the ordinances.
It was brought up that Bob Gisaeke temporary permit on
his parking lot has or will expire shortly.
Alderman Marahell brought up the aub~ect that some
people thought the music on the Riverboat was too loud. This
will be checked into.
