HomeMy WebLinkAbout2009-09-01Minutes of Regular Meeting Of Board of Aldermen of City of Riverside, Missouri September 1, 2009 A regulaz meeting for the City of Riverside, Missouri, was held in the City Hall of Riverside, Missouri at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Thatcher, Hurt, Super and Bmns. Also present were David Blackburn, City Administrator, Mike Duffy, Director of Community Development, Louise Rusick, City Clerk, Meredith Hauck, Community Relations Director, Brian Hall, Interim City Attorney. Motion For Closed Alderman Hurt moved that the meeting go into closed session, pursuant to Session at 6:30 p.m. RSMo 610.021 (1) Legal and RSMo 610.021(2) for discussion of Real Estate Issues, seconded by Alderman Thatcher, the vote was: Aye: Aldermen Thatcher, Cope, Fuller, Hurt, Bruns and Super. Motion carries. Motion For Open Alderman Cope moved that the meeting go into open session, seconded by Alderman Session at 7:00 p.m. Hurt, the vote was: Aye: Aldermen Super, Cope, Fuller, Hurt, Bruns and Thatcher. Motion carries. Roll Call All board members answered to roll. Pledge of Allegiance Mayor Rose started the recital of the Pledge of Allegiance with the audience joining hr. Visitor comments Christi Mays with Miles of Smiles, 6301 N. Oak Trafficway, Gladstone, Mo. thanked the board for the check received for $15,000 in exchange for services for the 150 Riverside kids in Riverside. There is almost 3,000 children in the Platte County area that receive this dental service each yeaz. Public Heazing Opened Mayor Rose opened the Public Hearing at 7:11 p.m. to consider rezoning of Property Generally Described as Kendallwood Hospice, 2908 NW Vivion Road, Riverside, Missouri 64150. Mike Duffy explained it was recently discovered that the site in question has two different zoning classifications, R-3 and C-1. Considering the majority of the site is utilized For business purposes, it does not comply with the R-3 zoning district. How this situation came to be is unclear, especially considering business activities have been conducted on the site for many years. The 10,633 square foot building located on the site was constructed in 1960 and has housed numerous businesses throughout the years. The property owner is requesting to rezone the site entirely to C-1 to rectify the situation and ensure the longevity of the property. The rezoning will have minimal impact on the surrounding properties and the change in zoning will not impact the current use of the site. The rezoning is in compliance with the Comprehensive Master Plan and established planning principles. Planning and Zoning recommends approval of the rezoning. Mins. 9/1/09 Public Hearing, Closed As there were no other comments from the public, Mayor Rose closed the Public Hearing at 7:09 p.m. Temporary Liquor Alderman Thatcher moved to approve a Temporary Liquor License for the Riverside License for the Chamber of Commerce for the Riverside Riverfest, seconded by Alderman Bruns, the Riverside Chamber vote was: of Commerce for the Riverside Riverfest, Aye: Alderman Thatcher, Cope, Hurt, Bruns and Super. Approved No: Alderman Fuller. Motion carries. Minutes of Aug. 18th Alderman Super moved to approve the minutes of August 18, 2009 with corrections on Approved page 8, Motion for Open Session Time 11:12 and Adjournment Time 11:25, seconded by Alderman Cope, the vote was: Aye: Aldermen Hurt, Super, Bruns, Thatcher, Fuller and Cope. Motion carries. Court Report, Alderman Fuller moved to approve the Court Report for August 2009, seconded by Approved Alderman Bruns, the vote was: Aye: Aldermen Hurt, Fuller, Cope, Bruns, Super and Thatcher. Motion Carries. Bridge Rail The railing on Argosy Parkway Bridge East is in bad shape and the railing on the Improvements Gateway Bridge. Costs have been obtained to fix the bridge railings as follows: • $5,000 Sand/Paint • $10,000 Remove/sand and powder coat and install • $60,350 Install new fencing including extending a gap in the fencing; 35-36 feet to connect to the E.H. Young Pazk fence The E.H. Young Pazk fencing has a paint problem also and Mike has talked to Guier Fence, but they've not had much interest in coming out to look at it. This matter will be brought back to the September 15`" boazd meeting for discussion. Platte County The group met here last week and was updated on the upcoming planning project and our Economic Dev. desire to take a look at the vision for Horizons and they were very positive and looking Council forwazd for the boazd moving forward with a unified vision with what happens in Horizons. They are very glad we are continuing with the infrastructure improvements. Mike will meet with Jesse Shroyer with the PCEDC "Plug In Motors" as they take gas powered vehicles and convert them to electric and aze looking at building a new facility. Mike and Ms. Shroyer will be meeting with the representatives of the company to fmd out what their plans are for their business. Vivion Road Update Matt with Shafer, Kline & Warren said a little work has been done on the bike trail and work on the east side of the road and they did meet with the contractor expressing the board's desire to have the work complete on Phase I before winter and as much as Phase II that they can have done before winter. Kansas City Power & Light will move overhead power lines to underground Quik Trip to the nursing home on Vivion Road and High Drive to the day care and 500' up High Drive and up Cliffview to the Tax Center. Mins. 9/1/09 Two green spaces aze proposed just north of the High Drive up to the old Public Safety building with the transformer moved and power lines placed underground. Also, a new offset intersection will be done to give a more delineated drive lane to Kendallwood and line up the drive with Brencrest and City Hall. Some stripping will be added to the Kendallwood pazking area. Easement to KCP&L Alderman Fuller moved to approve the City granting an easement to Kansas City Power Approved & Light for underground conduit to be placed to get power to the signals at Horizons and 9 Highway, seconded by Alderman Bruns, the vote was: Aye: Aldermen Fuller, Super, Cope, Hurt, Thatcher and Bruns. Motion carries. 9 Highway Update Sabin said a project schedule map will be given to the board at the next meeting and it will also be posted on the City website. Travis with Cook, Flatt & Strobel will be meeting with MoDot for the second to last walk-through of the project, getting the fmal punch list and a date should be obtained on the completion of the project. Sodding and seeding is done with clean up taking place. We are on KCP&L's constmction schedule to get the signal lights power at Horizons Parkway and 9 Highway. Argosy North Update There is a bill on the agenda tonight for the relocation of transmission lines by KCP&L and looking at steel poles that can be installed with an 8-10 week delivery time. We are looking at bidding the project in October, notice to proceed in November 2009 and completion by Thanksgiving 2010. Quiet Zone Update The board was presented with 3 estimates for the rail crossings "Quiet Zones" and they aze as listed: • $109,572.93-Argosy • $ 45,571.55-Intercon • $ 44,452.42-Conoco Construction is proposed first on the Argosy Pazkway crossing. A meeting with Holliday Sand, the City and Argosy took place to discuss the new road and the decision was to move forward. Traffic counts for truck traffic was done and Argosy is very interested in seeing the actual counts. The track drivers prefer to turn right out of the sand company rather than going through the Argosy business district and also the highway is closer this way. Ten to twelve trains a day go through this crossing with the crossing arms being down from 6-8 minutes each time. Once the new road is opened, there will be additional signage placed in various areas. Both parties want to monitor the condition once the new road is opened. When there is an event in the park, Public Works will place barricades on the roadway so vehicle traffic can be controlled. Proceed with the Argosy Alderman Hurt moved to approve proceeding with the Argosy Pazkway and Intercon & Intercon constmction.. constmction at the Quiet Zones, seconded by Alderman Brans, the vote was: Approved Aye: Aldermen Thatcher, Fuller, Cope, Bruns, Super and Hurt. Motion carries. Mike Duffy's comments Two projects to be started next year are the stimulus and the federal highway funded project on Vivion Road and those projects being Line Creek Bridge and the AA Highway intersection improvements. The AA Highway project starting next April through August Mins. 9/1/09 for the AA intersection project and July through September for the Line Creek project. MoDot will be managing the project at 9 Highway, West Platte Road and Briarcliff Parkway with the new interchange to be built at this location. This project is supposed to go out to bid this month and take approximately one yeaz to construct. Because this area will be closed, there will be a significant amount of traffic onto Vivion Road and, it is a concern to have the Line Creek Bridge closed at the same time. So, we're still moving ahead to getting the plans for design done, bid the project, but have the constmction for the project staged so once traffic is opened up on W. Platte Road traffic can move through the area. Staff is working with MoDot to make sure this can function well and staff is talking to the school district officials as they've been told this may be a fall project for the bridge and they are comfortable with that idea. Kansas City says if they gee their portion of the funding for the Northwood Road project, they will support our position and allow us to manage the project and be more coordinated and in a seamless fashion. Tiger grant funding is being applied Far both the Riverside and Kansas City, Mo. There is a public meeting coming up in October regazding the Northwood Road project. Public Works comments Alderman Fuller moved to approve purchasing the equipment for the new Ford 550's from American Equipment for $33,988, Alderman Hurt seconded and the vote was: Aye: Aldermen Fuller, Bruns, Cape, Thatcher, Hurt and Super. Motion carries. After Riverfest, the park will be mobilized and reseeding done, then Renner-Brenner and Homestead Park will be re-seeded and some dead trees removed and stump grinding. Renner Brenner Park The idea now is to put the playground equipment where the skateboard park is located. The skateboazd park equipment would be removed and move it down further on Vivion Road, possibly on Levee District property where Public Safety can monitor the park. The Park Board will meet tomorow night and members will walk to the park and investigate the idea. Levee Board Update David Blackburn said David Derricks, the Corps of Engineers resident expert on bank erosion control visited Line Creek and east branch. Our engineers report will be coming to the boazd on this soon. The Levee Boazd has now moved their office into the Horizons azea. Mayor's Comments Mayor Rose said she attended the sustainability summit with MARC in Denver, Co. with long hours of workshops with about 22people in the group with team building on sustainability items. Making decisions, as they refer to as the "triple bottom line analysis" of dealing with key issues and answering 3 questions on social, economic and environmental issues. If the questions can be answered in a positive way, it gives you the basis to move forward on whatever it is to be done. The Metro Mayor's Caucus meeting is scheduled For September 18'" at the H&R Block building. Mayor Rose spoke on a panel with the Pazkville Chamber and they were very positive and had great discussion. People outside of the community are excited about things happening here. Mayor Rose was invited to the Kansas City Mayor `s council and 18 Mayor's attended and discussed urban affairs, regionalism, stimulus money for small communities and the Mayor from Wood Heights expressed how Riverside had played an important role for them as we helped them out in the past. Riverfest is September 18"' and 19`" and there will be a float for the board members and the Mayor asked Tom to thank Public Works for the pazks looking so great. Board's Comments Alderman Thatcher said it was good to see a great number of people at the Chamber luncheon at Pazkville and thanked the Mayor for doing an admirable job. Mike's comments Mike said a proposal has been received and will be brought to the boazd regarding the Renner Brenner artifacts. Gatewoods has received Corps of Engineers approval for their project. The cost estimate from the engineer has been received and the agreement is being reviewed. Mins. 9/1/09 6 Alderman Fuller asked when the Indian Hills sign will be put back in place. Mike said the sign will be placed on the west side and probably some public improvements will be done on Valley Lane. Mike said this matter will be brought back to the board for a decision with the design and 2 suggested locations.
