MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MI5SOURI
AUGUST 16, 1994
A regular meeting of the Board of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missaur^i an August 16, 1994, at 7:3G p. m. Those
present were Aldermen Wedua, Teters, Aust, Rule and Owen;
Marshall absent this portion of meeting. Mayor Betty Burch
called said meeting to order.
It was decided to dispense with the reading of the
Minutes of July 12, July 19, and August 2, 1994 far the
present time.
Bernie Model, 3815 NE 72nd Str^eet Gladstone, MO of South
Atlantic Marketing, presented a grading permit at 2499 NW
Tullisan Lane. This is an approximate 5 acre area and after
filled he plans to build two office buildings. This was
approved subject to the payment of the fee.
J i m Davis, 1407 W. 45t h Street , K. C. , MO, presented
business license application for DHL Wor^ldwide
Express at 5400 NW Business Park Lane, far overnight express.
This was approved subject to the payment of the fee.
Chief Bab Payless presented Officer Tam Archibald with
an award which was given by the Department of Highway Service
at Osage Beach. Chief Bayless explained that he had sent in
Tom Archibald's name with all his qualifications regarding
his traffic enforcement, seat-belt enforcement, etc.
recommending hirn for this award. Chief Bayless said this is
an award of high prestige.
Alderman Jahn Mar^shall is present this portion of
meeting (8;45 p.m.>.
Bill Golding, 4417 NW Hon Drive, (Ward 2) spoke to the
Mayor and Berard of Aldermen. He said he understood that
Marty Rawe has been asking people questions about hirn and
checking him out and he said this is proof enough in court
and he is going to sue him as far as he can. Another thing
he wants to da is pursue his application as City Manager; and
third, he has a letter for^ Mayor Burch, which he read and
then gave it to Mayor Burch. After reading the letter he
said he has same things he wants the Mayor to put in her
office, i. e. rat trap and broom. He would not answer any
questions and left immediately, but he said he will be at
every meeting.
Richard Wilson and Mary Wilson of 21975 Mount Bellhall
Road, Weston, MO said they were going to seal the streets and

driveways in Greystone Apartments area and asked if they
could use the City Hall's parking lot far their vehicles to
park in while this is going on. Tentatively the dates are
Aug~.ist 30, 31 and Sept. 1 and 2, 1994. It was brought out
that there would not be court on any of these dates and that
it would be in order far the car^s to be parked in the City's
parking lat. However, Mayor Sur^ch said that the football
league should be ratified of this so they can park at the
Union Hall.
James Hughes, Jr. , 4528 Brentcrest, Apt. 2, said that
they have some handicapped people who need to came in and out
of the area every day and they cannot be blacked out with a
vehicle because they cannot walk that distance. He did rat
know if their drive would be blacked.
It appeared this would be something for Mr. Wilson to
work out with the other apartment owners.
Ran Jones, of Kaw Valley Engineering, 122 NW Business
Parkway, said that Argosy requested him to prepare plans to
enlarge their parking facility at the boat area. He said
these plans will be according to the City's and City
Engineer's specifications. He said he has rat been to the
Rlanning Commission because he wanted to check with the Mayor^
and Board on this matter. This was discussed and it was
suggested that he present his plans to the planning
Commission.
Alderman Marshall moved to approve the plans, subject to
approval of the City Engineer and the Planning Commission and
review by City Attorney Dan Witt, seconded by Alderman Aust,
the vote was: Aldermen Wedua, Dwen, Teters, Aust and
Marshall, yes; Rule abstained.
Leigh Ann Eberth, representing Woodbridge Corporation,
for a permit to allow alcoholic beverage at the Renner-
Brenner Park during their picnic. This matter was discussed.
Alderman Marshall rnaved that the City allow Woodbridge
Carp. to use alcoholic beverage on August 27, 1994, at their
picnic in the Renner-Brenner park subject to their furnishing
the City of Riverside Certificate of Insurance in the sum of
7~800,Q10D far^ general liability, seconded by Alderman Aust,
the vote was: Aldermen Owen, Wedua, Teters, Marshall and
Aust, yes; Rule, no.
Mayor Burch introduced Ted Houser from Horton, Kansas as
one of the applicants far the City Administrator's position
far the City. He spoke to the Mayor and Board of Aldermen.
Alderman Wedua moved that a recess be called, seconded

by Alderman Teters, the vote was: Aldermen Wedua, Teters,
Aust, Marshall, Rule and Owen, yes.
The Meeting reconvened and those present were Aldermen
Wedua, Teters, Aust, Marshall, Rule and Owen. Mayor Burch
presided aver the remainder of the meeting.
Mayor^ Burch said she would like to disqualify herself
frarn the position as Mayor and Mayor Pro-Tem Rule presided
aver the meeting.
Kathy Rose, 4905 NW Hillside, representing River City
Partners, presented a business license application D/B/A
Rosie's (previously Norm's) at 2805 NW Vivian Road. This was
approved subject to the payment of the fee.
Liquor's License Application was also completed far the
selling of beer with permit an Sunday to sell beer. Chief
Bab Bayless said that he had completed the investigation and
everything was in order.
Alderman Marshall moved to approve River City Rartners,
Inc. liquor license application, seconded by Alderman
Teters, the vote was: Aldermen Wedua, marshall, Teters,
Owen and Aust, yes; Rule being Mayor pro-tem.
Mayor Burch presided aver the remainder of the meeting.
The fallowing two bids were received an papering the
Dispatcher's Office, Chief Bayless's Office, Clerk's Office
and hall-way.
Rayton - X560 to X728, depending on paper (not clear
whether ar not they will removed old paper.
pC Wallpapering and Internal painting - ffi1092, including
removal of old paper.
The Payton bid will be checked to see if this includes
the removal of paper.
Alderman Rule moved that the City approve the bid of All
Nations's for a 30' flag to be installed and old flag pale to
be removed, seconded by Alderman Marshall, the vats was:

The fallowing bids were received an rernaving four trees
from the City's right of ways:

These bids are to be checked to see if they include
removal of the stumps.
A letter dated August i, 1994, from Frank. Martin, Ward
I, was read, this addressed his resigning from the Board of
Zoning AdJustrnents.
A letter dated August 4, 1994 from Daug Wells, Ward II,
was read, this addressed his resigning from the planning
Crrmrni ss i an.
Alderman Rule moved that Frank Martin's and Doug Wells
resignations be accepted, seconded by Alderman Marshall, the
vote was: Aldermen Owen, Rule, marshall, Aust, Teters and
Wedua, yes.

Alderman Rule moved to place Bi11 Na. 94-47 an its first
reading. This Bill ratifies the acceptance of bids on
~1, 0@4~, @@ra as fol laws: $49@, 118. 33 in Treasury Bi 11 with
Commerce Bank maturing an January 12, 1995 with yield of
4. 74X and investrnent of X489, 377.78 in Treasure Bi 11 with
United Missouri Bank, maturi»g January 19, 1995 yielding
4.95X. Alderman Marshall seconded the mat ion and the vote
was as follows: Alderman Wedua, aye; alderman marshall, aye;

Alderman Rule moved to place Bill No. 94-47 on its
second reading, seconded by Alderman marshall, the vote was:
Alderman Wedua, aye; Alderman marshall, aye; Alderman Teters,
aye; Alderman Rule, aye, Alderman Aust, aye; and Alderman
Owen, aye. Upon the Bill having been read two tirnes and
copies of the Bill having been made for public inspection
prior to consideration of the Berard cf Aldermen, Bill Na. 94-
47 was passed.

Alderman Rule moved that Rick Hedgecock attend the
Anirnal Control Seminar in Columbia, MO on September 20 thru
22 at the total cost of '.6^c98.00, seconded by Alderrnan Aust,
the vote was Aldermen Marshall, Aust, Rule, Teters and Wedua,
yes; Owen abstained.

Alderman Rule moved to place Bill No. 94-48 an its first
reading, this provides far the employment of Kenneth Vaughn
as City Engineer at the rate of pay of X85.@0 per hour plus

Alderman Dwen, aye; Alderman Rule, aye; and Alderman
Marshall, aye.
Alderman Rule moved to place Bill No. 94-48 an its
second reading, seconded by Alderman Wedua, the vote was:

aye; Alderman Dwen, aye; Alderman Rule, aye and Alderman
Marshall, aye. Upon the Bill having been read two times and
copies of the bill having been made for public inspection
prior to consideration of the Alderman, Bill Na. 94-48 was
passed.
Alderman Teters moved to place Bill No. 94-49 on its
first reading. This Bill provides far the amendment of the
Sign Ordinance, seconded by Alderman Aust, the vote was:
Alderman Wedua, aye; Alderman Owen, nay; Alderman Teters,
aye; Alderman Rule, nay; Alderman Aust, aye; and Alderman
Marshall, aye.
Alderman Marshall rnoved to place Bill Na. 94-49 an its
second reading, seconded by Alderman Aust, the vote was:
Alderman Wedua, aye; Alderman Owen, Nay, Alderman Teters,
aye; Alderman Rule, nay; Alderman Aust, aye and Alderman
Marshall, aye; Upan the Bill having been read two times and
copies of the bill having been made far public inspection
prior to consideration of the board of aldermen, Bill No. 94-
49 was passed.
Mayor Burch received a letter from City Attorney Don
Witt, dated July 1, 1994, regarding deeding of the Federal
Highway Property back to the property owners slang Cerreta
Lane. It appeared that this could not be done, that the
property rernain under control of the City.

A letter, dated August 8, 1994, from Amos Cox, President
of the Chamber of Commerce was read, This thanked the City
for Hosting the last meeting.
Mayor Burch said that Platte County EDC Tourism is
having a luncheon an September 8, 1994 and has invited
Riverside people to attend.
Alderman Rule moved that Mayor Purch and Chief Bayless
attend this meeting, seconded by Alderman Wedua, the vote was
Alderren Aust, Teters, Wedua, Marshall, Rule and Owen, aye.
Mayor Burch received a letter from FEMA dated August 10,
1994, wherein was enclosed a check far 9+14,618 for the David
Theatre.
Mayor Burch received a letter, dated August 15, 1994,
frorn Larry Reece, regarding Ar^gasy Gaming wherein was
enclosed a letter of Certificate of Na Rise, on the
development of their parking plan to increase the area of
parking.
Chief Bayless requested a check For ~9@.@0 to be paid to
Marshall Police Department for a Homicide and Death
Investigation Seminar far three officers to attend.
Chief Bayless also requested a check for X80.78 to be
paid to S~_iper 8 Motel in Marshall, Missouri to be used far
two rooms for the officers during the seminar.
Alderman Marshall moved to approve the issuance of the
two above requested checks and same be placed an the
disbursement ordinance, seconded by Alderman Rule, the vote
was Aldermen, Wedua, Teters, Aust, Rule, Marshall and Owen,
yes.
Chief Bayless said he sent thank you Hates to Elizabeth
Roe and Sharon Ebel for their donation of stuffed animals
to the Public Safety Department far distribution to srnall
children who have been subjected to traumatic ar stressful
situations.
Chief Bayless read a letter to the Council from
Jahn Strang of Strang Alarm Co. thanking the Public Safety
Department far inviting him and his business to the "National
Night Out" festivities.
Chief Bayless r^ead a letter to the Council from Dirk
Lawson, thanking the Public Safety Department far letting him
do his internship at the Riverside Department of Public
Safety. He is moving to Boston to attend the Bast an
Uri vers i t y.

Chief Hayless distributed to the Aldermen and Mayar a
revised ordinance an assault. He requested that they review
the same and if passible would like it to be passed at the
next roast ing.
Chief Bayless said he received a letter from the
Missouri Department of Health stating that a hearing would be
held on August 26, 1994 at 9:00 a. m. at the Parkville City
Hall. The hearing concerns NAPS and MAST ambulance service
in the Northland area.
Alderman Aust moved that the meeting ga into closed
session under section 610.021 of the Missouri Statutes to
discuss personnel matters and possible suits, seconded by
Alderman Teters, the vote was Aldermen Wedua, Teters, Aust,
Marshall, Rule and Owen, yes.
Alderman Rule moved the meeting go into regular session,
seconded by Alderman Aust, the vote was Wedua, Teters, Aust,
Marshall, Rule and Owen, yes.
Mayar Hurch said she had received three letters from
Bill Golding and she has gotten all the information he
requested together and will mail same.
Chief Hob Hayless said he has received a letter from
Bill Golding and he is answering same. He also said he was
seeking his own legal counsel an this matter.
Alderman Rule moved to place Bill Na. 94-50 on its first
reading, this Bill provides far the payment of certain
indebtedness as listed there in an its first reading,
seconded by Alderman Teters, the vote was: Alderman
Marshall, aye; Alderman Rule, aye; Alderman Owen, aye;
Alderman Wedua, aye; Aldermar~ Teters, aye; and Alderman Aust,
aye.
Alderman Rule moved to place Hill No. 94-50 on its
second reading, seconded by Alderman Wedua, the vote wass
Alderman roar^shall, aye; Alderman Rule, aye; Alderman Owen,
aye; Alderman Wedua, aye; Alderman Teters, aye; and
Alderman Aust, aye. Upon the Hill having been read two times
and copies of the bill having been made for public inspection
pricer to consideration of the board of Aldermen, Hill No. 94-
50 was passed.
Alderman Rule moved to place Hill No. 94-51 on its first
reading, this Hill provides far the employment of Ted
Houser as City Administrator on a two-year term and
the salary being X37,000 per year, seconded by Alderman
Marshall, the vote was: Alderman Aust, aye; Alderman Wedua,
aye; Alderman Teters, aye; Alderman marshall, aye; Alderman

The Fall Festival was discussed. The Chamber of
Camrnerce will have their breakfast in the park by Cris Cake,
from 8:3@ to 1@:3@ a. m. There will also be a pancake race.
The Fall Festival will be September 24, 1994. There will be
a bed race, Volley Ball, Horse Shae throwing, crafts, etc.
The minutes of July 12, 1994 were read and approved as
corrected.
The minutes of July 19, 1994 were read and approved as
corrected.
The minutes of August B, 1994 were read and approved as
corrected.
Alderman Owen inquired whether the nuisance ordinance
could be enforced to cover certain items an Merrimac.
Alderman Aust inquired whether the nuisance ordinance
could be enforced to covered certain things in her
neighborhood.
The traffic problem an High Drive and 5@th Street was
discussed.
The house at the bottom of Valley Drive was discussed to
see if something could be dare about abandoned vehicles.
Mayor Burch reported that construction on Merrimac
Street is to start shortly. It was discussed that in
constructing the str^eet, storm sewers, etc. it should be
inspected at different intervals by the engineer and it was
estimated that this would cost about ?+2O,Q~@Q~.
Alderman Marshall moved that the City approve the
professional services far inspection of improvement of
Merrimac Street at the approximate cast of ~2@,@0@, seconded
by Alderman Aust, the vote was: Aldermen Wedua, Teters,
Aust, Marshall, Rule and Owen, yes.
