MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI
SEPTEMBER 13, 1994
A regular meeting of the Board of Aldermen of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missouri on September 13, 1994 at 7:30 p.m. Those
present were Aldermen Wedua, Auat, Rule and Owen; Aldermen
Tetera and Marshall, absent. Mayor Betty Burch presided over
the meeting.
It was decided to dispense with the reading of the
minutes of September 6, 1994 for the present time.
A group of people from Trillium, wea present, along with
Joe Uram, with Argosy; John Brown and Dan Peak, with John
Brown Company, Phil Snowden, Bill Bright, James Scott,
etc. were present to talk about Trillium's proposal.
David Syre, Chairman/President, Trillium Corporation
spoke regarding their plans toward the development of the
property south of the railroad tracks and also the area they
have north of No. 9 Highway. Drawings of their plans were
presented. He said they had acquired some of this property
before the thought of gaming boats. He said they want to
focus on community development. He said if the game of
chance is not passed, then Trillium will not have a chance.
They contemplate three gambling boats in this area. He seid
they would like to build a gaming resort rather than having
,7uat gambling. He said they also plan on building a 100-year
levee, along with their project.
Richard R. Taft, President Development/Design
Consortium, Inc., Project Manager for Trillium Corp., spoke
regarding the Trillium Project. He said he felt this area is
rather unique because of its location and size. It should
have been developed already, but because of the floods, it
has not. The Riverboat Gambling has now given them another
opportunity to develop this area. He said the Golf Range is
doing well and thought a 9 or 18 hole golf course would do
well. They are planning around a sport-plex. There will
also be a certain amount of retail business, a retail mall
and theatre complex.
Mr. Taft said they have approval from the highway people
for their interchange and the Corps of Engineers has given
them approval and they would like to get two or three permits
for riverboat gambling.
Alderman Rule first wanted to any that Argosy has the
City's Blessing. He asked Mr. Taft if their levee plans
include Argosy, and he said it did not.
Mr. Taft was naked about the project north of No. 9

Highway where it is zoned for residential and he said they
plan to build one family houses, similar to Briar Cliff
North, and they do plan to build some garden houses.
Mr. Taft said that the levee north of I-635 is very
costly and that they are trying to get TIF Financing.
They said they are putting their master plan together
and are meeting with some financial consultants and they
plan to come to the Planning Commission with their master
plan.
They were asked the anticipated date of starting and
completing this project and they answer was that he was not
capable of giving a date. He thought the criteria lies with
the Gaming Commission.
John Brown said that he wanted the City to know that he
was approached by David Syre to participate in this project.
He said he hna nothing to do with the gambling and
riverboats. He said they were out of land to develop and was
given the opportunity to participate in this plan. He said
the key is the levee and the key to the levee is the
riverboats.
It was brought out that if the gambling by chance does
not pass, the plans would not change, but it would make a an
economical difference.
City Attorney Witt said he had talked to these people
prior to this meeting.
Mayor Burch said this would be a dream come true if the
gambling by chance does pass and this project is completed.
Mr. Phil Snowden said Riverside is positioned to be the
Crown Jewel of the whole metropolitan area if this project
is able to go forward. It is an opportunity for a levee.
Alderman Rule said that even though he cannot vote on
these matters concerning the gaming and other matters because
of his involvement, he was on the committee to select which
gaming company was beat for Riverside. When the vote went to
Argosy, he was for them and as far ea he is concerned Argosy
has to be given top priority.
A recess was called. Meeting reconvened, those present
were Alderman Wedua, Auat, Rule and Owen; Teters and Marshall
absent.
Alderman Aust moved to place Bill No. 94-53 on its first
reading, said Bill establishes a procedure to disclose

potential conflicts of interest and substantial interests for
certain municipal officials, seconded by Rule the vote was
Alderman Wedua, aye; Alderman Aust, eye; Alderman Rule, aye;
Alderman Owen, aye; and Aldermen Tetera and Marshall absent.
Alderman Rule moved to place Bill No. 94-53 on its
second reading, seconded by Alderman Wedua, the vote was
Alderman Wedus, aye; Alderman Aust, aye; Alderman Rule, aye;
Alderman Owen, aye; and Aldermen Tetera and Marshall absent.
Upon the Bill having been read two times and copies of the
bill having been made for public inspection prior to
consideration of the Board of Aldermen, Bill No. 94-53 was
passed.
The signals at the railroad crossing of VanDePopulier
Road will be starting around the first of January and
the City needs to coordinate with Texaco regarding their
putting their line in casing at this location, at the
cost of the City.
Alderman Auat moved that Bill No. 94-54 be placed on its
first reading, said Bill Authorizes the taking of bids for
5400,000 and authorizing the creation of an additional City
depositor for the highest and best bid(s), seconded by
Alderman Wedua, the vote was Alderman Owen, eye; Alderman
Rule, aye; Alderman Auat, aye; Aldermen Teters and Marshall,
absent.
Alderman Wedua moved to place Bill No. 94-54 on its
second reading, seconded by Alderman Aust, the vote was
Alderman Owen, aye; Aldermen Rule, aye Alderman Auat, aye;
Alderman Wedua, aye; Aldermen Teters and Marshall absent.
Upon the Bill having been read two times and copies of the
Bill having been made for public inspection prior to
consideration of the Board of Aldermen, Bill No. 94-54 was
passed.
Kathy Rose, Municipal Clerk, has submitted the
Municipal Court Report for the month of August, 1994.
It wea reported that the pump at the sewer lift station
on No. 9 Highway was replaced for 5200 leas than previously
reported.
The minutes for September 13, 1994 were read and
approved.
Alderman Rule inquired with regard to the employing of
maintenance person.
Alderman Rule also asked if someone has been checking on
the progress of Mr. Sub in the Western Pic Plaza.

Alderman Owen inquired with regard to checking on the
City Park after people have reserved same.
The Fall Festival would be a week from next Saturday.
There being no further business to come before the
Board, upon motion duly made, seconded and passed, meeting
adjourned at 9:45 p.m.
