HomeMy WebLinkAbout2009-09-15Minutes of Regular Meeting Of Board of Aldermen of City of Riverside, Missouri September I5, 2009 p.m A regular meeting for the City of Riverside, Missouri, was held in the City Hall of Riverside, Missouri at 7:00 Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Thatcher, Hurt, Super and Bruns Also present were Mike Duffy, Director of Community Development, Jane Henry, Executive Administration Assistant, Louise Rusick, City Clerk, Meredith Hauck, Community Relations Director and Brian Hall, Interim City Attorney. Visitor Comment Phyllis Reece, 4551 NW High Drive said she had a concern that the skateboazders last week were riding the yellow line and felt like a very serious accident could happen and has mentioned this to Chief Mills. Proclamation Mayor Rose read the proclamation for Senior Citizen's Month and resident Harold Snoderley accepted the proclamation saying the Platte County people said "Thank You" for everything the City does and it's very much appreciated. Minutes of Sept. ls', Alderman Bruns moved to approve the minutes with a correction on page 2, Ms. Shroyer, Approved seconded by Alderman Cope, the vote was: Aye: Aldermen Hurt, Super, Bmns, Thatcher, Fuller and Cope. Motion carries. City Administrator Mike Duffy said Meredith Hauck was selected as a member of the International City, Report County Mangers Association Emerging headers Program. Selection to this program is competitive and is limited each year to ten individuals from across the country. Public Works has had several hours of mowing again this month. Tree work and stump grinding has been done in the parks. Board Calendaz Meredith said the board meetings will be Thursday, October 1" no meeting October Update ti`s, and a meeting will be held October 29'" if needed. October 2T~ is `Trunk or Treat'. Tourism Update Tourism minutes will be in the boazd's packet next week and all other discussion regarding on tourism. Update on Bridge Mike Duffy presented an alternative to the boazd for the bridge railings in need of Railing repair and an addition of fencing in a certain area and the alternative is as follows in the below listed motion. Bridge Railing Proposal Alderman Thatcher moved to approve installing new railing on the Gateway bridge, Approved sandblast and powder coat existing bridge railing from Gateway and install on Argosy Pazkway bridge, use panels from the E.H. Young Park fence to close the gap between bridge railing and the end of park fence for a cost of $75,000, seconded by Alderman Cope, the vote was: Aye: Aldermen Fuller, Cope, Hurt, Thatcher and Bruns. No: Alderman Super. Motion carries. Mins. 9/15/09 Vivion Road West Mike said the west end of Vivion Road Intersection (at Vivion and Cliffview) will be comment open this weekend for the property owners and residents in the apartments. The apartment manager at Chateau D' Mons said the signs aze confusing getting through the City pazking lot up to Cliffview. Mike said some directional signage will be done to make it easier to understand. Argosy North Update Sabin said the final plans are being settled and advertising will go out in early October for the project and notice to proceed will occur in November. Quiet Zone Installation Sabin said two bids have been received from contractors and they aze being reviewed. Tullison Road Mill & Sabin said he has received citizen complaints going southbound off the 9 highway Overlay ramp that is in bad shape coming onto Riverview. MoDot has said if the city wants to advance the work on this ramp they would credit the City as we are working on other projects with them. Information is being compiled now for the costs and the information will be brought back to the boazd. This is a dollaz for dollar credit and this is for repair only. Mayor Rose has received a letter from Beth Wright with MoDot and it is being looked into as to how the $1 million will be expended on different projects. HDR Engineering, Tom Kimes, engineer with HDR gave the boazd a summary of the Missouri River Bed Comments Degradation Study in Metropolitan Kansas City. Mr. Kimes said the river was converted to a navigation channel several decades ago. Mr. Kimes said the river is experiencing substantial degradation or down-cutting of the river bed, which is impacting public infrastmcture such as water intake and discharge stmctures, pipeline crossings, levee systems and potentially, major bridges. The degradation is lowering the elevation of the river, its bed and water surface, and undermining the adjoining banks. MARC has agreed to act as the local sponsor for a feasibility study. The study requires a 50 percent local share, either cash or in-kind services. The Corps, at the request of stakeholders, has outlined athree-phased approach to the study, with a total cost of approximately $6 million. The first phase, which is expected to take 18 to 24 months, is estimated at $2.4 million. Congress is considering FY2010 appropriations for the project, and $600,000 is included in the President's budget for the project for FY2010 (Sept. 30, 2009-Oct. 1, 2010). The entire project is expected to take 60 months to complete, assuming ongoing appropriations from Congress and availability of the required match. A number of local stakeholders have provided letters to the Corps indicating support and interest in participating. Each organization decides which tier they want to go into based on their impact and financial ability. A coordination committee will be formed to review the study and being a financial distributor gets you a place on that board. Mayor Rose said this gives us an opportunity to protect our riverfront as we may want to do something with our riverfront in the future. Mayor Rose said administrative people from Holliday Sand will be at the Riverfest on Saturday if anyone wants to visit with them on this matter. Mayor Rose said Holliday Sand is a large contributor to Riverfest. Mayor Rose said she is no longer serves on the corporation and therefore there is no conflict of interest. Finance Director Donna said the City auditors, McGladrey & Pullen started auditing city records on Comment Thursday. Mins. 9/15/09 Chiefs comment Chief Mills asked when we get to Bill No. 2009-124 he's asking the bill to be postponed as they were unable to reach an agreement at this time. Mayor Rose said a meeting was held and the Chief, Platte County Sheriff and Alderman Super met to gather more information on the digital radio system and how it would apply to the whole county. Platte County is going to talk to their commissioners regazding the matter. A Platte County Citizens Advisory Committee will be farmed and see where we're headed on the digital radio matter. Public Works comment Tom said two of the new F-550's are getting the new equipment installed now and the surplus equipment is being disposed of, including 5 vehicles. The boazd received the list about 2 months ago. The surplus equipment will be donated to other government entities and making sure it is a fair and even distribution. A value of all the surplus equipment will be provided to the board and a list to who the equipment is donated. Renner Brenner Mike said the park boazd members met and recommended the playground equipment Playground Equipment should be placed on the upper level at the pazk. Alderman Super asked "In the overall Discussion best interests of the City of Riverside, what's the best location for the playground equipment?" Mike said this is a policy decision by the board. Chief Mills said Public Safety thinks it is the best interests to move the skateboard park. The pazk is locked at night and it's hazd for Public Safety to get into to monitor any problems and it's down below where they cannot see the skateboazd pazk. The skateboard park is problematic where it is now. Preventive measures have been taken in the last 5 years and it still remains a problem Moving it further down the road is the thing to do with cameras being installed. Jim Frakes, Park Boazd member said "It belongs on top". Park Boazd playground Alderman Fuller moved to place the playground equipment on the upper level, equipment to be moved seconded by Alderman Hurt, the vote was: to the upper level at the Renner-Brenner Park, Aye: Aldermen Fuller, Burns, Hurt and Super. Approved No: Alderman Cope and Thatcher. Motion carries. Bill No. 2009-123 Alderman Bruns moved to place Bill No. 2009-123 on its fast reading, said Bill Approving Payment of authorizing the payment of certain indebtedness listed therein, seconded by Alderman Indebtedness Thatcher, the vote was: Aye: Aldermen Cope, Super, Fuller, Hurt, Thatcher and Bruns. Motion carries. Ordinance No. 2009-123 Alderman Hurt moved to place Bill No. 2009-123 on its second reading, and upon Approved passage of same become Ordinance No. 2009-123, seconded by Alderman Burns, the vote was: Aye: Aldermen Thatcher, Hurt, Burns, Super, Fuller and Cope. Motion carries. Bill No. 2009-124 Alderman Bruns moved to place Bill No. 2009-124 on its first reading, said Bill Expenditure to MAST... Authorizing The expenditure of $48,945.00 Out Of The General Fund To Metropolitan Posaponed Ambulance Services ToThe Residents Of The City Of Riverside, seconded by Alderman Fuller, the vote was: Mins. 9/15/09 Aye: Aldermen Cope, Super, Fuller, Hurt, Thatcher and Bmns. Motion carries. Bill No. 2009-125 Bill No. 2009-125 died for lack of a motion, said Bill Authorizing The Mayor To Employ Died for Lack of Motion Joseph Bednar As Outside Legal Counsel. Bill No. 2009-126 Alderman Super moved to place Bill No. 2009-126 on its fast reading, said Bill An Agreement With Authorizing The Mayor To Sign An Agreement With Ripple Glass LLC To Place Glass Ripple Glass, LLC Collection Bin To Aid Citizens In Recycling Containers, seconded by Alderman Thatcher, the vote was: Aye: Aldermen Bruns, Cope, Fuller, Thatcher, Hurt and Super. Motion carries. Ordinance No. 2009-126 Alderman Thatcher moved to place Bill No. 2009-126 on its second reading, and Approved upon passage of same become Ordinance No. 2009-126, seconded by Alderman Hurt, [he vote was: Aye: Aldermen Super, Bmns, Cope, Thatcher, Hurt and Fuller. Motion carries. Mayoi s Discussion Mayor Rose reminded everyone of Riverfest this weekend. The parade will be lining up at City Hall at 10: 00 a.m The regional Mayor's Metro Caucus meeting is Friday morning with the issue being solid waste and hosted by Pleasant Valley at the H&R Block in downtown Kansas City. Aldermen Discussion Alderman Fuller asked for an update at the next meeting from staff on the sewer issue. Alderman Thatcher said he hoped to see everyone at the festival. Alderman Super asked about the training at the empty City annex building as to where we are on demolition of the building. Mike Duffy said Public Safety has 2 more weeks of training starting today in the building and the contract is being prepazed.
