MINUTES OF SPECIAL MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI SEPTEMBER 22, 1994 A special meeting of the Board of Aldermen of City of Riverside, Missouri was held in the City Hall in Riverside, Mlaaouri on September 22, 1994, at 5:30 p.m. Those present were Aldermen Wedua, Tetera, Rule and Owen; Aldermen Marshall and Auat absent. Mayor Betty Burch called avid meeting to order. It wea decided to dispense with the reading of the minutes of September 13, 1994 and September 20, 1994 for the present time. Alderman Rule moved to place Bill No. 94-55 on its first reading, seconded by Alderman Tetera. This Bill ratifies the acceptance of investment of (3399,843.39 in a Treasury Bill with Mercantile Bnnk maturing on Mnrch 16, 1995 with yield of 5.20X. The vote was Aldermen Wedun, aye; Aldermen Tetera, aye; Alderman Owen, aye; Alderman Rule, nye; Alderman Auat, nbaent end Alderman Marshall, absent. Alderman Rule moved to place Bill No. 94-55 on its second reeding, seconded by Alderman Wedua, the vote was Alderman Wedua, eye; Alderman Tetera, Alderman Auat, absent; Aldermen Marshall, absent; Alderman Rule, aye; and Alderman Owen, aye. Upon the Bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill No. 94-55 was passed. The minutes of September 13, 1994 were read and approved as corrected. The minutes of September 20, 1994 were read and approved es read. Dwayne Hurlbert, Mr. end Mra. Rogers, Mr. end Mra. Johnson and Mra. Woods were present this portion of meeting. Mayor Burch read a letter dated September 14, 1994 which wea written by the City Engineer to Vision Construction Company which is ntteched hereto and made a part hereof. Mayor Burch read the minutes from the meeting with the Contractor on Merrimac Street, City, and Engineer which was held on September 19, 1994. These nre attached hereto and made a part hereof. Dwayne Hurlburt, Mra. Rogers and Mr. and Mra. Johnson spoke regarding their concerns on Merrimac Street. The matter of improvement of Merrimac Street wea discussed and Mayor Burch said that she felt since the meeting with the Contractor, the City end City Engineer, everything will be worked out. p page 2; 9-22-94 (Special) Alderman Rule moved to place Bill No. 94-56 on its first reading, seconded by Alderman Wedua. This bill provides for the appropriation of money out of the general fund of the City of Riverside for the payment of certain indebtedness as listed therein. The vote was Aldermen Owen, aye; Aldermen Rule, aye; Alderman Marshall, absent; Alderman Auat, absent; Alderman Tetera, aye; end Aldermen Wedua, aye. Alderman Wedua moved to place Bill No. 94-56 on its second reading, seconded by Alderman Rule, the vote was Alderman Owen, nye; Alderman Rule, eye; Alderman Marshall, absent, Aldermen Auat, aye; Alderman Tetera, aye; and Alderman Wedua, aye. Upon the Bill having been read two times and copies of the Bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill no. 94-56 was passed. On the 16th day of August, Kathy Roae, Municipal Court Clerk had given the Mayor the Municipal Court report for the month of July, 1994. Alderman Rule moved to go into closed meeting under Missouri Statute 610.021<3) to discuss personnel matters, seconded by Alderman Wedua, the vote was Aldermen Wedua, Tetera, Rule and Owen, yea; Aldermen Marshall and Auat, absent. Alderman Rule moved to go back to regular session, seconded by Alderman Wedus, the vote was Aldermen Tetera, Rule, Owen and Wedus, yea; Aldermen Auat and Marshall, absent. Chief Bob Bayless anid that he had given the Mnyor and Bonrd of Alderman a proposed assault ordinance which they were to read and pass nt the next meeting. Thies will be done at the next meeting. Chief Bob Bayleaa spoke to the Mnyor and Board regarding guns which have accumulated from different people and wanted to know if they would approve having a gun sale for dealers to come end see the guns end give a closed bid. The Mayor and Board were not in favor of this. They said for him to have the guns melted down. Chief Bob Bayleaa requested permission to send Mike Shelton to n seminar in Jefferson City concerning Fire fighting et a total coat of X276.00. Alderman Tetera moved to allow Mike Shelton to attend the seminar on Fire Fighting in Jefferson City for the sum of ~t276.00, seconded by Alderman Wedus, the vote wsa Aldermen 4 I Page 3; 9-22-94 (Speciel~ Rule, Owen, Tetera, and Wedua, yea; Aldermen Marshall and Aust, absent. Chief Beyleas avid he would like permission to use some of the training fund to purchase ear and eye protectors for the public safety officers while they ere doing fire arm practice. They have previously been using those belonging to North Kanaaa City. The coat would be approximately 5600.00 for eight or nine pairs. He said they will keep them locked up in the fire arms locker. Alderman Tetera moved that the City purchase the eye end ear protectors requested by Chief Bayless for the sum of 5600.00 which will be paid out of the training fund, seconded by Alderman Wedua, the vote was Aldermen Owen, Rule, Tetera and Wedua, yea; Aldermen Marshall and Auat, absent. Chief Beyleas said he now has a manual (Police Officer's Response Guide to Crimea/Incidents in Progress) with n check list for all the public safety people to use in their work. These coat 526.00 each and would like to order 24 manuals, the money to come out of the training fund. Alderman Rule moved that the City authorize Chief Bayleaa to purchase 24 manuals for the sum of 5624.00, and the money to come out of the Public Safety Training Fund, seconded by Alderman Wedua, the vote was Aldermen Owen, Rule, Tetera and Wedua, yea; Aldermen Auat and Marshall, absent. Chief Beyleas provided the Mayor and Board of Aldermen with NIP Report end Crime Stntua Report. Chief Bayless said that Scott Wolf, from Pnrk College will be doing a 192 hour internship with the Public Safety Department. He avid he would like Scott Wolf to help set up an emergency preparedness plan for the City, Chief Bayleaa avid that the reserve officers have completed their training and ere now working on the streets. He said that they are very anxious to get training that they are not getting paid for this work, other than what the reaervea receive. Chief 8eylesa said that the uniforms for all officers, reaervea and dispatchers have been ordered. Chief Bayleaa said that the Public Safety Department collected 51,724.00 for the Muscular Dystrophy Assn, Chief Bayleaa also talked about the overtime paid for the August, 1994. Page 4, 9-22-94 (Special) Mayor Burch reed a letter requesting the City to proclnim the week of October 10, 1994 na Legal Secretaries' Week. Aldermen Tetera moved to proclnim the week of October 10, 1994 ea Legal Secretaries' Week, seconded by Aldermen Wedua, the vote was Aldermen Wedua, Owen, Tetera and Rule, yea; Aldermen Marshall and Auat, absent. Mayor Burch received a letter from Cherlea Aualey, City Engineer for Kanaaa City, MO regarding 52nd Street. He anid that their City dose not have the funding to improve this street. Mayor Burch said she will write the Kanaaa City, Missouri Council members strongly recommending they support this project. Mayor Burch said that Aldermen Tetera and Auat and Larry Reece will pick out some Christmas decorations, replacing some of those ones destroyed in the 1993 flood. It was reported that Edmunds received a letter regarding city violations. Mayor Burch aeid et the last meeting the Board inquired with regard to employing a maintenance person and since it was not listed on the agenda, this would not be discussed. Mayor Burch said she received a letter from Ted Houser, stating he regretfully cannot accept the City's offer of City Mannger because of recent family commitments. Mayor Burch said she contacted John McDonald of Illinois and he is still interested in the position and wanted to know if the Board would like to meet with him. Alderman Rule moved that the Mayor and Board have a meeting with John McDonald, seconded by Aldermnn Wedua, the vote was Aldermen Wedua, Rule, Tetera, Owen, yes; Aldermen Marshall and Auat absent. Mayor Burch aeid the City received a bid on painting the ceilings and touching up other places inside the offices and court room for the sum of X500.00 from Ken Goena. Alderman Rule moved to accept the bid of Ken Going to paint the ceilings end touch up the paint elsewhere in the City Hall for the sum of X500.00, seconded by Alderman Wedua, the vote was Aldermen Owen, Rule, Tetera and Wedua, yes; Aldermen Marahnll and Auat absent. The City is to try to get Seal-O-Matic to improve the streets which they bid on prior to the flood, namely Mnttox end VenDePopulier, in 1993 as soon as possible. There being no further business to cone before the Board, upon motion duly made, seconded and passed, meeting adjourned nt 7:00 p.m. i )~~ September 14, 1994 Mr. Mike Bentley Vision Construction Co. inc. 408 Admiral Blvd. Kansas City, Mo. 64106 RE: Merrimac Drive Riverside, Mo Dear Mike: As per our phone conversation on September 14, 1994 I would like to make you aware of the requirements for earthwork, including compaction of trench backfill on this project. First, all embankment shall be pertormed in accordance with Section 2102.6 of the APWA Specifications. Earth Sideslopes & Storm Sewer Pipe Trench Backfill: Before placing any embankment, the surtace of the existing ground shall be prepared by removing unsuitable material. Unsuitable material is defined as muck, frozen material, top soil, rubbish, and rock with a maximum dimension greater than 24". Earth shall be placed in successive horizontal layers distributed un'rformly over the full width of the embankment area. Each layer shall not exceed 12" maximum in thickness (loose state). As the compaction of each layer progresses, continuous blading, or dozing will be required to level the surface and to insure uniform compaction. The embankment shall be compacted to a density of 90 percent as determined by ASTM D-698 and within tolerance of minus 3 percent and plus 2 percent of the optimum moisture at maximum density as determined by the Moisture Density Curve. Storm Sewer & Roadway Embankment: Embankment involving storm sewer trench backfill and roadway embankments shall be constructed as per above with the following revisions. All subgrade between 1 foot outside of the curbs and within 6" of the subgrade shall be compacted to a density of a least 95 percent of the maximum density for the material used as determined by ASTM D-698 and with a tolerance of minus 3 percent and plus 2 percent of the optimum moisture at maximum density as determined by the Moisture Density Curve. For storm sewer trench backfill, approved gravel rock as per Section 2202 APWA Specifications may be used as fill to obtain a suitable base. You will need to have your testing laboratory obtain proctors for soil on the site and at your borrow area for the earthwork in accordance with the project specifications. I am making you aware of the requirements for earthwork since this is a i critical aspect of this type of construction. In accordance with spec cation 01400 (Quality Control), compaction tests shall be pertormed by your testing laboratory for embankments and storm sewer trench backfill. Any earth embankment or storm sewer trench backfill that does not meet specifications shall be required to be removed and replaced to specifications at the contractor's expense. Test reports confirming that the compaction meets the required specifications shall be received by the engineer prior to acceptance of the work. I would like to review the Quality Control (Spec. 1400) immediately with you and your testing laboratory person in the field and also determine the location of the tests for the storm sewer trench backfill. From: Troy Depperschmidt To: Attendees Attendance: Paul Thommen, Vision Construction Barney Pool Jeff Bash, Jeff Bash Excavating Larry Reece, City of Riverside Betty Burch, Mayor of Riverside Ivan Ubben, Larkin Associates Troy Depperschmidt, Larkin Associates 1. ft was pointed out that there have been several complaints from property owners concerning broken gas service lines, unaccessible mailboxes, and not having access to driveways. There are approximately twenty-eight homes within this construction area. Five property owners have been very upset and have complained. Two of these owners have been extremely upset and have voiced their complaints numerous of times. 2. Contractor needs to be more considerate with the property owners and let then know pending construction and the effects it will have upon them. All driveways and Merrimac Drive shall be kept open and temporary surfacing shall be readily available. 3. Paul Thommen with Vision Construction will be the superintendent on the job and be on the site everyday. Paul has contacted most of the property owners. Public relations is very important. 4. Approximately 95% of the storm sewer has been installed. 5. Contractor to submit updated construction schedule. Paul Thommen stated that he feels they are on schedule at this time. Working days are being charged in accordance with specifications. 6. Contractor needs to install additional traffic control on West bound 52nd Street West of High Drive and North bound on Northwood. Two sets of Road Construction Ahead and two sets of End Construction are required for these streets. Merrimac Drive Conference Minutes September 19, 1994 Page 2 7. Need proper compaction equipment on the project, including a water truck. A Ford tractor and pull-type sheepsfoot arrived at the site September 19, 1994. S. Underdrain to be installed along right side of ditch of approximately Sta 21 +30 to inlet number 5A Sta 20+31.80 to intercept water from a possible spring. 9. Curb Inlet #2 at Sta 16+37 LT to be removed and reset at correct elevation. Cross road pipe to be removed and replaced at correct elevation. Inlet and cross road pipe have been installed to high. Pipe cover on road would be approximately 6" of pavement only. Any crushed pipe shall be removed and replaced with new pipe. 10. Curb Inlet #26 at Sta 10+65 LT installed to high. Larkin Associates to look at revision to grade on Strathbury Street to make inlet work.
