MINUTES OF REGULRR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
OCTOBER 4, 1994
A regular meeting r_,f the Board of Alder^men of the City
of Riverside, Missouri was held in the City Hall in
Riverside, Missr_~ur^i an Octaber^ 4, 1994 at 7:30 p. m. 7hase
present were Aldermen Wedua, Teter^s, Aust, Rule, Marshall and
Owen. Mayor Burch called said meeting to order.
It was decided tr dispense with the reading of the
minutes of September^ 22, 1994, far•• the present t irne.
Chris Mayfield, 1120 NE parvin Road #301, K.C., MO and
Ron Eley, 1°i14 SE 15th Street, Oklaharna City, OK 7319
presented business license for Del City Wire, Inc. at 4116 W.
Riverside Street. This is for the sale of wire for vehicles.
R~_ile rnaved that the license application be approved sub,lect
to r^eceiving a sales tax r~urnber and payment of the fee,
seconded by Teter^s, the vote was Aldermen Wed~_ia, 7'eters,
A~_~st, Marshall, Rule and Owen, yes.
Curtis L. Ki bby, 4135 N. Kansas Avenue, K. C. , MO 64117,
presented business license application far Wash Tub Laundry
at 2904 NW Vivian Road.
A letter dated 5e pt ember 26, 1994 from the River'side
Chamber of Commerce was read. The letter had suggestions of
irnpr^overnents in the City and offer^ed the help of the Chamber
of Commerce. Mayor Burch said that the City appreciated
these suggestions and said that these suggestions appeared to
be in line with what the City had previously discussed.
"fhe Mayor' and Board discussed meeting with the Missauri
Highway Department r^egarding NW Gateway and NW platte Raad.
The City would like to see the utility wires buried; the
streets curbed and storm sewers installed; perhaps sidewalks.
These improvements would have to be dare in phases and Mayor'
Burch inquired whether or not Hamer Williams should make
pr^elirninary plans so that they can be presented at any
meetings to be held. This matter was discussed. It was
thought that it may be better to have same type of
preliminary plans before going to the Highway Department with
the project. Mayor Burch suggested that there be a meeting
with Argosy, Brawn, the City and Businesses along the str^eets
tc~ get a plan.
Alderman Rule moved that the City Mayor be authorized to
sign the agr^eement with Mer^cantile Bank concerning cGllateral
when rnaney bids ar^e awarded to Mercantile Bank, seconded by
Alderman Aust, the vote was Aldermen Wedua, Owen, Teters,
Rule, Aust and Mar'shall, yes.
Alderman Rule moved that the overt irne for' the public

Safety Department for the month of September, 1994 be
appr^oved, seconded by Alderman Aust, the vote was Aldermen
Aust, Mar^shall, Teters, Rule, Wedua and Owen, yes.
Alderman Marshall rnoved to place Still No. 94-57 on its
first reading, said Tull authari~es the taking of bids for
$1, 0(btZt, tZ~tbtD, seconded by Alderman Wedua, the vote was Alderrnan
Owen, aye; Alderman Teter^s, aye; Alderrnan Wed~_ta, aye;
Alderrnan Marshall, aye and Alder^man Rule, aye.
Alderman Rule rnoved tc~ place Bill Na. 94-57 on its
second reading, seconded by Alderman Marshall, the vote was
Alderrnan Owen, aye; Alderman Teters, aye; Alderrnan Wedua,
aye; Alderrnan Marshall, aye; and Alderman Rule, aye. Upon
the Bill having been made far public inspectir_,n prior to
c~=~nsideratic~n of the Board ~~~f Alder^man, Bill Na. 94-57 was
passed,
Mayor^ Eturch said she was contacted by earn Soper of
FEMA with letter to Argosy regarding the moving of their
buildings in accordance with the plans pr^eviously submitted
to FEMA at the Argosy facilities. Rrgc~sy said their plan is
to move the buildir~gs either November 14 or 15,
1994.
Mayor Purch said there will be a meeting with Kansas
City, Missouri an the r^ecipr^acal agreement. She said there
are about 32 different entities involved in the reciprocal
agr^eement. It was thought that several Cities would fain
together^ to be represented by an attorney. The Lathr^op-
Norquist Firrn wrote a letter dated October 4, 1994, setting
out their fees far such representation. The fee wa~.tld then
be prorated between the Cities.
Alderman Teters moved that the City accept the letter
dated October 4, 1994, from the Lathrop Norquist firm,
seconded by Alderrnan Rule, the vote was Aldermen Rule, Aust,
Owen, Wedua, Teters and Marshall, yes.
The Assault Ordinance was disc~_tssed. Rlderman Teters
moved that this Ordinance be tabled until the next meeting,
seconded by Alderrnan Aust, the vote was Aldermen Wedua,
Teters, Aust, Marshall, Rule and Owen, yes.
Alderman Marshall moved that the meeting go into closed
session under Missouri Stat~_tte 610.021 tl) Legal actions and
litigation and privileged attorney/client carnmunicatian,
seconded by Alder^man Aust, the vote was Aldermen Owen, R~_ile,
Marshall, Aust, Teters and Wedua, yes.
Alderman Marshall moved that the meeting ga inter regular
session, seconded by Alderrnan Rule, the vote was Aldermen

During the Fall Festival, the axles an the fire truck
were broken and had to be towed. Midway Ford will repair the
truck. far X2,065.85, which includes parts and labor. The
truck also needs the new engine refurbished at the cast of
approximately ~~,,030.75. This would take three or four days.
Alderman Rule moved to repair^ the fire tr^uck as set out
above, seconded by Alderman Wedua, the vote was Aldermen
Dwer~, Wedua, Teters, Rule, Aust and Marshall, yes. (However^,
Chief Bayless will check with Alderman Aust an the cost of a
new motor>.
Alderman Teters moved to purchase new Christmas
decorations far the Streets, seconded by Alderman Aust, the
vote was Aldermen Wedua, Teters, Owen, Aust and Rule, yes;
Alderman, Marshall, no.
The Tree ~r^ant has been sent in, this is an 80/20 grant.
The generator an the pump lift station will be replaced,
the cast will be reimbursed by FEMA.
Alderman R~_ile moved that the meeting go inter closed
session, seconded by Alderman Aust.
Alderman Rule moved that the meeting go into regular
session, seconded by Alderman Marshall, the vote was
Aldermen Wedua, Teter^s, Aust, Marshall, Rule ar~d Owen, yes.
Alderman Aust moved to place Hill No. 54-58 on its first
r^eading, said bill provides far the employment of Donald D.
brundr^idge for street maintenance at X7.50 per^ hazer-, seconded
by Alderman Rule, the vote was Alderman Owen, nay; Alderman
Rule, aye; Alderman Marshall, nay, Alder^man Aust, aye;
Alder^man Teters, aye; and Alderman Wedua, aye.
Alderman Rule moved to place Hill Na. 94-58 or. its
second reading, seconded by Alderman Aust, the vote was
Alderman Owen, nay, Alderman Rule, aye; Alderman Marshall,
nay; Alderman Aust, aye; Alderman Teters, aye; and Alderman
Wed~_~a, aye.
There being no further business to come before the
Hoard, upon motion duly made, seconded and passed, meeting
adjourned at 10:20 p. m.
