H tir MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI OCTOBER 18, 1994 A regular meeting of the Board of Aldermen of the City of Riverside, .Missouri was held in the City Hall in Riverside, Missouri on October 18, 1994, at 7:30 p.m. Those present were Aldermen Wedue, Tetera, Auat, Marshall, Rule and Owen; Mayor Betty Burch called said meeting to order. It was decided to dispense with the reading of the minutes of October 4, 1994 for the present time. Chief Bob Bayleaa introduced to the Mayor and Board of Aldermen Vic Peters, who is presently the County prosecutor and is running again in this election. This license was approved a salsa tax number and payment of the George Englelo, 2420 Silver, St. Joseph, Missouri was present to advise that he has changed the name of his business from Mr. Submarine to Kanaaa City Subahop, located nt 4435 NW Gateway. He said this is a registered corporation and in this name. This wea approved aub~ect to proper sign permits, sales tax number and payment of the fee. Brenda Bronway, 11206 NW Lema Dr., Parkville, MO 64152 presented business license for Affordable Roof Company at 412 NW Business Perk Lane. This is business which puts new roofs on buildings and also replacement of roofs. It is ~uat a warehouse for storage of vehicles. This was approved aub~ect to the payment of the fee. A group of residence living on Merrimac were present complaining of the condition of the street after the rain. The contractor was to put gravel on the street before leaving on Friday night, however, this was not done and it rained, which made the road impassible. The Mayor said the City did everything it could to improve this situation. This matter wea discussed further and the City would do what it could to improve the situation. Jeanne Eacover, student reporter from Park College was present. Al Engelatad, 9621 W. 123rd Street, Overland Park, KS spoke to the Mayor and Board regarding his having an auction at the Twin-Drive-In. Thies would be for large equipment. Mr. L a Pnge 2, Min. of Reg, meet. 10-18-94 Engelstad said it would be for one day, same being November 19, 1994. A poll of the Board revealed no one was opposed to this auction. The Mayor suggested to Mr. Engelstad that he will have to go before the Planning Commission for approval of a Special Uae Permit on October 27, 1994 for its approval and then back to the Board for its approval. Alderman Rule moved that Al Engelstad go to the Planning Commission for its approval of the auction on November 29, 1994 and after that approval he will have to appear before the Board for its approval, seconded by Alderman Tetera, the vote was Aldermen Owen, Wedun, Rule, Tetera, Marshall and Aust, yea. Kathy Roae presented the two options on purchasing a paper shredder. There were two options one for 51236.00 and the other 51075.55, including a stand. Aldermen Mnrahall moved that the City purchnae the Phoenix paper shredder for the sum of 51075.55, including a stand, seconded by Alderman Auat, the vote was Aldermen Auat, Marshall, Tetera, Rule, Wedua and Owen, yea. Joe Uram of Argosy spoke to the Mayor and Board regarding Riverboat gambling. He aald that the first nine days that Harrah's was opened, they were off about 20x, however, now they appear to be same as before. He said he realizes that they do not have the 90 million-dollar facility. They are planning to get another barge ao that when the cold weather gets here, people will have a plnce to wait for the next cruise. He also brought up the six million dollars to be paid to the City. He was also very hopeful that the gnmbling by chance will be passed at the November 8, 1994 election. He also realized how much the City has cooperated with Argosy and appreciated it. John Pntrick McDonald, was present to talk to the Mayor and Board with regard to his applying for the position of City Administrator. The following bids were received on 5500,000: Boatmen's Bank - T-Bills, maturing 4-6-95; 5.53 Agency Home Loan, maturing 4-5-95; 5.65x First National Bank - CD 180 days, 4.75X Alderman Auat, moved to place 8111 No. 94-59, said bill ratifies the acceptance of bldg on 5486,577.50 from Boatman's Bank in a Treasury Bill, maturing on April 6, 1995 with yield of 5.53x, seconded by Alderman Rule, the vote was Aldermen Owen, aye; Alderman Rule, aye; Alderman Marshall, aye; Alderman Auat, aye; Alderman Tetera, Aye; and Alderman Wedua, aye. Alderman Rule moved to place Bill No. 94-59 on its second rending, seconded by Alderman Wedua, the vote was Alderman Owen, aye; Alderman Rule, aye; Aldermen marahall, aye; Alderman Auat, aye; Alderman Tetera, and Alderman Wedua, aye. Upon the Bill hewing been made for public inspection prior to consideration of the board of Aldermen, Bill No. 94-59 was passed. Aldermen Rule moved to authorize the Mayor to enter into a Depository Agreement with Fermer'a Exchange Bank of Riverside, seconded by Alderman Auat, the vote was Aldermen Wedua, Owen, Marshall, Auat, Rule and Tetera, yea. Alderman Auat moved to place Bill No. 94-60 on its first reading, this bill provides for the amendment of the Assault Ordinance, seconded by Alderman Tetera, the vote was Alderman Auat, aye; Alderman Rule, nay; Alderman Tetera, aye; Alderman Owen, nay; Alderman Wedua, aye; Alderman Marshall, aye. Alderman Marshall moved to place Bill No. 94-60 on its second reading, seconded by Alderman Wedua, the vote was Alderman Auat, aye; Rule, nay; Alderman Tetera, aye; Alderman Owen, nay; Alderman Wedua, aye; and Alderman Marshall, aye. Upon the Bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill No. 94-60 was passed. Alderman Rule moved to place Bill No. 94-61 on its first reading, this Bill provides for the payment of bills as listed therein, seconded by Marshall, the vote was Alderman Auat, aye; Alderman Rule, aye; Alderman Tetera, aye; Alderman Owen, aye; Aldermen Wedua, aye; Alderman Marshall, P Page 4, Minutes of Reg. meet., 10-18-94 aye. Upon the bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill No. 94-61 wea passed. The Board was in favor of renewing the Safe Haven ordinance. The City Engineer, after examining all the bide received on improvement of Railroad Crossing and VanDePopulier Street, Page 4, Min. of Reg. meet. 10-18-94 recommended the acceptance of that bid by Mega Industries, Corp in the sum of 596,723.40. Alderman Auat moved that the City accept the bid of Mega Industries Corp in the sum of 596,723.40 for the improvement of VanDePopulier Street and Railroad crossing, seconded by Alderman Marshall, the vote was Aldermen Auat, Owen, Tetera, Wedua, Marshall and Rule, yea. A request from Larry Reece was made to place the generator on a six-foot platform at the sewer pump station. Thies matter wea dlacuaaed. It appeared that FEMA would pay for the expense, since it was reported during the 1993 flood. Lorry Reece reported that the door on the van and the window were in need of repair the coat would be approximately 5200.00. Mayor Burch said she thought there would be one more meeting with the Mayors regarding the Kanaaa City Missouri's Reciprocal Agreement. Alderman Marshall moved that a check for 5125.00 to the IRS for the 401K plan of the City's be placed on the regular ordinance for payment of bills, seconded by Alderman Auat, the vote was Aldermen Owen, Rule, Marshall, Auat, Tetera and Wedua, yea. Mayor Burch said she would have a meeting on Monday, at 7:00 p.m. on the improvement of Weat Platte Road and NW Gateway, inviting someone from KC Power & Light Co., Missouri State Highway Department, John Brown, Ed Young, Homer Williams and Charles Garney. BOX 14097 KANSAS CITY, MISSOURI 64152 616.741-8363 City of Riverside November 15, 1994 Mayor and Board of Alderman Riverside, Missouri Re: Road Condition Van de Populaire Dear Mayor and Alderman; I presented a letter at the Board of Alderman meeting of 11/1/94 which outlined the problems with Van de Populaire road and the recommended repairs. believed that the board voted to make the repairs essentially as outlined in the letter. Conversations since that meeting with Betty Burch, Larry Reeves and Troy Depperschmidt lead me to believe that Van de Populaire road will not be repaired as was requested on 11/1/94. I wish to repeat the recommended repairs and request that the board take clear, concise easily understood action to bring about these repairs as soon as possible before the construction season runs out. the requested improvements are as follows: 1) Install a newAB-3 compacted rock road base 6" thick and 16' wide extending from the south end of the railroad crossing project to the south edge of the Longball Driving Range. 2) Chip and seal that road base. 3) Construct grader ditches where possible along that section of the road. In addition to this, the Deconick road detour needs more rock on the curves and also needs several truck passing areas or it will only be a traffic mess when the railroad crossing project is under construction.
