MINUTES OF SPECIAL MEETINf", OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI OCTO£3ER G4, 1994 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hali in Riverside, Missa~.iri an October 24, 1994 at 7:~Q~ p. m. Those present were Aldermen Wedua, Teters, Aust, Marshall and Rule were present Owen, absent. Mayor Betty Burch called said meeting to order. It was decided to dispense with the reading of the minutes of October 4, and October 18, 1994 for the present time. Representatives of Missour^i Highway Depar^tment, Kansas City Power^ & Light Ca., WRS, Riverside Chamber of Commerce, and Garrey Construction Ca., along with Jahn Brawn and Ed Young. (A list of all in attendance attached hereto). The Mayor^ opened the meeting saying the City is trying to make long range planning to improve the City. Hamer Williams has dare same tentative plans and is here to listen tc~ the ideas and suggestions. It was thought this would have to be done in phases because of the cast and that an aver-all plan should be made. Alderman Rule said he would like to see it start at the east city limits and continue through the City. On Northwest Platte Raad and NW Gateway, would like to have the utility lines underground and Northwest Rlatte per^haps make it from four lanes to three lanes and spr^uce up the Junctions, aside from curbing and overlaying the streets. Nor^man Beeman with Missour^i Highway Department spoke and said that improvements an any streets in the City of Riverside, were rat on the agenda far the next fifteen years and that if the City wants to improve them, the State would contribute c:5X. If the City would make all improvements and take over the streets, the most the State would contribute is 25X and the streets would be the City's. John Brown thought it would rat be a good idea for the City to dc. the improvements if they received na mare contribution than the B5X. Mayan Burch asked if the State would have a traffic count made an the two above mentioned streets and Mr. Beeman said he could arrange far that. Scott Gr^affleman of Kansas City Power fF Light Company spoke and said that the cast of putting all lines underground on the two streets wa~_rld cast the City approximately four million dollars. Norman Beeman asked if the City didn't like the lacks of the poles alr_,ng the streets, if sa, then per^haps they could move them back. from the streets, behind the businesses. Scott Graffleman said that if the pales were moved, the poles for the str^eet lights would have to be installed and this would cost the City something like X100 per pole per year. The City would have to contact the cable vision and telephone people. Horner Williams said everyone thought it would lack better to have the lines underground, but if this cannot be done, perhaps see of they can be moved behind the businesses. Maybe the new businesses coming in would have to make all utilities underground. John Brown said that he is to develop the 70 acres south of Na. 9 Highway far Trillium. Mr. Gar^ney spak.e regar^ding his plan to work with Mr. Young to develop His pr^aperty east of Green's trailer park. He had same pr^apased drawings showing what he planned to do. Mr. Young said he would like to purchase the trailer park. and then would donate apprr_,ximately SQL acres to the City if they would build a new city hall and community building ar~d leave the police and fire departments at the present place. Amos Cox and Bi11 Hright spoke an behalf of the Chamber of Commerce and said they definitely would like to the city have a plan perhaps make the area north of No. 9 Highway more attractive than south of Na. 9 Highway. Norman Beeman suggested that the City send in their plan to the Highway Department dust as soar as passible. Horner Williams said he would get back to the City with same more meaningful plans. Mayor Burch thanked all the people far being here and far their ideas. A rer_ess was called. Meeting reconvened and those present were Aldermen Wedua, Teters, Aust, Marshall, and RL~le; Owen, absent. Mayor^ Burch presided aver the remainder of the meeting. 7 I ,- page 3, Min. of Special Meet., 1@-24-94 Alderman Rule moved that the meeting go into closed section under Missouri Statute 61 @.~~'1 (1> to discuss actions and litigation and privileged attorney/client c..~mmunications, seconded by Alderman Marshall. Alder^rnan Marshall moved that the City go out of executive session and into regular session, seconded by Alderman Wed~_~a, the vote was Alderman Wed~_ia, Aust, Teters, marshall and Rule, yes, Owen absent.
