HomeMy WebLinkAbout1994-11-15a' MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI NOVEMBER 15, 1994 A regular meeting of the Board of Aldermen of City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on November 15, 1994, at 7:30 p.m. Those present were Aldermen Wedua, Teters, Marshall and Owen; Aldermen Auat and Rule absent end Mayor Betty Burch called said meeting to order. It was decided to dispense with the reading of the Minutes of November 1, 1994 for the present time. Richard Esler, 8720 Bristol Drive, Lisael, IL presented business license for National Repair Group at 4300 VanDePopulier Street, in one of MOKAN'a buildings. This is for the repair of Refer care Cthe generators of the cars>. The sales tax has been applied for. Thies was approved aub~ect to the supplying of sales tax number and payment of the fee. Minutes of Meeting of November 1, 1994 were read and approved ea corrected. Don Coleman, 7904 NW Scenic Drive, Kansas City, MO presented a letter to the Mayor and Board, dated November 15, 1994. This pertained to improving of VanDePopulier Street. Mayor Burch said it was her understanding from the last meeting that she would get in touch with the City Engineer and try to get something done about the drainage on VanDePopulier Street. Troy Depperachmidt, Engineer. is to get back with Betty Burch regarding the drainage. She said without some kind of engineering study, the City would not want to do anything, especially since the City does not have an easement for drainage ditches. The drainage should really be enclosed. Tons and Tons of rock has been put on this road in the past and without a good drainage, it is in the same condition as it was years ago. Before the 1993 flood, Seal O Matic got the bid on aeal3ng and chipping the street and they have said they will still honor the bid. The letter, dated November 15, 1994 which Don Coleman presented to the Mayor and Board was read. Mayor Burch said that Trillium has applied for rezoning of some of the area West of I-635 and they plan to do quite a lot of building in the area if it is rezoned to commercial. Alderman Marshall moved that the City go ahead to see if Trillium will donate their property for the ditching and then the AB-3 rock chip and seal the street as soon as possible, p I Page 2, Min. of Reg. Meet., 11-15-94 Alderman Owen seconded the motion, the vote was Aldermen Wedua, Teters, Marshall and Owen, yes; Aldermen Rule and Auat were absent. Don Colelman also said that if the construction of widening the road over the railroad tracks is started and the street closed at this goint, that DeConnich street should be widened and much more gravel will have to be put on the street, so that there could be two-way traffic. Amos Cox, president of Riverside Area Chamber of Commerce, introduced Leiter Mae Vulgamott as the Executive Director. Mayor Burch said that since the slots on the gambling boats passed at the last election, that at the Chamber's meeting Monday, Argosy will present the City with their Six Million Dollar check. Terry Hannah, Route #36, 9405 N Highway, Parkville, MO 64153 spoke to the Mayor and Board of Aldermen regarding the paving or black topping his property on Tillison Road. He said that the subcontractor for the proposed construction of Argosy permanent facilities wanted to keep its machinery there. Thies matter was discussed. Terry Hannah said he would be willing to pave or black top the area around the office and customer parking, however, he said the subcontractor anticipates to use this place for approximately one year. It was brought out that the heavy equipment which would be parked here, would probably ruin any hard topped surface. Mr. Hannah was advised that the prior tenant at the place wsa given 180 days in which to have hard duet-free surface. It was suggested that Mr. Hannah have hard-duat- free surface in front of the office and for the customer parking and the rest of the area hove 20" of rock. It was suggested this would not have to be done at one time and would be willing to have six months in which to get the work done. It was suggested that Mr. Hannah come to the Planning Commission with his plena and get a special use permit. A recess wsa called. Meeting reconvened. Those present were Aldermen Wedua, Teters, Marshall and Owen. Aldermen Aust end Rule were absent and Mayor Burch presided over the remainder of the meeting. Larkin and Associates said it would coat the following rates for service to inspect VanDePopulier Street as it is being improved: 5110 per hour 585 per hour 550 per hour for the head Engineer for associate engineer for residential rep. P Page 3, Min. of Reg. Meet., 11-15-94 There would probably be an average of twenty hours per week. Alderman Marshall moved to hire Larkin and Associates tc supervise the VanDePopulier improvement at the above rate of pay, seconded by Alderman Wedua, the vote was Aldermen Wedua, Teters, Marshall and Owen, yes; Aldermen Auat and Rule were absent. Aldermen Marshall moved to place Bill No. 94-69 on its first reading, said Bill provides for the revision of Section 19.925, Uae of Child Passenger Restraint System required by the Riverside Code, seconded by Alderman Wedua, the vote was Aldermen Wedua, aye; Alderman Teters, aye; Alderman Marshall, aye; Alderman Owen, aye; Alderman Auat, ebaent and Alderman Rule absent. Alderman Merahall moved to place Bill No. 94-69 on its second reading, seconded by Alderman Wedua, the vote was Alderman Wedua, aye; Alderman Teters, aye; Alderman Marshall, aye; Alderman Owen, aye; Alderman Aust, ebaent and alderman Rule Absent. Upon the Bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill No. 94-69 w$s passed. Alderman Merahall moved to place first reading, said Bill provides for replacement of Ordinance No. 94-49 of seconded by Alderman Teters, the vote aye; Alderman Teters, aye; Alderman m. Owen, aye; Alderman Auat, absent; and Bill No. 94-70 on its repealing and the sign ordinance, was: Alderman Wedua, srahall, aye; Alderman Alderman Rule ebaent. Alderman Wedua, moved to place Bill No. 94-70 on its second reading, seconded by Alderman Teters, the vote was Alderman Wedua, aye; Alderman Teters, aye; Alderman Marshall, aye; Alderman Owen, Aye; Alderman Auat, ebaent; and Alderman Rule, ebaent. Upon the bill having been made for public inspection prior to consideration of the Board of Aldermen, Bill No. 94-70 was passed. Breit 120,446.00 ~ 97,151.00 Alderman Marshall moved that the City accept the Bid of Seal O Matic 1n the sum of 567,071.30 for improvement of P Page 4, Min. of Meet., 11-15-94 Cerrito and Cherokee, seconded by Alderman Owen, the vote was Aldermen Owen, Marshall, Teters, and Wedua, yes. Aldermen Rule and Aust absent. Gary Wahl said that unless the City was in big hurry, he would like to wait until the weather is good. Mayor Burch brought the Gity up to date on the EDC requirements. Mayor Burch said that Riverside won the Special Road District law suit, however it has been appealed. Mayor Burch reported on Trillium and said that they will build the levee with bond money and will build the rest of their project with TIF plan. They also have applied to the Planning Commission for rezoning of the property. Alderman Marshall moved to place Bill No. 94-71 on its first reading, said Bill provides for the payment of certain indebtedness as listed therein out of the general fund, seconded by Alderman Wedua, the vote was Alderman Wedua, aye; Aldermen Teters, aye; Aldermen Marshall, aye; Alderman Owen, aye; Aldermen Rule absent and Alderman Auat, absent. Alderman Marshall moved to Place Bill No. 94-71 on its second reading, seconded by Alderman Wedua, the vote was Alderman Wedua, aye; Alderman Teters, aye; Alderman Marshall, eye; Alderman owen, aye; Alderman Rule, ebaent; and Aldermen Owen, absent. Upon the Bill having been made for public inspection prior to consideration of the board of Aldermen, Bill No. 94-71 was passed. Alderman Marshall moved to place Bill No. 94-72 on its first reading, said bill establishes amendments to the zoning code adopted by Ordinance No. 89-15 and amended on Marsh 22, 1994, by ordinance No. 94-17 provides for emergency and mobility procedures for temporary structures in the Commercial Vessel District within Chapter 13 of the Zoning Code, seconded by Aldermen Wedua, the vote was Alderman Owen, aye; Alderman Rule, absent; Alderman Marshall, aye; Alderman Aust absent; Alderman Teters, aye; and Alderman Wedua, aye. Alderman Wedua, moved to place Bill No. 94-72 on its second reading, seconded by Alderman Marshall, the vote was Alderman Owen, aye; Aldermen Rule, ebaent; Alderman Marshall, aye; Alderman Auat, absent; Alderman Teters and Alderman Wedua, aye. Upon the Bill having been made for public inspection prior to consideration of the board of Aldermen, Bill No. 94-72 was passed. p Page 5, Min. of Reg. Meet., 11-15-95 A bid waa received from Dan Tims for an electrical contract to place electrical wire on the poles to be able to hang the Christmas decorations in the sum or 51950.00. Alderman Marshall moved that we accept the bid of Dan Tims for the electrical contract in the sum of 51950, seconded by Alderman Wedua, the vote was Alderman Wedua, Teters, Marshall and Owen, yes; Aldermen Rule and Aust absent. A letter of thanks, dated November 1, 1994 was received from John Pat McDonald and also therein he stated his regret to accept the position of City Manager. Alderman Teters moved that the City go ahead and get plane on improving Hillside and South Streets, seconded by Alderman Marshall, the vote was Aldermen Marshall, Owen, Teters and Wedua, yea; Aldermen Rule and Auat absent. There being no further business to come before the Board, upon motion duly made, seconded and passed, meeting adjourned 11:10 p.m. p I
