October 1, 2009
A regular meeting for the City of Riverside, Missouri, was held in the City Hall of Riverside, Missouri at
7:00 p.m
Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Cope, Thatcher, Hurt, Super and Bnms.
Also present were David Blackbum, City Administrator, Mike Duffy, Drector of Community
Development, Louise Rusick, City Clerk and Meredith Hauck, Community Relations Director.
Minutes of Sept. 8th, Alderman Fuller moved to approve the minutes of September 8, 2009, seconded by
Approved Alderman Thatcher, the vote was:

Public Works Director Mayor Rose said she supports the recommendation of Tom Wooddell as Public Works
Comment Director and there were no other comments from the board. David Blackburn said we
will proceed with the transfer of Tom to the position of Public Works Director on a
permanent basis.
Branding Update Meredith said all concepts aze being refined and will be presented for approval at the
October 20th meeting. The unveiling of the new logo will take place in the first quarter
of 2010.
Solaz Phone Meredith said there is a bill being presented tonight to purchase a solaz phone for the
Information Riverfront Trail. Also, in November 911 locators will be established on the trail and
emergency location signs. This project will be explained to the board more in
November.
Community Mike Duffy said Rachel Stroer from BNIM is here to give the board an update on the
Development activities taking place as the master plan team is meeting every 2 weeks on Friday
morning. A program will be attended that "Sustainable Communities" is conducting.
There is an October 19"' community meeting at City Hall about some of the
opportunities for the master plan.

Ms. Stroer said there is 3 phases that overlap at some point. Presentation, meeting
tomorrow and with the planning groups. The discovery phase is being done on the
current plan and looking at what has been done, looking at the demographics, but also
waiting for the new census that will be out soon. The community survey has been
examined and the market study is almost fmished. They went through the 2006 plan
and outlined all the recommendations they had with the staff and what should be lefr in
and what needed to be changed. Fifty percent of what was set out to do in the 2006
plan has been accomplished.
From the survey, the community was mostly satisfied with how the projects that were
completed and how they fumed out. From the survey one of the important things taken
from it for future planning process were residential and business maintenance, walking
and biking trails, revitalization of downtown, city streets and water services. Lakes and
streams and commercial areas are also important to the community.
The market study is almost complete with four major sectors being looked at for office,
retail, industrial and housing.
Vivion Road Update Matt with Shafer, Kline Rc Warren said there is a need for suitable material from
Vivion and High Drive, all of Cliffview to Aspen Drive as there is now unsuitable
material in place. The pavement is rutting when driving across it as there is a lot of
water in [he pavement. Matt said 12" of rock should be all that is needed for the
project. Fly Ash may have to be used when the contractor gets into removing the top
grade when they get down to 12" and if it's still wet. Mike said he received a notice
that the EPA is looking into using fly ash as it may be considered household hazardous
waste and this could become an issue as it used a lot for a permanent base for streets.
Task Order For Alderman Super moved to approve a task order for Olsson Associates design of
Gravity Sewer Design, Horizons Gravity Sewer Design (line) that is necessary to connect the lift station to

$48,087, seconded by Alderman Hurt, the vote was:

Position Re-Classifi- Alderman Hurt moved to approve the reorganization (re-classification) of certain
cation in P.S. positions in the Department of Public Safety, seconded by Alderman Bmns, the vote

Infra-Budget Transfer Riverside Department of Public Safety partnership's with Gladstone Public Safety with
Request the Northland Crash Team that is designed to investigate serious motor vehicle
accidents. In that budget, P.S. put in $5,500 to buy a piece of equipment the crash
team did not have and Gladstone could not afford to purchase and it was Riverside
Public Safety's contribution to the team. Since then, the KC Scout System has bought
this piece of equipment for them saving a significant amount of money. Also, in the
training budget there was budgeted $1,700 to send a P.S. Officer to energy crash school
to determine the amount of damage done to a vehicle or a piece of property. Chief
Mills would like to allocate $1,700 of the $5,500 to Gladstone Public Safety to send
someone from that department to the school so there is 2 people trained for this.

Mayor's & staff Mayor Rose said she received a letter from a northland citizen concerned about the
comments animal traps placed on the Riverfront trail. The citizen was told she needed to keep her
dog on a leash as it was not safe on the trail with traps.
Meredith said the Animal Control Officer patrols the trail on a daily basis now and this
is probably who the citizen talked with and he would have told the person they must
keep their dog on a leash as the city has a leash law. Mayor Rose said she will respond
and follow up on the letter.
Mike Duffy's and Mike said there is a bill being introduced tonight to hire SCI, Engineering to do the
Mayor Roses' laboratory preparation and analysis for the artifacts that were found. Three different
comments on phases of the work are to be performed. Mike said it will take 4-5 months total and we
Renner Brenner Park will have a comprehensive report when it's done. This also allows for bringing those
Indian Artifacts artifacts back to Riverside and we will have them far our heritage as we move forward
with new city ideas. Mayor Rose said this gives the city the first real ownership of the
site.
Voting Representative Mayor Rose asked David who the last voting representative for the Levee District's
for annual meeting of Annual meeting was and David said the former City Attorney was last year, but David
the Levee District Blackburn said he had been previously. Mayor Rose suggested David Blackburn to be
the voting representative.

Mayor's comments Mayor Rose said the Riverfest closing meeting was held and it was very beneficial
as to what improvements need to be made. Eight hundred surveys were sent out to three
states and 47% of the people attending were first time attendees. There were almost 6,000
people in the pazk Saturday night.

Mayor Rose said a letter was received from Kendallwood Hospice for the donations
recently received from the City.
The citizens committee for Public Safety radio study consists of 6 residents, 3 business
people and Aaron Thatcher will be the city's liaison.
Mayor Rose commended Public Safety for the parhrership and cooperation for the
Alcohol Tobacco Firearm (ATF) people that were here for training. Mayor Rose
received a paperweight from them.
Aldermen & Staff Alderman Hurt said he was "blown away" with the volunteers time spent at Riverfest.
Comments
Alderman Super said "kudos" to Public Safety on Saturday with the event taking place in
Indian Hills and the traffic (parking) situation. The police department's presence was
very much appreciated by the residents.
Alderman Super asked what is in the old city hall. Mike Duffy said the Levee District
has moved out, the bays are being cleaned and some equipment from Public Works and
Public Safety will be put there. The 4 wheelers, ammunition trailer, off season mowers
and administration will be storing pool cazs there during inclement weather. Demolition
has been thought of on the south side of the building and it would not be hard to do. We
are proposing to get bids on this with the demolition contractor that will `demo' the city
annex building.
Alderman Fuller said concern as been expressed about speeding in Indian Hills. He
would like to see our equipment, "speed trailer" put to use on Valley Lane. Chief Mills
said it would be placed there and Public Works will see about some signage on the street,
"Children Playing".
Alderman Bruns would like to have Tom follow up on the street gutter work on Cerrito
and some of the driveway connections. Mike said the Gower work is proceeding and a
wall has been placed on the lower part at Mr. Bly's house and the sidewalk is mostly in
place.
Alderman Cope thanked everyone for their involvement in Riverfest.
Alderman Thatcher said his children enjoyed Riverfest and thanks to everyone and
whoever put the float together for the Aldermen. Alderman Thatcher said he attended
one ATF training session and attended the branding meeting and is looking forward to the
results.
Alderman Super asked about the dedication For Horizons and 9 Highway. Sabin said we
are waiting on KCP&L to get power to the signals. He has talked to them, but should get
an answer next week. Alderman Super asked about us taking over Tullison Road and
David Blackburn said he told MoDot that we aze not in a position to do this now.
Sabin said he attended a MoDot meeting last week and it went well and they were
agreeable to ideas we had in the letter for the ramp off I-635 and they will look at the
Tullison Road simation. There are a couple of options being looked into.
Mike Duffy said MoDot met here today regarding Vivion Road and talked about Vivion
Road at the AA Highway intersection and the bridge.
Sabin said he also talked to MoDot about "squaring up" the accounts with MoDot.

Alderman Fuller said coming over the I-635 bridge north bound at the trail head, there is
no barrier and if someone went off the road they would be on the trail. Sabin will look
into putting some kind of bamer placed at this point.
