Those present were Aldermen Wedua, Teters, Kar^r, Shepard, Rule and Marshall.. The said meeting was called to order^ by Mayor Petty Purch. I•t was decided to dispense with the reading of the mirrutes c,f December^ 15, 1992. Verne Davis, 2348 NW Woodland, spoke to the Mayar^ and P~~ard r_,f Alrier^men, inquiring what has been done regar^ding an andi~ance which would enable the Poar^d to rernave one r_,f the its Members should there be r^easan. Mayar~~ P~_irch said that according to the Missr_,uri Stat~_rtes far Fa~_~r^th Class Cities, an elected afficer can be removed by rnaJor^ity of the vote of the board members. A fur^ther discussicm was I•iad and the Mayor suggested since Shepar^d said she planned on being present the r^ernainder^ of the ter^rn that nothing fur••ther^ be dare. Dave Williams, R#ic3740 Highway 371, Dearborn, Misso~_rr^i 64439 of the Misso~_tr•i Cities Water, spake tr_, the Mayar and Poard concerning the agreement far^ Ridgewood Estates to hook into River^side's sewer^ system and said he w~~u.ld like this to be done as sawn as passible. He thought the ane issue keeping River^side fr^am signing the agreement sF•ra~_rld Hat stand in the way of signing. The Mayor explained that City Attar^ney Dare Witt advised that the Agr^eernent should cover AVATAR f~_rr••nishir~g the City with a pr^intaut of the water^ usage by Riverside P~.rsinesses and r^esidents, as well as any removals ar add itiar~s, etc. even if the cr_,rnpany changes 4 I Paye ^c, Min. ...f Reg. Mayor P~_rr'ch r'epor'ted that VanDeF'ap~_~lier' road needs grading and t'ock. She said that the Raad Distr^ict said they wa~_rld grade the road and haul 40 tans of cr~_rsher run rack far the s~_~m of X600.00. She said she told them not to dc. any work an the City's stn'eets until advised to do sa. Wedua will oversee the irnpr'ovement of Mattax Road and also cher_k on VanDepapulier Raad. Mayc,r P~.irch said a c i d den called and wanted t o know why tt~e raised area in High Drive, ~trst nar'thwest of the I- 635 overpass was not r'epair'ed. Mayor did get an estimate from Seal-O-Matic and it would cast approximately X2000.00. 1t was armo~_inced that there will be a Far'k Board Meeting an .January 7, 1993, and the Planning Camrnission will have their annual meeting an Jan~_rary 14, 1993. John Marshall said that the City needs to war'k on the i ~. F'age ~, Min, cif Reg. Meet. , 1-5-'33 employing of a City Manager^. Kar^r^ said that the area or, the back of his lot whey^e the sewer people constr•~_rcted the sewer has settled almost two feet. A recess was called. The meeting reconvened ar,d these present were Wedua, Teters, Karr, Shepard, R~.~le and Marshall. May~..r Burch presided over the rernair,der^ of the rneetir,g. Chief Bob Bayless sumrnar^ized all the achievements he had accomplished d~_iring the year ar~d said on January 8, iS93 he will have completed his second year with the City. Chief Bayless said that the food left over from the Senior Citizer, Dinner was donated to the Synergy House in F'arkville ar,d a "Thank Yo~.i" note was received from their president. Chief Bayless said there are approximately 60 agencies involved ir, the NASF' prc~grarn. Mike Shelton has evaluated the s~_rr•r~~ur,dir,g Cities' ordinances or, "False Fir^e Alarms" and it appear^ed that nr_,r,e of the Cities penalize anyone for this. Chief Bayless said that their "NIF"' program has been very successful. Chief Bayless said that the F'ubl is Safety Depar^trner,t needs to purchase two b~.illet pr^oof vests. Marshall rnaved that the City purchase two bullet proof vests, seconded by Kar•r•, the vote was: Karr, Teters, Wed~_ra, Shepard, R~_rle ar,d Marshall, yes. Chief Bayless said he wo~.rld like authority to employ f~_ill tune Public Safety Officer. He wo~_lld like tc~ recornrnend the ernployir,g of Richard Peters for^ the f~_ill tune Public Safety Officer. Richard Peters has been a r•eser^ve officer, he has his 12~ hours of law er,for•cernent wc~r^k ar,d also is a qualified fire fighter. He is already savor^n in ar,d wo~_ild need a starting date for• f~_rll tune F'~_rblic Safety Officer. He said Peters also has giver, the fire-arm ir,str^uctior,s to the c~ther^ officers. Chief Bayless said that the P~_iblic Safety Department would have to purchase a few shirts.
