M. "fhr_,se pr^esent wer^e Alder^rnen Teter^s, Karr, Shepar^d, R~_tle and Marshall, Wed~_ia, absent. Mayor Betty Bur^ch called said meeting to order^. It was decided to dispense with the reading of the min~_ites of January 5, 1993 for^ the present t irne. City Attorney Dan Witt presented a rnemar^andi_irn tr_, the Mayor and Board which suggested an outline far the agenda and he said he dust wanted the City to try this o~_itlir~e c~~_lt and see if it helps. He said some of the other cities he represents d... follow this type ...f agenda. He ~~_rst wanted the City to experiment with this agenda at this meeting and perhaps try it at the next meeting. Kansas City, Misso~_iri's r^ecipr^ocal sewer agr^eernent was discussed and it was decided to have City Attorney Don Witt try to negotiate with Kansas city. In the meantime, Mayor^ B~_~rch will keep trying to find a school for the Str^eet Department to attend to learn about testing of the sewer^ discharge and qualify far^ the testing, r^ather than have Kansas City, Missour^i dc. the testing, ~.inder^ the EFTA reg~_rlat ions. Karr moved that Mayor Burch ccrr~tinue tc~ search far a school the Street Department employees can attend to qualify them to rnonitcrr~ our sewers, seccrr~ded by Teters, the vote was Mar^shall, Teter^s, N.ar^r^, Shepard, and r^~_ile, yes; Wedua, absent. City Attorney Don Witt said that the par^t of the Agreement which Misso~_ir^i Cities Water^ Carnpany was ~ apposed to appeared tr_. be of ari insignificant matter and feels the Water Carnpany should comply. This matter was disc~_~ssed. Marshall moved that the City advise Misso~_~r^i cities Water Carnpany that it roust provide a system satisfactor^y to the City of Riverside for it to get the sewer billing information and far Missr_,uri Cities tc~ absr_~r^b futur^e significant cost incr^eases as a condition of a contract t... eliminate the sewer^ treatment plant for Ridgewr_~r_~d Estates, seconded by Karr^, the vote was Mar^shall, Rule, Shepar^d, ~ I r Page u, Reg. Regar^ding the annexation cif pr^operty west of the City's limits, after a disc~_tssian, it was decided to wait for the Michael Purcell law suit tr_. be dismissed and then have a meeting with the people in the err^ea to be annexed, finding out what they would expect of the city. Regar^ding the Cer^tificate of Deposit in the S~_rrn of ~45~,~~~D in the Merchants Pank it was decided an January 04, 199?,, to sec~_rre the ~45~ , Q~@~, together^ with interest. Mayc,r Porch said now that all the sewer^s have been c~~nstructed, there were s~~~me easements obtained which will not be necessary ar~d the City plans to r^elease these. Hr_,wever^, ther^e are bout 3Qi~ easements necessar-y to keep which are in the for^m of a blanket easement. It appear^s now :it will be necessary to prepare legal descr^iptior~ of each easement far^ the pe~~ple involved. This will be researched t~~ see what pr^c~ced ~_rre t o fo 11 ow. Karr moved that City Attar^ney Dan Witt pr^epar^e an appr^opriate ~ryr^dinance far the City designating that the sewers are now properly canstr~_icted land release all. properties not within the easement, seconded by Rule, the vote was, Teters, Shepard, Mar^shall, Kar^r^ and R~_~le, yes; Wed~_ra absent. Concerning Riverm~ ant and Shryc~ck. Lawsuits, wher^ein they want to change their apartments inter condominiums. This matter was disc~.rssed and it appeared Gity Attorney Don Witt will tr^y to get the taw suits dismissed. The matter of par^k.ing lots be har^cl sur^faced was discussed and the subject of Terry Hannah's prr_~per^ty was brought up. This is the prr_~perty located east of the r^amps to Fairfax Pridge, where Peter Kewitt had parked their trucks. The matter of collecting an extra X1.00 co~_rrt cost fee 4 Page 3, Reg. Meet., 1-12-53 for^ SafeHaverr was discussed. It appeared that all SafeHaven's applications have been completed arrd it is nc~w irr or^der to pass arr Ordinance, if the City so desir^es. Rr_rle moved that Bill No. S3-:~ be placed on its first reading, said Bill provides for the city to collect arr extra ~1. ~~ court cost fee for SafeHaverr, secr_rr,ded by Marshall, the vote was Teter^s, marshal 1, Karr, rule, and Shepard, aye; Wedua absent. Shepard moved that bill No. 93-: be placed orr its second reading, seconded by Karr^, the vote was Teters, Mar^shall, Kar^r, Rule and Shepard, aye; Wr:+dua, absent. Whey^e~_rpon, the Bill having been made available for^ public inspection prior to the consider^atiorr of the board c.f Alder^merr, Bill No. 93- was passed. The nuisances, violating the r_,r^dirrarrces in Riverside, wer^e discussed. The pr^operty;, owned by the Breederrs, ,lust nc,rtheast r_,f the ~urrctir_~n of ,°ii_rrd Street and Nor^thw~~od Rr_,ad was discr_rssed. Since this property is out of the City limits, it would have to be handled by an irr~urrctiorr. It appears this will be br^or_ight to court and Mayor^ Bur^ch said that she will attend the cor_ir^t hearing. Orr the Edgell property which had beery partially destroyed by fire arrd Mr. Edgell star^ted to r^epair^ the building, and since has stopped the repair, it was decided to have City attorney Don Witt handle after appropriate notice was given to Mr. Edgell. Marshall moved that the city Attorney is author^ized to take action after appropr^iate notice to the citizen to abate this nuisance is given, seconded by Karr, the vote was: Kar^r^, Teters, Shepard, Rrile arrd Mar^shall, yes; Wedr_ia absent. Regarding sewer bills riot being paid by the fcrllowing, McNutt, Benny Fr^ies, Duncan, Conley, Robert Clark and William Clark, it was decided to let the City Attar^rrey handle the matter. Regarding the fence cif Wirrterrnu•tes orr the r^ight of way property, the Briar^d agreed t~~~ get a letter agr^eemerrt from them stating that if, at any time, the fence needs to be tak.err dawn, or any cornplairrts ar^e made concerning the fence, the Wirrterrnutes will mr_,ve the fence at their^ expense and will hold the City hay^nrless. Mayor Burch said that aba~_it two or^ three meetings ago, Fred Wilken asked that Rich Hedgecr_,ck's sal.ar^y be increased by .S~ per hc?ur^. She said she pulled the files and that Rick Hedgecack. had gotten the .=X incr^ease and that the b~_idget did not allow for any ~~~ther increase this year, however, she would recommend a .~5 per^ ho~_ir incr^ease. This matter was discussed. Rule rn~~ved that Bill No. 9~-3 be placed on its first r^eading, said Bill pr^~~vides Rick Hedgecr_,ck's solar^y to be increased by .25 per^ hr_,ur, seconded by Mar^shall, the vote was: Mar-shall, Rule, Shepard, Kar^r^ and Teters, aye; Wed~_ia a bser~t . Whereupon the Bill having been made available far^ public inspect ion pr^iar^ to the consider^at ion of the beard of Aldermen, Bill Nc.. 9?-3 was passed. Mayor- B~.ir^ch said the Chamber of cc,rnrnerce is getting together a directory and she woi_ild like to see the city of Riverside have the twc~ inside pages in color^, this wr_~i_ild cost about 3550. Karr moved that the City purchase the twr_~ inside pages of the Chamber ~~f Cornmer^ce Director^y far^ the sum of 35500.00, seconded by Teters, the vote was Teters, Kar^r, 5hepar^d, Rule and Marshall, yes; Wedua, absent. Mayor Burch said that she has dust received the Municipal Co~_irt Clerk's report far^ the month of November and December 19. ~..
