Urging the Missouri Highway and Transportation Commission to
abide by the provisions of the Intermodal Surface Transportation
Efficiency Act of 1991 by programming and releasing funds for
transportation enhancement projects in Missouri communities.
WHEREAS, enhancement funding was included in the ISTEA
legislation in order that transportation and transportation
related projects might be more fully integrated into the fabric
of the communities they serve; and
WHEREAS, ISTEA promotes unified planning, design and land use
controls so that transportation and transportation -related
projects may enhance economic development and the overall
community good; and
WHEREAS, ISTEA state that at least ten percent of all Surface
Transportation Program funds MUST be allocated for enhancement
projects; and
WHEREAS, all but seven states have already provided enhancement
funding to communities; and
WHEREAS, Missouri is the only state in the nation to state that
it will not fund by enhancement projects unless and until ISTEA
is fully funded; and
WHEREAS, ISTEA is currently funded at about 80 percent of
authorized levels; and
WHEREAS, MHTC has already developed a process for soliciting and
rating projects;
WHEREAS, many worthwhile projects have been submitted for
consideration
NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of
Riverside, Platte County, Missouri, as follows:
That the Board of Alderman hereby urges the Missouri Highway and
Transportation Commission to take action to conform to the
spirit, intent and language of Intermodal Surface Transportation
Efficiency Act of 1991 by agreeing to proceed with the
programming and release of fund for enhancement projects within
the state of Missouri.
