OPPOSING the Hancock II amendments and urging voters to not sign
the Hancock II petitions or vote until they have become
fully informed as to the impact of the proposed
Amendment on local and state government including
municipal services and education.
WHEREAS, a "Hancock II" Committee has announced through
Representative Mel Hancock that it has begun circulating its
petitions to place the Hancock II Amendment on the November 1994
ballot: and
WHEREAS, it has been determined

WHEREAS, it has been determined that the language
contained in "Hancock II" will require all new city fees, charges,

voluntary user fees to be approved by a maiority of the electorate;

WHEREAS, "Hancock II" will require that over ~ 600
million be reduced from the state budget, thereby affecting the
ability of the state to fund public education and other important
public services and improvements; and
WHEREAS, "Hancock II" repeals, amends or modifies some
51 sections of the Missouri constitution including the right to a
free public education, pensions for the blind and other important
provisions in the Constitution without explaining how these
sections are repealed, modified or changed; and
WHEREAS, "Hancock II" will force governments, including
school districts, cities and counties that have outstanding bonds
thnt have not been issued although authorized by the electorate to
submit these same bonds to a new vote of the people; end
WHEREAS, Hancock II" limits the growth of the state of
Missouri budget to one-fifth of one percent per year and will
require a refund of over 5600 million dollars which will continue
to place the burden of meeting needs of the citizenry on the local
governments through the reduction of state services; and
WHEREAS, "Hancock II"

overpaid taxes from any and all sources are returned only to
corporate and individual income taxpayers on a pro rata basis, this

on limited incomes.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, as follows:
That the Board of Aldermen of the City of Riverside, Missouri
Rereby opposes the Hancock II Amendment and urges the citizens of
Riverside, Missouri not to sign petitions to place "Hancock II" not
he November 1994 ballot until such times as the Amendment in its
entirety have been read by them and all questions with respect to
its impact have been answered to their satisfaction.
