MINUTES OF REC7ULAR MEETING OF ,
BORRD OF .ALDERMEN. OF CITY OF RIVERSIDE, MISSOURI
APRIL :_0~ 1993
A regular meeting of the Board of Aldermen of the-City
of Riverside,. Misso~_iri.was held in the City Hali in
Riverside, Missouri on April 20, 1993, at 7:30 p. m. Those
present were Aldermen Wedua, Teter^s, Karr, Marshall and Rule;
Aust absent. Mayor Betty Burch called said meetir~g.ta order.
It was decided to dispense-with the reading of the
Minutes of April 13, 1993,, for the present tune. "
bill Olson, 6bi2 NW Sweet Hrar Lane, K. C., MO 64151,
presented business license far ELF Atachen (North American, -
Tnc.), Flour Service Dept., 240 NW Parkway. This is the
Business Sales Office for Bakery Ingredients and Flour. This
was approved sub,7ect to th'e payment of the fee.
Christine Nieves, 5204 NE Barnes, K. C., MO 64119,
.presented business license for palforth Training~Business
Office (an~extension of the school) at 202 NW Platte .Valley
.Drive." This was approved sub,7ect to the payment of the fee.
Terry Bigham, 11118 North 0a k, K. C., MO 64155, had
presented a Business License for the sale of Been only at 114
NW Parkway (Mantery Jack. They would not be open an Sundays
and would clase,at 6.00 p. m. every evening.
The Mayor and Board explained to Terry Bigham that there-
were na liquor license available at the present time and that..
several people have asked far liquor license prior to this
time. This would have to be checked out. to see if the people
req~.~esting.the license would still want a license and also
the Board would have to increase the number of license ta-
make one available. This matter was tabled until further
information was obtained.
We~ua said that last Navernber he got a bid on repairing
Mattax Raad and since then, same. holes have developed from
Knappco to the railroad tracks and it would cost X800.00 to
repair the holes. The.bid was X4928.00, plus X800.00 to
repair the hales which trove developed frarn Knappco to the
Railroad tracks for a total of X5728.00. It would also cast
X70.00 per hour to blade the shoulders.- This has to be dome.
It would take about 30 to 45 minutes.
Rule moved that Mattax Road be repaired for the sum of
X5728.00 plus the grading of the shoulders for 'F70.00 per
-hour with 'a makirnum of 45 minutes, seconded by Marshall, the
vote was Rule, Marshall, Wedua, Karr. and Teters, yes; Aust
`; absent.

sealing, curbing and ditching 52nd Street, from Northwood
Road to Merrimac„ Half of this street belongs to Kansas City
and half to Riverside, She will get the cast of the
improvement of the street and then see if she can negotiate
with Kansas City, Missouri.
Regarding Joe Fapeano's request far his wedding
reception at the David Theatre an September 26, 1993,
it was the consensus of the Berard that they were in favor of
allowing Jae Fapeana's to have his reception at the Theatre.
The minutes of April 13, 1993 were read and approved as
corrected.
Karr moved that Bill Na. 93-23 be placed on its first
reading, said bill provides for the appropriation of ,money
out of the general fund of the City of Riverside-for the
payment of certain indebtedness as listed therein be placed
on its first reading, seconded by T.eter,s the roil was called
and vote was Teters, Karr, Wedua, Marshall and Rule, aye;
Aust absent..
Karr rnaved that Bi11 Na. 93-23 be placed an its second
reading, seconded by Teters, the vote was Teters, Karr,
Wedua, Marshall and Rule, aye; Aust absent. ,Whereupon, the
Bill having been. made available far public inspection prior
to the consideration of the Board of Aldermen, Bill Na. 93-23
was passed.
A discussion was had regarding the streets and right of
ways. It was decided that the City needs a push-mower and a
weed eater.
A discussion was had concerning a City Manager.
Rule moved- that the Mayor-and Board ga into executive
session to discuss personnel matters, seconded by Marshall,
the-vats was Teters, Wedua, Karr,. Marshall and `Rule yes; Aust
absent.

Karr moved that the meeting ga ir~ta regular session,
seconded by Rule, the vate.wa,s Teters, Marshall, Wedua, Karr
and Rule, yes; Aust absent.-
Chief Bob Bayless-would like to get approval far some of
his public Safety Officers to receive Fire and Ratrol
training. He said he has the information on the computer
regarding each employee and the~tr^aining each is receiving.
The training coming up is training far fire pertaining to
natural gas and prppane. The training is at Abilene, KS and
is free. He would like to send-Mike Shelton and Darrell
Karr. This was approved by the Board.

Chief Bayless said that the Riverside's Chamber of
Commerce presented Daryl Karr with a certificate far'his
efforts, while off duty, in removing three people from a
burning .car.
Chief Bayless said that he had received a letter from
the OpUE (Operators protection Usage Enforcement Agency> far
training officers far the Department of Transportation far
Officer Tom Archibald.
Chief Bayless brought the Mayor and Aldermen up to date.

Mayor Burch said she would have Fred Welkin check an these

It was announced that an May 4, 1993, the Board of
Aldermen will have their meeting in the David Theatre, k200
NW Riverside Street, at 7:@~ p. m.
Mayor. Burch presented the fallowing bids~an a computer
with program far sewer billing:.

Lemberger Company - 6, 857: 40
These bids were discussed.
Marshall moved that the .City purchase the carnputer with
program from precision Computer for the sum of #9,337.0@
which appears to be the best bid, seconded by Karr, the vote
was Wed.ua, Teters, Rule, Karr and Marshall, yes; Aust absent.
There being no further business to came befGre the
Board, upon motion duly made, seconded and passed, meeting
adjourned at 10:50 p. m.
