These present were Alder^men Wedua, Teters, Kar^r, Marshall, Rule and A~_rst. Mayor^ Betty Burch cal led said meeting . to order. It was decided to dispense with the r^eading of the rniru_ites of June l and c , 1993 for the present time. City Attorney Don Witt pr^esented to the Mayor^ and Boar^d cif Aldermen a letter^, attaching the confirmation from D~~naldson, I_~_rfk.in & Jenrette showing that The Missouri Darning Comparry has made the escr^ow deposit in the s~_rm cif 'b E,,6r4J0,0~DQi. Alderman Mar^shall moved to put Bill No. 93-3~ on its first r^eading, seconded by Alderman Rule, This Bill pr^ovides f~_r^ the establishing r_,f arnendrnents tc~ the Zoning Code adopted by Ordinance No. 89-iv (ccmcerning names of the land, waterways or commercial vessels). The vote was as follows: Alder^man Wedua, aye; Alder^rnan Teter^s, aye; Alderman Karr, aye; Alder^man Mar^shall, aye; Alder^rnan Rule, aye; and Alderman Aust, aye. Alder^mar~ Karr moved that Bill No. 93-3~ be placed on its second reading, seconded by Alderman Marshall, the vote was / as follows: Alderman Wedua, aye; Alderman Teters, aye; Alder^rnan Karr^, aye; Alderman Mar^shall, aye; Alderman Rule, aye; and Alder^rnan Aust, aye. Upon the Bill having been read twc~ times by title and copies of the bill having been made available for public inspection prior^ to consideration by the Bear^d of Aldermen, Bill No. 93-38 is passed. Alder^rnan R~_rle moved tc~ p~_rt Bi I1 No. 93-33 on its first r^eading, seconded by Mar^shall, said Bill establishes amendments tr_. the zoning code adopted by Ordinance No. 89-iv (requirements and conditions for the location of certain defined ad~_rlt enter^tainment activities). A letter, dated July c, 1993, from Ed Voumar^d, New Development Cr_,ardinator far^ Ar^gosy was read, said letter requests an extension of time to file its applications for Special Use F'errnit and Special F'er^rnit fc~r^ the Flood Hazard Area. It was also discovered that there was an error in the s~_rrvey r_,f the Yo~_rng Par^k, and S~_ir^veyor Horner Wi 11 Tarns is correcting this and also has asked for the extension of time an behalf of Argosy. This was disc~_rssed and it was agreed to extend the time for the Special Use Permit and Special Permit for the Flood Hazard Area to August 17, 1993. The matter of amending the contract with Missouri Gaming Company was discussed. Rlderrnan Rule rnr_,ved that bill No. 93-37 be placed an its fir^st reading, seconded by Alderman Mar^shall, said Pill amends the Ga1'itr^act and lease with Missouri Gaming Company and ratifies the contract and lease with Missouri Gaming Cr_~mpany. It was decided to extend the decision on whether or not t~~ build the golf course until October 3, 1993. Rlderrnan Karr rnaved that the Overtime pr^esented by Chief r f .~ F'. 4, Min. Reg. Meet. , 7-6-93 Alder^rnan Rule, the vote was: Alder^men Wed~_ia, Teters, Karr, Marshall, R~_rle and Aust, yes. The minutes of J~_rne 1, 1993 were read and approved as Corr^ect ed. A preliminary two-page drawing of Argosy plans was presented to the Board to be inserted in the Charnber^ Directory, this was disc~.rssed vers~.is the insertion of the City Map. It was decided to go with the City Map. Alderman Karr moved that the meeting go into exec~_rtive session tci discuss per^sc~nnel matters, seconded by Alderman Wedua, the vote was Aldermen Wedua, Teters, Karr, Marshall, R~_rle and Aust, yes. Alderman Rule moved that the meeting go into reg~_ilar session, seconded by Alderman Kar^r, the vote was Aldermen Wed~_ra, Teters, Kar^r, Marshall, Rule and Aust, yes. Mayor Burch explained the result of the 1993-94 Budget, i. e. Municipal Cour^t, Sewers and Miss~~uri Cities 5ewer^ hnr_~k.- up. The minutes of June 22, 1993, were read and approved as corrected. It was reported that the Truck Transpor^t Company on Hannah's property said that Hannah will not d~~~ any black- topping on the ar^ea around the office. The six-months time allowed the Transport Company to black top this area has expired. With r^egard to the fir^eworks, d~.re to the large amounts of rain, Mr. Yc~i_ing called to ask if his tune far cleaning up his ar^ea cc~~_rld be extended, because the tent has to be dr^y befor^e taking down. He has cleaned up the area except for the tent. He was extended more time to take his tent down. It was decided that if any other firework people calls for extension of tune the same courtesy will be granted.
